Guidelines for registering aircraft and registering rights to aircraft
To implement the provisions of:
The Civil Aviation Law of Vietnam dated December 26, 1991 and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated April 20, 1995; Male April 20, 1995;
Decree No. 08/2000/NĐ-CP dated March 10, 2000 of the Government on registration of secured transactions;
Decree No. 165/1999/NĐ-CP dated November 19, 1999 of the Government on secured transactions;
Decision No. 971/TTg dated December 28, 1996 of the Prime Minister promulgating the Aircraft Registration Regulations, the Transfer of Ownership Rights Registration Regulations, and the Aircraft Mortgage Registration Regulations;
The Ministry of Transport provides detailed guidelines for registering aircraft and registering rights to civil aircraft as follows:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
1. In this Circular, the following terms shall be understood as follows:
1.1. “Aircraft registrationmeans registering the nationality of Vietnam for civil aircraft. Male for civil aircraft.
1.2. “Registration of rights to aircraftmeans registration related to the transfer of ownership, mortgage, pledge, guarantee, and lease contracts for civil aircraft.
1.3. "Certificate of registrationis the certificate issued to the applicant for registering the nationality of Vietnam for civil aircraft and registering the transfer of ownership rights to civil aircraft.
1.4. "Certificate of registrationis the certificate issued to the applicant for registering rights to civil aircraft and registering notifications of aircraft disposal, except for the registration of the transfer of ownership rights to civil aircraft.
1.5. “Registered name holderis the person named in the Certificates of Registration or Certificates of Registration.
1.6. “Registration applicantis the person directly submitting the application and performing the registration procedures. Depending on the type of registration, the registration applicant includes:
a) Owner of the aircraft, lessee of the aircraft for aircraft registration.
b) Person who will become the owner of the aircraft under the ownership transfer contract for the registration of the transfer of ownership rights to the aircraft.
c) Guarantor, beneficiary of the guarantee for the registration of mortgage, pledge, and guarantee by aircraft.
d) Owner of the aircraft, lessor of the aircraft, lessee of the aircraft, operator for the registration of lease contracts for aircraft.
) Vehicle registration certificate or certificate of vehicle deregistration or export certificate or ownership certificate of the vehicle issued by the competent authority of the exporting country or other documents of equivalent legal value: one certified Vietnamese translation from the original for cases of temporary import of movable property vehicles; Party that has completed the request for registration for renewal of registration, change registration, or correction of errors in the registered content.
e) Authorized representative.
1.7. “Requester for cancellation of registrationis the person submitting the application and performing the cancellation registration procedures, including:
a) Registered name holder for aircraft registration and lease contract registration.
b) Person who will become the owner of the aircraft under the ownership transfer contract for the registration of the transfer of ownership rights to the aircraft.
c) Guarantor, beneficiary of the guarantee for the registration of mortgage, pledge, and guarantee by aircraft.
d) Authorized representative.
1.8. “Requester for information provisionis any organization or individual with a request for information on aircraft registration and registration of rights to aircraft.
1.9. “Requester for registration of notification of aircraft disposalis the beneficiary of the secured transaction already registered for the aircraft or the authorized representative, with a request for registration of the notification of aircraft disposal.
1.10. “Secured transaction by aircraftmeans a mortgage, pledge, or guarantee contract by aircraft.
1.11. “Regulationis understood as the Aircraft Registration Regulations, the Transfer of Ownership Rights Registration Regulations, and the Aircraft Mortgage Registration Regulations issued together with Decision No. 971/TTg dated December 28, 1996 of the Prime Minister.
1.12. “Decreeis understood as Decree No. 08/2000/NĐ-CP dated March 10, 2000 of the Government on registration of secured transactions.
1.13. “Lease or subleasemeans leasing under a financial lease contract or an operating lease contract in accordance with the relevant laws.

