CIRCULAR
Regarding the payment method for postal charges on account for agencies and enterprises
stock,
Up until now, agencies and enterprises using Postal Services have paid some postal charges immediately, while the majority of charges such as telegraph fees, telephone fees, military mail envelopes, etc., are recorded as debts. At the end of each month, the Postal Service compiles a statement requesting payment from the debtor agencies and enterprises, and simultaneously sends a mandate to collect through the Bank.
Such delayed collection affects the planned use of circulating capital for the Postal Service sector. The State must allocate a fixed amount of capital for postal charges that cannot be collected immediately within the month, while agencies have been provided with sufficient postal fees from the beginning of the month, and enterprises have allocated the postal fee expenses into their product costs for the same month.
To make this more reasonable, the Ministry of Finance, the State Bank, and the General Post Office have established a payment method for postal charges applicable to agencies and enterprises as follows:
Article 1. Excluding immediate payment postal charges such as postal service fees, money transfer letter fees, parcel fees (stamp purchase fees), installation fees, etc., all other charges related to telegrams, telephones, radio communications, military mail envelopes, etc., which are recorded daily as debts, must be settled immediately within the month.
Article 2. Provincial, municipal, district, and regional post offices will enter into contracts with agencies and enterprises within their service area to agree on the Postal Service's collection of the aforementioned debt charges according to the following method:
- Based on the average monthly volume of postal services used by agencies and enterprises, the Postal Service will set a planned revenue target each month of agencies and enterprises, a planned revenue targetwill be determined, on the 20th of each month, the local bank will automatically deduct from the accounts of the debtor agencies and enterprises, transferring the amount equal to two-thirds of the monthly planned revenue target that has been set.
At the end of the month, the Postal Service must compile an official settlement statement based on actual figures, send it to the debtor agencies and enterprises, and simultaneously request the Bank to collect the remaining balance on their behalf - The Postal Service should strive to compile the official settlement statement as early as possible, not later than ten days after the end of the month for Hanoi, and not later than five months after the end of the month for other provinces and cities.
Article 3. This Circular shall take effect from September 1961.
