DIRECTIVE
regarding the implementation of certain activities to commemorate the 53rd anniversary of Martyrs' and Wounded Veterans' Day (July 27, 1947 - July 27, 2000).
In recent years, under the leadership of the Party and the State, with active guidance from all levels and sectors, and participation and response from the entire population, the work for martyrs and wounded veterans and those who have contributed to the revolution has achieved significant results in many aspects, culminating in the movement to implement five programs and establish the "Gratitude Repayment Fund" according to Decree No. 91/CP dated November 9, 1998 of the Government. The outcomes of this campaign not only deepen political and social awareness, educate revolutionary traditions, patriotic sentiments, and the national moral principle of "remembering the source of one's water," but also encourage and motivate wounded veterans, families of martyrs, and disabled veterans to enthusiastically engage in labor, production, work, and study, thereby improving their material and spiritual lives. Additionally, it has provided the Labor, Invalids, and Social Affairs sector with valuable experience in coordinating to innovate policies and mechanisms, mobilize movements, and harness community resources to further develop the work for martyrs and wounded veterans in line with the period of renovation. However, the field of work for those who have contributed to the revolution still reveals some pressing issues that need to be addressed.
On the occasion of commemorating the 53rd Martyrs' and Wounded Veterans' Day (July 27, 2000), the Minister of Labor, Invalids, and Social Affairs requests the organization and implementation of the following:
1. Organizing propaganda through mass media on activities commemorating July 27; coordinating to open special columns in newspapers, radio, and television, books about exemplary individuals and events, units, and localities that excel in the work for martyrs and wounded veterans, identifying and promoting outstanding models.
- The Ministry of Finance issued Circular No. 38/1999/TT-BTC dated April 12, 1999 guiding the financial management mechanism for the "Gratitude Repayment Fund."
- The Head of the Central Steering Committee for Building and Managing the "Gratitude Repayment Fund" signed Decision No. 42/QĐ-BCĐTW dated January 20, 2000 concerning the issuance of accounting regulations for the "Gratitude Repayment Fund" to be uniformly applied nationwide from January 1, 2000, and related guidelines for annual budget preparation for revenue and expenditure of the "Gratitude Repayment Fund" at various levels.
- Completing the draft operational regulations of the Steering Committee for the "Gratitude Repayment Fund" to be submitted to the Head of the Steering Committee for the Fund.
- The draft regulations recognize collectives and individuals who have made significant contributions to supporting the "Gratitude Repayment Fund."
2. The Steering Committee has coordinated with the Central Committee of the Vietnam Fatherland Front to organize a nationwide launch ceremony for building the "Gratitude Repayment Fund" on April 27, 1999.
In response to the call of the Chairman of the Central Committee of the Vietnam Fatherland Front, some ministries, sectors, agencies, and individuals contributed support immediately during the launch ceremony amounting to VND 159,854,000.
Following the launch ceremony, the Steering Committee printed materials including the call for action by the Chairman of the Central Committee of the Vietnam Fatherland Front and guidelines from the Central Steering Committee to be distributed to ministries, sectors, mass organizations, agencies, and units directly under the central level, and the Steering Committees for Building and Managing the "Gratitude Repayment Fund" at provincial and municipal levels directly under the central government.
The Steering Committee also coordinated with mass media outlets such as radio stations, television stations, and press to conduct a publicity campaign to explain the construction of the Fund, helping all strata of society to understand the significance and necessity of establishing the Fund, actively participate and support the construction of the Fund at various levels, while actively mobilizing and urging central-level agencies and units to contribute to the Fund at the central level.
The Central Steering Committee for Building and Managing the "Gratitude Repayment Fund" promptly informed and disseminated progress and good practices for provinces and cities to refer to, learn from, and draw lessons from.
To commemorate Martyrs' Day (July 27, 1947 - July 27, 2000) practically, organizing propaganda, highlighting exemplary cases among wounded veterans, disabled veterans, and relatives of martyrs; visiting and encouraging families in difficult circumstances, people with meritorious service and achievements; repairing memorials and graves of martyrs, paying respects at martyrs' cemeteries,...
The Ministry of Labor, Invalids, and Social Affairs hopes that ministries, sectors, the Vietnam Fatherland Front, political-social organizations, social organizations, party committees, and governments at all levels will, with feelings, responsibilities, and capabilities, direct contributions and perform even better the work for martyrs and wounded veterans and those who have contributed to the revolution in commemoration of the 53rd Martyrs' and Wounded Veterans' Day.