2. Documents for requesting registration or applications sent to the Civil Aviation Administration must be original or certified copies. Documents or texts in foreign languages must be translated into Vietnamese. Certified copies of documents, texts, and translations must be authenticated by an authorized agency. For those requesting according to Points 1.6, 1.7, 1.8, 1.9 Section I of this Circular, two sets of documents must be submitted directly or by post to the Civil Aviation Administration. 4. The Civil Aviation Administration Male may refuse registration or provide information in the following cases:
4.1. The registration or provision of information does not fall within the jurisdiction of the Civil Aviation Administration. Male;
4.2. The registration documents or requests for information are incomplete; documents are not valid.
4.3. The requester has not paid the prescribed fees and charges.
5. Requesters for registration and information on aircraft registration and registration of rights to aircraft must pay a fee or charge as prescribed by law, attached to the documents or application, except in cases of cancellation of registration or correction of registration errors. Payment of fees and charges can be made through one of the following methods:
5.1. Paying directly at the Civil Aviation Administration. Male;
5.2. Transferring money through postal services and sending the payment receipt to the Civil Aviation Administration. Male;
5.3. Transferring money into the Civil Aviation Administration's account and sending the confirmation of the transfer to the Civil Aviation Administration. Male and send the confirmation document of the transfer to the Civil Aviation Authority of Vietnam. Male.
6. The time of the registration request is calculated from the time the Civil Aviation Administration Male receives the valid documents and fees as prescribed by law.
7. Certificates of registration, Certificates of Registration, and related documents issued by the Civil Aviation Administration Male shall be delivered directly or sent by post.
8. Documents proving the legal status of the registered name holder according to the regulations of the Regulations and the Decree include:
8.1. Identity card, passport (if available) in case of a citizen.
8.2. Business registration certificate in case of a business entity.
8.3. Establishment decision, operation permit in case of a social organization.
8.4. Establishment decision in case of a Vietnamese state agency. Male.
9. Documentation proving the current technical condition of the aircraft must include at least the following main contents:
9.1. Type of aircraft.
9.2. Place of manufacture.
9.3. Date of factory release;
9.4. Factory release number;
9.5. Date of commencement of use;
9.6. Nationality and registration number (if applicable);
9.7. Date and place of issuance of the registration certificate (if applicable);
9.8. Purpose of operation;
9.9. Date and place of last inspection;
9.10. Total flight hours since factory release;
9.11. Flight hours since last inspection;
9.12. Type, quantity, factory release number, and place of production of aircraft engines;
9.13. Number of passenger seats and crew seats;
9.14. Empty weight;
9.15. Maximum fuel weight;
9.16. Commercial payload;
9.17. Maximum takeoff weight;
9.18. Maximum landing weight;
9.19. Maximum altitude;
9.20. Maximum speed;
9.21. Maximum range;
9.22. Regulations on maintenance types;
9.23. Maintenance types already performed.
Documentation proving the current technical condition of the aircraft must be confirmed by the competent authority.
10. When submitting the Application for Registration, the applicant may submit additional declarations regarding the characteristics of the aircraft, aircraft engines, and detachable parts. These additional declarations must be signed by the authorized person.
11. The information requester must send to the Civil Aviation Authority of Vietnam the Information Request Form according to Model No. 13 attached hereto. Within three days from the date of receipt of a valid request form, the Civil Aviation Authority of Vietnam will issue an Information Provision Document according to Model No. 22 attached hereto to the requester.
II. REGISTRATION OF CIVIL AIRCRAFT YEAR
1. Aircraft of organizations and individuals referred to in Article 1 of this Regulation shall be registered in Vietnam. Male.
2. Aircraft owned jointly by organizations and Vietnamese citizens who wish to register in Vietnam. Male Joint owners must appoint one representative to act as the applicant for registration. The applicant must submit to the Civil Aviation Authority of Vietnam the application for registration and attach a power of attorney signed by all aircraft owners. Male 3. After receiving the application for registration, the Director of the Civil Aviation Authority of Vietnam shall decide: Male 3.1. To allow aircraft of organizations and individuals referred to in Article 1 of this Regulation to be registered in Vietnam.
