DIRECTIVE

Regarding the organization and direction of patriotic emulation movements in the industry sector in 1999

In 1998, industrial enterprises throughout the country overcame many difficulties due to the impact of the financial-currency crisis, natural disasters, and the fact that most material and technological infrastructure was outdated... They made great efforts, thus achieving a growth rate of 12.1% compared to 1997.

In 1999, the industry sector will strive to successfully implement production targets according to the content of the Resolution of the Xth National Assembly, fourth session, which are:

- Industrial output value increases by 10% to 11% compared to the previous year, including:

- Electricity generated 24.38 billion kWh

- Clean coal 10 million tons

- Rolled steel 1.3 million tons

- Various silk fabrics 350 million meters

- Cardboard 270,000 tons

- Milk 165 million boxes

The Ministry of Industry instructs all State-owned corporations, provincial industry departments, companies, enterprises, agencies, bureaus, institutes, schools... (collectively referred to as units) within the industry sector to organize and direct patriotic emulation movements, and achieve the socio-economic targets set forth by the Xth National Assembly, fourth session.

I. OBJECTIVES OF THE EMULATION MOVEMENT

1. The entire industry focuses on directing the implementation of the aforementioned economic goals.

2. State-owned corporations and provincial industry departments base their plans for 1999, directing subordinate units to establish specific emulation goals, ensuring that the production growth target of the corporation exceeds 10% compared to 1998.

3. Bureaus, departments, boards, institutes, and provincial industry departments fulfill their state management functions, guiding units to organize emulation movements aimed at improving management, boosting production and business, and completing other tasks.

4. Production and construction facilities set emulation goals, striving for high growth rates in production and business efficiency based on fully utilizing the designed capacity of the unit. Ensuring employment and living standards for workers within the unit.

II. CONTENTS OF THE EMULATION MOVEMENT

1. Focus on directing the emulation movement for labor production of industrial products with advantages, competitiveness, and market demand, especially export markets and products substituting imports.

Emphasize the development of mechanical, electronic, and chemical industries oriented towards serving agricultural and rural production, processing agriculture, forestry, aquatic products, and consumer metal goods.

2. Enterprises engaged in production and construction, and research institutions intensify activities related to researching and applying new science and technology to production, enhancing product quality, diversifying product lines, and creating new competitive strengths for Vietnamese brands. Early implementation of ISO 9000 quality management and other ISO, IEC, ITU standards established as benchmarks for international market integration, initially focusing on commitments to join AFTA.

Pay special attention to ensuring workplace safety, industrial hygiene, and environmental protection.

3. Units widely organize thrift campaigns against waste and corruption. Strictly economize in production and construction; reduce administrative, reception, and promotional expenses that are merely formalistic. Each unit must establish specific thrift targets, setting rewards for collectives and individuals who effectively practice thrift.

Continue to promote the youth thrift movement among workers and employees; encourage young people to lead in thrift movements.

4. Units strengthen legal education, particularly labor laws, safety, insurance, etc., among workers and staff. Organize inspections, audits, and supervision to address shortcomings, especially negative phenomena.

Each unit organizes an emulation movement to protect national security, political stability, economic security, and social safety according to local and sectoral directives. Strictly adhere to regulations concerning state secrets.

5. Training and vocational schools compete to innovate management, enhance teaching and learning quality. Schools cooperate with enterprises to improve the practical skills of students, contributing to human resource development for businesses.

6. Units widely organize the "Solidarity Building Cultural Life" movement, promoting cultural, sports, library activities. Effectively implement population and family planning programs. Implement resolute measures to curb social evils, particularly drug abuse.

III. ON THE ORGANIZATION AND IMPLEMENTATION OF THE EMULATION MOVEMENT IN 1999

1. Units launch the emulation movement right from the start. The emulation plan is divided into several phases, linked to historical anniversaries at the national, sectoral, and local levels.

Standards and methods of organizing emulation need to be innovative and practical. Efforts must be made in mobilization, encouragement, evaluation, and rewarding. During each phase of the emulation campaign, timely summaries, lessons learned, and rewards should be conducted. Those who are talented, diligent, and contribute significantly to overall effectiveness should be appropriately recognized and rewarded.

2. Explore suitable, lively, continuous, and widespread forms of organizing emulation movements to contribute to boosting production and business efficiency.

Enterprises undergoing shareholding reform need to better organize and direct patriotic emulation movements to enhance economic efficiency, and promote shareholders' rights.

3. Each unit and higher-level agencies need to pay attention to inspecting, urging, summarizing experiences, rewarding, and promoting exemplary models. Particularly focus on nurturing new factors, commending creative workers, and preparing well for the National Heroes and Model Workers Congress at the end of 2000.

The Government shall issue new standards for Heroes and Outstanding Workers in the period of renovation. Units shall base their selection and recommendations on these new standards. The Ministry's Commendation Council will provide specific guidance subsequently.

The slogan for the 1999 competition year throughout the Industry sector is: "All for the cause of industrialization and modernization to make the country strong and the people prosperous."

Everyone shall unite in effort and solidarity, mobilize all resources, overcome difficulties and challenges, and be resolute in successfully completing the 1999 plan tasks./.
