정부령 제73/CP호 1995년 11월 1일에 의거, 농업 및 농촌 발전부의 기능, 임무, 권한 및 조직 체계에 관한 규정;
수자원법(2001. 5. 20) 및 정부령 제179/1999/NĐ/CP호(1999. 12. 30)에 의거하여
수자원관리 및 수리공사업무국 국장과 인사총무국 국장의 건의에 따라
결정함에 있어서:
조 1. 홍- thái bình 유역 수자원 개발 계획 관리를 수행하기 위하여 「수자원법」 제64조에 따른 유역 수자원 개발 계획 관리 주체를 설치하며, 구체적으로는 다음과 같다.
- 홍- thái bình 유역 수자원 개발 계획을 작성하고 승인을 청구하며, 그 이행을 감독함으로써 행정 지방 단위와 통일된 유역 수자원 개발 계획 관리를 보장한다.
- 홍- thái bình 유역 내 각 부처, 기관 및 지방 단위와 협력하여 홍- thái bình 유역 내 수자원의 기본 조사, 검토, 평가를 실시하며, 그 유역의 하류 유역 수자원 개발 계획을 작성하고 승인을 청구하며, 그 이행을 감독한다.
- 홍- thái bình 유역 내 수자원 분쟁 해결을 위한 제안을 한다.
조 2. 홍- thái bình 유역 수자원 개발 계획 관리위원회는 다음의 구성원으로 구성된다.
- 위원장: 농업 및 농촌개발부 차관
- 부위원장: 수자원관리 및 수리공사업무국 국장
- 위원: 수자원관리 및 수리공사업무국, 홍수방지 및 제방관리국, 수리계획연구소의 책임자
- 홍- thái bình 유역 내 각 성, 시 농업 및 농촌개발국의 책임자가 위원으로 참여한다.
- 환경과학기술부, 산업부, 어업부, 건설부, 교통운수부, 보건부, 국방부, 기상수문총국 등 수자원 관리 관련 부서의 책임자를 초청하여 위원으로 참여하도록 한다.
조 3. 홍- thái bình 유역 수자원 개발 계획 관리위원회 사무실은 수리계획연구소에 위치하며, 이는 본 결정의 제1조에서 규정된 구체적인 임무를 수행하는 공익기관이다. 수리계획연구소 소장은 홍- thái bình 유역 수자원 개발 계획 관리위원회 사무실장 겸임한다.
홍- thái bình 유역 수자원 개발 계획 관리위원회 사무실은 별도의 공식 도장을 사용할 수 있다.
홍- thái bình 유역 수자원 개발 계획 관리위원회 사무실의 정원은 수리계획연구소의 정원 내에서 계산된다.
홍- thái bình 유역 수자원 개발 계획 관리위원회 및 그 사무실의 운영 비용은 연간 수리계획연구소 예산에서 배정된다.
조 4. 수자원관리 및 수리공사업무국은 인사총무국 및 수리계획연구소와 협력하여 홍- thái bình 유역 수자원 개발 계획 관리위원회 운영 규칙을 작성하고, 농업 및 농촌개발부 장관에게 제출하여 승인을 받도록 한다.
