JOINT RESOLUTION

Between the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Justice regarding the enhancement of legal education among youth and young people

 

In line with the Resolution of the Fifth National Congress of the Party on strengthening socialist legal institutions, despite many difficulties in life, the majority of cadres, members, and young people have complied well with the Party's guidelines and policies and state laws. The level of understanding and implementation of laws among cadres, members, and young people has made significant progress. However, due to insufficient awareness of the role and impact of socialist laws, not fully recognizing that laws are the institutionalization of the Party's political line and a means to contribute to the Party's leadership, many cadres, members, and young people do not sufficiently value laws, and even violate them.

Recognizing the importance of legal education propaganda as a crucial part of political and ideological education work, which is a primary measure to build a sense of socialist rule of law among young people, aiming to strengthen socialist legal institutions, the Ninth Plenary Session of the Central Committee of the Ho Chi Minh Communist Youth Union decided to intensify the movement to foster new lifestyles among young people, living and working according to the law, actively participating in struggles against social evils and illegal acts, while expanding the solidarity movement among three forces, establishing youth security squads, inspection teams, and red star children's groups at the grassroots level, contributing to maintaining political stability, public order, and social safety, defeating the multi-faceted destructive warfare of the enemy.

To implement the Politburo's resolution on strengthening the Party's leadership over youth work, the resolutions of the Central Committee on improving economic management, and to promote legal education among members and young people, making the campaign for young people to live and work according to the law more effective, the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Justice issued a joint resolution to enhance cooperation between the youth organization and the judicial sector in legal education and publicity, clearly understanding the rights and obligations of young people in implementing laws, raising legal consciousness and respecting the law, positively contributing to the strengthening of socialist legal institutions.

I. CONTENT OF COOPERATION

1. Cooperation in training legal knowledge for cadres, members, and young people.

a) For cadres at all levels of the Youth Union, students of Youth Union schools, and short-term training course participants of the Youth Union.

Under the guidance of the Central Committee of the Youth Union and the close collaboration of the Ministry of Justice, the legal subject will be established as a core component in the cadre training program of the Youth Union, a main subject in the teaching and learning curriculum of Youth Union schools, to help Youth Union cadres understand the law and become the backbone in mobilizing members and young people to live and work according to the law.

b) For members and young people in production and business sectors and armed forces.

Legal education must be closely linked to the requirements of national defense, economic management, and organizational production and business of each sector, aiming to leverage the vanguard role of members and young people in collective ownership in labor production, combat, and building a new life and socialist person.

c) For members and young people in primary, secondary schools, universities, colleges, vocational high schools, and technical schools.

Based on the central policy on legal education in schools, the Youth Union and the judicial sector will cooperate to research and propose appropriate legal education content to relevant sectors in accordance with the level and nature of each school.

The results of legal education should be reflected in the transformation of movements, teaching, and learning activities of the state, serving the goal of the school to educate and train a comprehensive socialist person.

d) For members and young people under the management of towns, townships, wards...

The Youth Union and the judicial sector will coordinate with other sectors in the area to gather and educate members and young people about living and working according to the law, proposing appropriate measures to address legitimate demands and arrange employment for members and young people.

2. Cooperation in monitoring and guiding legal activities of the Youth Union.

Depending on the specific requirements and situation of each locality, the Youth Union and the judicial sector will coordinate to develop plans and measures to prevent and combat crime among members and young people, and resist negative phenomena outside society.

Strengthening the activities of youth inspection teams, red flag youth teams, youth vanguard teams, and exemplary models in implementing laws, contributing to combating crime among members and young people, resisting negative phenomena outside society, especially in building new economic management mechanisms to eliminate bureaucratic planning and fully transition to socialist economic accounting and business operations in creative activities and advancing into science and technology, aiming to increase productivity, quality, and efficiency.

          Cooperate with the judiciary sector, the Youth Union builds regulations, guidelines for building new cultural lifestyles, new young people, rules for public places, working in agencies, production facilities, and schools, to ensure that the activities of the Youth Union, teams, and individual members comply with state laws.

          3. Cooperate in drafting the Youth Law and guiding its implementation after it is promulgated.

          - The judiciary sector takes the initiative to study and provide comments on the content and legislative techniques, assisting the Youth Union in perfecting the draft Youth Law before submitting it to the State Council and National Assembly for approval, and helping the Youth Union in implementing the Youth Law after it is promulgated.

          - Cooperate with the Youth Union, the judiciary sector actively organizes specialized seminars on youth-related laws, widely solicits opinions on the draft Youth Law, encourages young people and judicial officials to contribute positively to the dissemination and education of laws among Youth Union members and young people.

          II. PRINCIPLES AND MEASURES FOR COOPERATION.

          A- Principles of Cooperation.

          - The Youth Union and the judiciary sector proactively propose necessary legal issues for educating young people, and coordinate in planning legal education campaigns suitable for different groups and practical requirements of localities.

          - Based on the agreed legal education plans, the Youth Union proactively directs and manages legal studies and teaching, and guides the legal activities of the Youth Union.

          The judiciary sector proactively cooperates with the Youth Union to compile lectures, provide materials, assist the Youth Union in training young legal lecturers for educational sessions, and simultaneously proactively cooperate with the Youth Union to monitor and guide their legal activities, particularly focusing on assisting the Youth Union in perfecting the draft Youth Law and other legal documents related to its implementation...

          B- Measures for Cooperation.

          - The Youth Union and the judiciary sector at central, provincial, and county levels assign dedicated staff to assist leadership in overseeing the implementation of joint resolutions, proposing legal education plans for Youth Union members and young people, and organizing the implementation of these plans after reaching consensus between the Youth Union and the judiciary sector at the same level.

          To promptly develop programs and plans for promoting new legal issues among Youth Union members and young people, the Youth Union or the judiciary sector has the responsibility to attend meetings and relevant activities organized by the other side.

          - Both sides regularly meet to build exemplary models, disseminate them widely, conduct mid-term and final reviews of cooperation, determine directions and plans for legal education for Youth Union members and young people during specific periods.

          - Both sides frequently collaborate with information, culture sectors to introduce exemplary models in law enforcement, organize legal knowledge contests, writing, drawing, poetry, short story, cultural and artistic performances with legal content, and organize exhibitions, libraries, legal clubs to promote legal education and engage young people in socially beneficial activities.

          To effectively implement this resolution, the Youth Union and the judiciary sector need to seek leadership from various levels of the Party Committee and People's Committees based on studying and implementing the Central Party Committee's Resolution on strengthening Party leadership over youth work, Resolution 08 of the Central Party Committee on Wage-Labor-Cost, and disseminating the joint resolution between the Central Youth Union Secretariat and the Ministry of Justice down to grassroots Youth Unions and Judicial Boards.

          The Youth Union and the judiciary sector will cooperate in researching and directing the activities of Youth Union members and young people, focusing on certain immediate tasks to contribute to the successful implementation of central resolutions, organizing extensive legal education for Youth Union members and young people based on the Criminal Code, thereby enhancing their awareness of responsibility to live and work according to the law.