In cases where registration is allowed pursuant to Clause 4, Article 1 of this Regulation, the contents of the registration conditions shall be recorded in the notes section of the Registration Certificate and the Civil Aircraft Register of Vietnam. Male 3.2. Not to register the aircraft if such registration may adversely affect national security, defense, and the interests of Vietnam as stipulated in Clause 3, Article 2 of this Regulation.
4. Marking the nationality and registration marks on the aircraft as prescribed in Clause 2, Article 3 of this Regulation must comply with the legal provisions on painting and attaching marks on aircraft. In addition to the nationality and registration marks, if wishing to paint or attach any other marks on the aircraft, it must be approved by the Civil Aviation Authority of Vietnam. Male. 5. For the purposes set forth in Article 9 of this Regulation, the documents serving as legal evidence for the requirements specified in Points a, b, and c, Clause 1, Article 4 of this Regulation include: 5.1. Confirmation by the competent authority that the aircraft is currently being manufactured in Vietnam.
5.2. Confirmation by the competent authority that the aircraft has been completed in Vietnam and confirmation by the Ministry of Trade allowing the manufacturer to display, exhibit, or sell the aircraft abroad.
5.3. Confirmation by the country of the foreign aircraft manufacturer that the aircraft has been completed in that country and a copy of the transfer of ownership agreement signed between the manufacturer and the registration applicant. Male.
6. For cases specified in Clause 2, Article 4 of this Regulation, the applicant must submit an Application for Temporary Registration of Aircraft and attach a permit from the Civil Aviation Authority of Vietnam to conduct such activities. The content of temporary registration is specifically defined as follows: 6.1. When recording the details of temporarily registered aircraft, the duration and purpose of the temporary registration shall be clearly stated in the notes section of the Temporary Aircraft Registration Certificate and the Civil Aircraft Register of Vietnam. The Civil Aviation Authority of Vietnam shall determine the duration of temporary registration based on the applicant's proposal and the nature of each case specified in Article 4 of this Regulation.
6.2. The Temporary Aircraft Registration Certificate may be extended if, before its expiration, the applicant requests an extension from the Civil Aviation Authority of Vietnam using Form No. 01 attached hereto and provides documentation proving that the activities specified in Points a, b, c, Clause 1 and Points a, b, c, d, Clause 2, Article 4 of this Regulation have not yet concluded. Male;
6.3. Upon receipt of the above-mentioned valid application, the Civil Aviation Authority of Vietnam will issue the applicant an Extension Certificate of Temporary Aircraft Registration according to Form No. 14 attached hereto and record it in the Civil Aircraft Register of Vietnam.
6.4. The Temporary Aircraft Registration Certificate can only be extended once and not exceeding the time period recorded in the initial Temporary Aircraft Registration Certificate.
6.5. If the temporarily registered aircraft meets the conditions for formal registration, the registrant may apply for formal registration without resubmitting the documents and related papers submitted during the temporary registration.
7. When deregistering the aircraft as prescribed in Article 7 of this Regulation, the Civil Aviation Authority of Vietnam will recover the issued Aircraft Registration Certificate and issue a Deregistration Certificate of Civil Aircraft of Vietnam. Male 8. In addition to the documents specified in Point b, Clause 1, Article 8 of this Regulation, the Transfer of Ownership Registration Certificate is also proof of ownership of the aircraft. The documents specified in Point c, Clause 1, Article 8 of this Regulation must be original or certified copies by the competent authority of the relevant country.
9. The Civil Aviation Authority of Vietnam will consider issuing a new Aircraft Registration Certificate to replace the previously issued one in cases of change of registrant name or correction of errors in the previously issued Aircraft Registration Certificate, provided there is evidence of such changes or corrections. III. TRANSFER OF OWNERSHIP REGISTRATION
1. Permission for the transfer of ownership of aircraft as prescribed in Article 15 of this Regulation includes permits for purchasing or importing the aircraft issued by competent state authorities.
