RESOLUTION

Regular Meeting of the Government in December 1999

On December 30 and 31, 1999, the Government convened its regular meeting for December 1999 to discuss and adopt the following issues:

1- Adoption of the Report "Review of Guidance and Management in 1999 and the Program of Work for 2000 of the Government," presented by Minister and Head of the Government Office Doan Manh Giao.

In 1999, the guidance and management work of the Government made significant progress; it correctly identified key priorities and managed relatively coherently; it combined the role of the Government collective with the emphasis on individual responsibility of Government members. However, there were still many shortcomings and weaknesses, particularly in the organization and supervision of implementation of Government policies and programs; policy planning was not fully carried out according to responsibilities and functions in resolving obstacles in the process of reform; administrative reform guidance lacked firmness; the state apparatus was cumbersome and ineffective; some civil servants were corrupt and did not perform their duties well; bureaucratic practices, favoritism, and corruption remained serious. The Government needs to implement measures to innovate and enhance the effectiveness of its management and administrative system to fulfill the tasks of developing the economy and society in 2000.

The Government Office is tasked with incorporating suggestions from this meeting, compiling, and finalizing the Report "Review of Guidance and Management in 1990 and the Program of Work for 2000 of the Government," including the List of Projects to be submitted to the Government and the Prime Minister under the Government's Program of Work for 2000, to be submitted to the Prime Minister for consideration and issuance; to be sent to Government members, heads of agencies under the Government, Chairpersons of People's Councils, and Chairpersons of provincial and municipal People's Committees directly under the Central Government for implementation.

2- The Government heard the presentation of the Project "Establishment of the Chu Lai Open Economic Zone" by the Director of the Vietnam Industrial Zones Management Board Le Xuan Trinh.

The Chu Lai area has advantages in international exchanges, especially in air and sea transport. Chu Lai is also the gateway to the Mekong Delta region leading to the sea. Development in this area will create a driving force for the formation of the central economic zone from Hue to Khanh Hoa and have a strong impact on the Central Highlands. The Government assigns the Steering Committee for the Establishment of the Chu Lai Open Economic Zone to incorporate the opinions of Government members and consult with domestic and foreign experts to finalize this project for submission to the Prime Minister for consideration and then to the Politburo and the Standing Committee of the National Assembly.

3- The Government heard the presentation of the Report "Summary of Opinions of Government Members" on three Ordinances by Minister and Head of the Government Office Doan Manh Giao:

- Ordinance amending and supplementing certain articles of the Anti-Corruption Ordinance;

- Ordinance amending and supplementing certain articles of the Civil Servant Ordinance;

- Ordinance amending Article 21 of the Ordinance on Preferential Treatment for Revolutionary Activists, Martyrs, and Families of Martyrs, War Invalids, and Those Contributing to the Revolution.

The Government agrees to adopt these ordinances and assigns the drafting committees, the Ministry of Justice, and the Government Office to incorporate the opinions of Government members to revise and perfect the three draft Ordinances, to be submitted to the Prime Minister for decision on their submission to the Standing Committee of the National Assembly.

4- The Government heard the report on the results of addressing the year 2000 computer problem, the contingency plan, and preparations for responding in the first days of 2000 by the Minister of Science, Technology, and Environment Chu Tuan Nha, Chairman of the Government's Year 2000 Computer Problem Resolution Steering Committee, and the report on the main features of the implementation of the plan in December, throughout 1999, and the measures for managing the plan in the first quarter of 2000 by the Minister of Planning and Investment Tran Xuan Gia.

The Government agreed to approve these reports.

To effectively fulfill the socio-economic tasks in 2000, the Government requests Ministries, sectors, and localities to proactively propose and implement measures from the early months of the year based on their functions and responsibilities to maintain agricultural and industrial production; accelerate investment and consumption stimulus measures; quickly implement and expedite the progress of basic construction projects; properly organize the implementation of the Enterprise Law, focusing on resolving difficulties and obstacles in production; guide export and import activities, combat smuggling, and strengthen financial, monetary, and credit work; address the aftermath of natural disasters, and develop plans to inspect the implementation of Government Decisions on handling flood damage in affected areas.

Ministries, sectors, and localities need to coordinate to organize Tet (Lunar New Year) Canh Thìn 2000 for the people in a practical and frugal manner. Cultural activities, travel, entertainment, and services for the people's daily life must be thoroughly prepared, especially in flood-affected areas, ensuring security and health. /
