Circular No. 01/2000/TT-BTS amends and supplements certain points in Circular No. 04-TS/TT dated August 30, 1990 of the Ministry of Fisheries guiding the implementation of the Ordinance on the Protection and Development of Aquatic Resources issued on April 25, 1989, and Decree No. 195-HĐBT dated June 2, 1990 of the Council of Ministers regarding the protection and development of aquatic resources.

Amending and supplementing some points in Circular 04-TS/TT dated August 30, 1990 of the Fisheries Department guiding
the implementation of the Ordinance dated April 25, 1989 of the State Council and Decree No. 195-HĐBT dated June 2, 1990 of the Council of Ministers on Protection and Development of Aquatic Resources
On August 30, 1990, the Ministry of Fisheries issued Circular No. 04-TS/TT guiding the implementation of the Ordinance dated April 25, 1989 of the State Council and Decree No. 195-HĐBT dated June 2, 1990 of the Council of Ministers on Protection and Development of Aquatic Resources.

For many years, Circular 04-TS/TT has been an important legal basis for the work of protecting aquatic resources. However, to date, some provisions in the tables of the Circular are no longer appropriate or need supplementation. To make the work of protecting aquatic resources more effective, the Ministry of Fisheries amends and supplements some contents of Tables 1, 2, 3, 7, 8, 9, and 10 in Circular No. 04-TS/TT dated August 30, 1990 as follows:

I. AMENDING AND SUPPLEMENTING SOME CONTENTS OF THE TABLES IN THE ANNEX OF CIRCULAR 04-TS/TT:

Now abolish Tables 1, 2, 3, 7, 8, 9, and 10 in the annex accompanying Circular 04-TS/TT dated August 30, 1990.

a) The tables mentioned in point a of Section I are replaced as follows:

b) 1. Replacing Table 1 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 1A (new) which has been amended and supplemented (Annex 1) and Table 1B (new) which has been amended and supplemented (Annex 2).

2. Replacing Table 2 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 2A (new) which has been amended and supplemented (Annex 3).

3. Replacing Table 3 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 3A (new) which has been amended and supplemented (Annex 4) and Table 3B (new) which has been amended and supplemented (Annex 5).

4. Replacing Table 7 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 7A (new) which has been amended and supplemented (Annex 6).

5. Replacing Table 8 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 8A (new) which has been amended and supplemented (Annex 7).

6. Replacing Table 9 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 9A (new) which has been amended and supplemented (Annex 8).

7. Replacing Table 10 (old) stated in Circular 04-TS/TT dated August 30, 1990 with Table 10A (new) which has been amended and supplemented (Annex 9).

1. Entrust the Director of the Bureau of Aquatic Resource Protection to assist the Minister in directing inspections of the implementation of this Circular throughout the country.

Entrust the Directors of the Departments of Fisheries, Departments of Agriculture and Rural Development managing fisheries to assist the People's Committees of provinces and cities to continue widely disseminating the Ordinance on Protection and Development of Aquatic Resources, Decree No. 195-HĐBT, Circular No. 04-TS/TT, and this Circular to organizations and individuals engaged in fishing, ensuring that all organizations and individuals understand the contents above and strictly comply with them.

This Circular takes effect fifteen days from the date of issuance.

During the implementation process, if there are any issues that are not appropriate or problematic, localities and units must promptly report to the Ministry of Fisheries for research, guidance, supplementation, and amendment./.