6.4. The Aircraft Registration Certificate (provisional) may be extended once and not exceeding the time period recorded in the initial provisional Aircraft Registration Certificate.
6.5. In cases where a temporarily registered aircraft meets the conditions for formal registration, the person named in the registration may request formal registration without submitting the documents and related papers already submitted for the temporary registration.
7. When deregistering an aircraft according to Article 7 of the Regulation, the Civil Aviation Authority of Vietnam will reclaim the issued Aircraft Registration Certificate and issue a Certificate of Deregistration of Civil Aircraft Registration.
8. In addition to the documents specified in point b, Clause 1, Article 8 of the Regulation, the Aircraft Ownership Transfer Registration Certificate is also a document proving ownership of the aircraft. The documents mentioned in point c, Clause 1, Article 8 of the Regulation must be original or certified copies from the competent authority of the relevant country.
9. The Civil Aviation Authority of Vietnam will consider issuing an Aircraft Registration Certificate to replace the previously issued Aircraft Registration Certificate in cases of change of the registrant's name or correction of errors in the previously issued Aircraft Registration Certificate if there is evidence of such changes or corrections.
III. REGISTRATION OF TRANSFER OF OWNERSHIP
OF CIVIL AIRCRAFT YEAR
1. The permit for transferring ownership of aircraft as stipulated in Article 15 of the Regulation includes the documents permitting the purchase or import of the aircraft from the competent state authorities.
2. The procedure for correcting errors in the Certificate of Registration for the Transfer of Ownership of Civil Aircraft of Vietnam when there are errors shall be carried out as prescribed for correcting errors in the Aircraft Registration Certificate.
IV. REGISTRATION OF PLEDGE, LIEN, AND GUARANTEE
BY OF CIVIL AIRCRAFT YEAR
1. The registration of pledge, lien, and guarantee by aircraft shall apply to the following cases:
1.1. Aircraft registered or temporarily registered with Vietnamese nationality. Male.
1.2. Aircraft with foreign nationality but currently leased or operated by Vietnamese organizations or individuals. Male 1.3. Aircraft that will be future property owned by Vietnamese organizations or individuals.
2. The person requesting the registration of the security transaction is the guarantor, the secured party, or a person authorized by mutual agreement of the parties. In case the parties cannot agree on who should request the registration, this obligation falls on the secured party. Male.
3. The aircraft as collateral shall be specified as follows:
3.1. Unless otherwise agreed by the parties, the aircraft as collateral includes the aircraft body, its engines, and equipment installed on the aircraft necessary for its operation, and these items remain part of the aircraft even if they are located elsewhere.
3.2. If the parties have no other agreement in the security transaction involving aircraft, when the user or operator replaces or exchanges the engines or equipment necessary for the operation of the aircraft, the aircraft shall be understood to include the aircraft body and the engines and equipment currently attached to it. 4. The person requesting the registration must submit to the Civil Aviation Authority the application package including the following documents:
4.1. Application form according to Form No. 02 attached to this Circular; in case there are multiple security transactions on the same aircraft or one security transaction on multiple aircraft, separate applications must be made for each transaction and each aircraft.
4.2. A copy of the authorization for pledge, lien, or guarantee of the aircraft issued by the competent authority (if any). Male 4.3. A copy of the pledge, lien, or guarantee contract of the aircraft.
4.4. Documentation on the current technical condition of the aircraft.
4.5. A copy of the aircraft lease contract for aircraft with foreign nationality but leased or operated by Vietnamese organizations or individuals.
4.6. A copy of the aircraft purchase contract between Vietnamese organizations or individuals and the aircraft manufacturer for the case where the aircraft is future property.
