제 68호 1958년 4월 22일
베트남 민주공화국 대통령
1946년 3월 22일 제 33호 특령 및 1946년 5월 22일 제 71호 특령에 의거, 베트남 인민군 규칙을 정함;
1950년 7월 11일 제 121호 특령에 의거, 국방부-총사령부를 조직함;
1957년 6월 3일 제 017호 특령에 의거, 군구를 설치함;
국방부-총사령관 장관의 건의에 따라,
다음과 같이 특령을 선포함.
조 1: 원 총정치국 조직국 국장이었던 응우옌 트롱 빈을 군구 제4군구 정치위원으로 임명한다.
조 2: 이 특령의 집행에 대한 책임은 국방부-총사령관 장관에게 있다.
