Regarding the organization and direction of the patriotic emulation movement
in the industrial sector in 2000 

In the past year 1999, the patriotic emulation movement in units (State-owned enterprises, companies, agencies, businesses, institutes, schools...) has made new progress, especially in the field of product innovation and market expansion for both export and domestic markets, thus achieving an industrial growth rate of 10.5% compared to the previous year. Many businesses in sectors such as electricity, chemicals, textiles, engine manufacturing, light bulbs, paper, milk, beer... have continued to play a leading role in state-owned enterprises. Human resource training activities have met part of the demand for recruitment of technical staff in the industry. The scientific research force has strived to complete many projects and topics, making substantial contributions to production development.

The year 2000 is a significant year with special historical meaning for our nation, marked by many important festivals. In accordance with the spirit of Resolution No. 11/NQTW of the Politburo and the program to organize celebrations for major festivals in 2000 by the Government, the patriotic emulation movement in the industrial sector, in general and in each unit, must be concrete manifestations of continuing the tradition and the self-reliance spirit of the nation, of Vietnamese patriotism, and continue on the path towards socialism under the leadership of the Party. The emulation movement contributes to building the strength of the great national solidarity, enhancing the national spirit in the trend of the times, enabling the entire sector to overcome difficulties and challenges, comprehensively reforming to achieve new development when entering the 21st century, successfully implementing the cause of industrialization and modernization of the country.

With this significance, the Ministry instructs units in the industry to organize and direct the patriotic emulation movement, implement economic and social targets successfully, with the determination to achieve the growth rate set by the National Assembly and the Government for the industrial sector, making practical contributions to the success of the National Patriotic Emulation Congress in 2000.

I/ OBJECTIVES OF THE EMULATION MOVEMENT.

1- The entire industry focuses on directing the implementation of economic goals outlined in the Resolution of the 10th National Assembly, sixth session.

2- State-owned corporations and provincial industrial departments base their plans for 2000, directing subordinate units to establish specific emulation goals, ensuring production and business growth targets according to the corporation's and department's programs.

3- Departments, Bureaus, Institutes, and provincial industrial departments perform their state management functions well, guiding units to organize emulation movements for management reform, technological advancement, increased investment and human resource training, promoting production and business operations, and fulfilling other tasks.

4- Enterprises set high emulation targets, achieving effective production and business growth based on fully utilizing design capacity, ensuring employment and living standards for workers. Training institutions strive for "teaching well, learning well," strengthening exchanges and learning advanced educational models during the period of renewal.

II/ CONTENTS OF THE EMULATION MOVEMENT.

1- Focus on directing the emulation movement for labor and production of industrial products with advantages, competitiveness, and market demand, particularly the export market.

Concentrate on developing industries (mechanical equipment, power machinery, agricultural machinery, chemical fertilizers...) serving agriculture and rural areas, processing agricultural, forestry, aquatic products, consumer metal goods.

2- Enterprises and Institutes intensify research and application of new science and technology in production, improving product quality, diversifying product lines, creating new competitive edges for Vietnamese-branded products.

Mobilize all resources for production; at the same time, vigorously promote the emulation movement for safe working conditions, industrial hygiene, and reducing environmental impact.

3- Provincial industrial departments and enterprises assist in developing small and medium-sized enterprises, traditional craft villages, and labor-intensive industries, contributing to creating new job opportunities in society.

4- Units widely organize thrift and anti-waste, anti-corruption movements. Strictly economize in production and construction; reduce administrative, reception, and promotional expenses that are ostentatious.

Continue to promote the youth thrift movement among workers and employees; encourage young people to lead in thrift movements.

5- Units strengthen legal education and dissemination, primarily labor laws, safety, insurance... for workers and employees. Organize inspections, audits, and supervision effectively to ensure units develop within legal frameworks.

6- Each unit organizes the emulation movement for national security, political, economic, and social safety according to local and sectoral directives. Strictly adhere to regulations on protecting state secrets.

7- Training and vocational schools compete to innovate management, enhance teaching and learning quality. Schools cooperate with enterprises to improve students' practical skills, effectively providing human resources for businesses.

8- Units widely organize the "Solidarity in Building a Cultural Life" movement, promoting cultural, sports, library activities... Participate in charitable activities to alleviate poverty and hunger locally. Effectively implement population and family planning programs. Implement resolute measures to curb social evils, particularly drug abuse and HIV/AIDS transmission.

III/ ON THE ORGANIZATION AND IMPLEMENTATION OF THE EMULATION MOVEMENT IN 2000.

1- Units organize the launch of the emulation movement from the beginning of the year. The emulation plan is divided into several phases, tied to historical anniversaries at the national, sectoral, and local levels.

2- Emulation activities need to be innovative and practical. Emulation criteria should be specific, quantifiable, and closely aligned with unit tasks.

Emphasize enhancing awareness and creating new changes in the work of competition and reward. Improve the competition and reward system from grassroots units. It is necessary to do well in the stages of encouragement, promotion, and selection for competition. During each campaign of competition, it is essential to conduct summaries, draw lessons, and promptly award rewards.

Enterprises implementing shareholding also need to organize and direct the patriotic competition movement effectively to enhance economic efficiency, promote the rights of shareholders.

3- Each unit and higher-level agencies must pay attention to inspecting and urging the competition movement, conducting summaries and drawing lessons, rewarding, and promoting exemplary models. Special emphasis should be placed on nurturing new factors, publicizing and promoting within the organization and through mass media the exemplary models of creative labor, preparing well for the National Patriotic Competition Congress at the end of 2000.

4- Strictly implement the evaluation and awarding of outstanding workers, advanced worker collectives, and model soldiers at all levels according to the content of Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government and Circular No. 2355/CV-VP dated June 8, 1999 of the Ministry of Industry regarding the evaluation and review of the title of Model Soldier at all levels.

Units complete the evaluation and submit to the Ministry for consideration and awarding of model soldiers in the industry by February 2000.

For local industries, select the most outstanding individuals among the model soldiers at the grassroots level and report to the Provincial/Municipal Competition-Reward Council for consideration and awarding of provincial/municipal model soldiers.

Units continue to evaluate and submit to their immediate superiors the titles of Heroic Laborers and National Model Soldiers, second round - 2000, following the guidelines of the State Competition-Reward Institute (Document No. 241/TĐKT dated May 7, 1999) and the Ministry of Industry. Pay attention to technical staff and skilled workers with outstanding achievements in production and business operations. General Companies organize commendation meetings for new factors, learning from the examples of Heroic Laborers and National Model Soldiers during the period of renewal - the meeting will take place before November 2000.

Properly implement the review and awarding of the Medal "For the Development of Industry" in accordance with the Reward Regulations issued by the Ministry on June 1, 1999.

The slogan for the competition in 2000 throughout the industry is: "Creative labor and growth, all for the cause of industrialization and modernization of the country."

The Ministry believes that all cadres, employees, and civil servants in the industry will unite, vigorously promote the patriotic competition movement, excellently fulfill the 2000 plan tasks, and practically celebrate major holidays and welcome the National Patriotic Competition Congress - December 2000./.
