JOINT RESOLUTION
Amending and supplementing the Joint Resolution No. 01/1999/NQLT-BYT-CTĐ dated August 5, 1999 between the Ministry of Health and the Vietnam Red Cross on cooperation in implementing strategic directions for people's health care until 2020

After three years of implementing the Joint Resolution No. 01/1999/NQLT-BYT-CTĐ dated August 5, 1999 between the Ministry of Health and the Vietnam Red Cross on cooperation in implementing strategic directions for people's health care from now to 2000 and 2020, some activities in health care and protection have been strengthened and shown significant effectiveness, particularly in blood donation campaigns, ensuring meals for poor patients, charitable medical services...
To effectively implement Decision No. 43/2000/QĐ-TTg dated April 7, 2000 on mobilizing and encouraging voluntary blood donation, Decision No. 198/2001/QĐ-TTg dated December 28, 2001 of the Prime Minister approving the Blood Safety Program, and continuing to implement the Joint Resolution No. 01/1999/NQLT-BYT-CTĐ between the Ministry of Health and the Vietnam Red Cross, the Ministry of Health and the Central Committee of the Vietnam Red Cross agree to amend and supplement certain points of the Joint Resolution No. 01/1999/NQLT-BYT-CTĐ dated August 5, 1999 as follows:
I. AMENDING AND SUPPLEMENTING POINT 5 OF PART II ON COOPERATION IN ORGANIZING VOLUNTARY BLOOD DONATION CAMPAIGNS AS FOLLOWS:
1. Vietnam Red Cross:
Is responsible for coordinating with relevant departments, sectors, and organizations to mobilize the public to participate in voluntary blood donation campaigns:
- Widely promote the noble significance of voluntary blood donation.
- Coordinate with the health sector to organize fixed and mobile blood donation sites for the convenience of the public.
- Closely coordinate with the health sector and other departments and organizations to organize blood donation campaigns to gradually meet the demand for blood.
- The Blood Donation Center of the Vietnam Red Cross (if available) must comply with the technical regulations (Blood Safety Regulations) of the Ministry of Health.
- Annually conduct evaluations and commend outstanding collectives and individuals in voluntary blood donation campaigns.
2. Health Sector:
Is responsible for the technical aspects of blood collection, production of blood products, storage, and safe use; support the Blood Donation Center of the Red Cross in technical matters.
- Develop plans for blood needs at healthcare facilities for the Red Cross to plan mobilization activities.
- Coordinate with the Red Cross to organize blood donation campaigns.
- Conduct pre-donation health checks, notify the Red Cross of the list of individuals who do not meet blood donation criteria.
- Collect blood.
- Screen for infectious diseases.
- Produce and store blood and blood products.
- Organize distribution of blood to healthcare facilities.
3. Implementation:
Establish a provincial steering committee (hereinafter referred to as the province) consisting of the following members:
- Deputy Chairman of the Provincial People's Committee - Chairperson
- Chairman of the Vietnam Red Cross - Vice Chairperson in charge.
- Director of the Department of Health - Vice Chairperson
- Chairman of the Youth Union - Vice Chairperson.
Members of the Steering Committee include representatives from the following provincial departments:
- Propaganda Department;
- Fatherland Front.
- Women's Union.
- Farmers' Association.
- Department of Culture, Sports and Tourism.
- Finance Department.
- Trade Union.
- Religious representatives...
4. Implementation:
Publicity and mobilization costs are directly transferred by the health sector to the Red Cross based on the number of units of blood mobilized by the Red Cross. The level of publicity and mobilization costs is implemented according to the provisions of the Ministry of Health in Circular No. 01/2003/TT-BYT dated March 12, 2003 guiding the supplementation of point a, item 1, Part II of Circular No. 22/2001/TT-BYT dated November 15, 2001 on the cost for one unit of standard blood. The health sector signs a responsibility contract with the provincial Red Cross.
The provincial Red Cross coordinates with the provincial Department of Health to propose to the Chairman of the Provincial People's Committee to establish, consolidate, and improve the provincial voluntary blood donation steering committee, and to propose functions and responsibilities for each member.
II. ADDING POINT 6 TO PART II AS FOLLOWS:
Organization and operation of supporting charitable meals for poor patients in hospitals.
Charitable meals for poor patients in hospitals have been implemented for many years in various forms such as providing drinking water, porridge, soup, rice... to poor patients. Charitable meals have contributed to helping poor patients recover quickly and return home and to their communities.
1. Views and principles of organization:
The Ministry of Health and the Vietnam Red Cross encourage social organizations, charitable organizations, and individuals to participate in caring for charitable meals for poor patients in hospitals (hereinafter referred to as charitable meals).
Establish a steering committee for charitable meals for hospitals in each province to uniformly manage the provision of charitable meals, including the following components:
- Chairman of the Vietnam Red Cross Province: Chairperson.
- Leader of the Department of Health: Vice Chairperson.
- Relevant members: Members.
At each hospital, establish a management team for charitable meals with the following components:
- Hospital leader: Overall guidance.
- Chairman or Branch Chairman of the Vietnam Red Cross Hospital.
- Hospital nutrition staff (if available).
- Hospital finance staff.
- Representatives of volunteers and related members.
2. Tasks:
a. Steering Committee for Charitable Meals for Hospitals:
- Establish a management team for charitable meals at the hospital.
- Specify conditions for individuals and groups to support charitable meals.
- Develop work content and assign specific responsibilities to each member.
- Supervise food safety (food sources, clean water...) and ensure that donated funds and food are used for their intended purpose and in accordance with current regulations.
- Organize fundraising.
b. Management Team for Charitable Meals: Organize charitable meals to serve the correct target group.
III. FINAL PROVISIONS
1. This resolution takes effect 15 days after its date of issuance and replaces Point 5 of Part II of the Joint Resolution No. 01/1999/NQLT-BYT-CTĐ dated August 5, 1999.
2. Based on this Joint Resolution of the Ministry of Health - Vietnam Red Cross, the Provincial Compassionate Meal Steering Committee and the Hospital Compassionate Meal Organizing Board shall develop specific programs to implement activities suitable for their respective localities.
3. The Voluntary Blood Donation Steering Committees and the Compassionate Meal Steering Committees at all levels shall be responsible for directing, supervising related units to manage and utilize received financial resources and goods in accordance with the law to serve voluntary blood donation and compassionate meal activities.
4. The Health Care Department of the Vietnam Red Cross and the Treatment Department of the Ministry of Health shall be responsible for organizing, directing, supervising, and urging implementation. In case of difficulties during implementation, the Central Committee of the Vietnam Red Cross and the Ministry of Health shall consult and resolve them together.
5. Regularly report the results of implementation to the Ministry of Health (Treatment Department) and the Central Committee of the Vietnam Red Cross (Health Care Department).
6. Annually, the Ministry of Health and the Vietnam Red Cross shall convene meetings to review the implementation of Joint Resolution No. 01/1999/NQLT-BYT-CTĐ dated August 5, 1999, and this Resolution.
