정부가 2004년 12월 14일에 제정한 제204/2004/NĐ-CP 호에 의거하여 공무원, 직원, 군인 등에게 적용되는 급여 제도에 관한 규정;
2004년 12월 14일 정부가 국가 소유 기업 내 임금 척도, 급여표 및 급여 보조금 제도에 관한 결정 제205/2004/NĐ-CP에 근거하여
정부가 2006년 9월 7일 제2006.94호 국무회의 결정으로 제정한 「최저임금 일반 조정에 관한 규정」을 근거로 함
내무부가 2005년 10월 5일 제2947/BNV-TL 호 공문으로 제시한 환경부 산하 직업 또는 업무에 대한 우대 보수 제도에 대한 의견과 재정부가 2006년 11월 8일 제13911/BTC-HCSN 호 공문으로 제시한 지질공사 예산 단가표 발부에 대한 합의 의견을 바탕으로 함
