1946년 4월 22일 제령 번호 33/SL 및 1946년 5월 22일 제령 번호 71/SL에 따라 인민군 규칙을 정한 것,
1950년 7월 11일 제령 번호 121/SL에 따라 국방부 – 총사령부를 조직한 것,
국방부 장관의 건의에 따라,
제령을 선포함.

응우옌돈 중장에게 우안 군구 사령관 직위를 부여한다.
