THE MINISTER OF INDUSTRY
Based on the Government's Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Investment and Construction Management Regulations issued pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
In agreement with the Ministry of Construction (Letter No. 35/BXD-VKT dated January 10, 2000);
Delegating the Management Boards of High-Tech Zones in provinces and centrally governed cities the authority to approve plans for importing finished products to combine with export products and to approve the liquidation of machinery, equipment, transportation means, materials, and raw materials of joint ventures, wholly foreign-owned enterprises, export processing enterprises, and contractual joint ventures under the management of the delegated authority.

Article 1. The accompanying this Decision are the Basic Construction Cost Estimates for the Installation Industry, Testing and Calibration of Equipment, and Power Communication Lines.
Article 2. These Basic Construction Cost Estimates for the Installation Industry, Testing and Calibration of Equipment, and Power Communication Lines shall be used as a basis for establishing unit prices for construction, preparing budgets for installation work, testing and calibration of equipment, and power communication lines.
Article 3. These Basic Construction Cost Estimates shall be uniformly applied nationwide from January 1, 1999, replacing the set of Basic Construction Cost Estimates for the Installation Industry, Testing and Calibration of Equipment, and Power Communication Lines issued together with Decision No. 3283/QĐ-KHĐT dated October 29, 1996 of the Ministry of Industry.
Article 4. The Director of the Ministry's Office, heads of relevant departments, General Directors of Vietnam Electricity Corporation, and related units are responsible for implementing this Decision.