5. Within three days from the date of receiving the valid application package, the Civil Aviation Authority shall issue the Certificate of Registration of Security Transaction by Aircraft according to Form No. 15 attached to this Circular. The registration date and the effectiveness of the registration are stipulated in Clause 1 of Article 21 and Article 13 of the Decree.
6. The pledge or lien of aircraft as prescribed in point a, Clause 1, Section IV of this Circular, once registered, must be fully recorded in the Aircraft Register of Civil Aircraft of Vietnam. Male 1.3. Aircraft that will be future property owned by Vietnamese organizations or individuals.
When requested, the guarantee of aircraft as prescribed in point a, Clause 1, Section IV of this Circular, once registered, shall also be recorded in the Aircraft Register of Civil Aircraft of Vietnam.
7. The amendment of the already registered content is regulated as follows: Male 7.1. The Civil Aviation Authority shall amend the content in the Certificate of Registration of Security Transaction according to Article 19 of the Decree. The person requesting the registration must submit to the Civil Aviation Authority the Application Form according to Form No. 03 attached to this Circular and the already issued Certificate of Registration of Security Transaction. The person requesting the registration must also submit supporting documents for the amendment.
7.2. Within three days from the date of receiving the valid application package, the Civil Aviation Authority shall issue to the person requesting the registration a new Certificate of Registration of Security Transaction to replace the previously issued certificate. The registration date is stipulated at point c, Clause 2 of Article 21 of the Decree. Male. 7.3. In the case of replacing the aircraft as collateral, the parties must carry out the cancellation of the registration and re-register as in the initial registration. Male.
8. The correction of errors in the Certificate of Registration of Security Transaction is regulated as follows:
8.1. The Civil Aviation Authority shall correct errors in the Certificate of Registration of Security Transaction according to Article 20 of the Decree. The person requesting the registration must submit to the Civil Aviation Authority the Application Form according to Form No. 04 attached to this Circular and the Certificate of Registration of Security Transaction containing errors. Male 8.2. Within three days from the date of receiving the valid application package, the Civil Aviation Authority shall issue to the person requesting the registration a new Certificate of Registration of Security Transaction to replace the previously issued certificate. The registration date is stipulated at points a and b, Clause 2 of Article 21 of the Decree. Male 9. The extension of registration is regulated as follows:
9.1. Six months before the expiration date of the registration, the person requesting the registration must submit the Extension Request Form according to Form No. 05 attached to this Circular. The Civil Aviation Authority shall issue to the person requesting the registration the Certificate of Extension of Registration of Security Transaction by Aircraft according to Form No. 16 attached to this Circular. The procedure for extending the registration of security transactions is similar to the initial registration.
9.2. In case the person requesting the registration is the secured party, the Civil Aviation Authority shall issue to the guarantor a copy of the Certificate of Extension of Registration of Security Transaction by Aircraft.
10. The cancellation of the registration of security transactions by aircraft is carried out as follows:
10.1. On the expiration date of the registration, the Civil Aviation Authority shall cancel the registration and issue the Certificate of Cancellation of Registration of Security Transaction by Aircraft according to Form No. 17 attached to this Circular to the relevant parties upon request. Male 10.2. In case of early cancellation: the person requesting the cancellation must submit the Early Cancellation Request Form according to Form No. 06 attached to this Circular to the Civil Aviation Authority for consideration and implementation of the cancellation. Early cancellation can only be carried out in the following cases: Male a. The secured obligation has ended;
b. The pledge, lien, or guarantee contract of the aircraft has been annulled; c. The aircraft as collateral has been disposed of.
9. The extension of registration is regulated as follows:
9.1. Within six months before the expiration date of the registration validity period, the applicant must submit the Application for Extension according to Form No. 05 attached hereto. The Civil Aviation Authority of Vietnam Male will issue to the applicant a Certificate of Extended Registration of Aircraft Security Interest according to Form No. 16 attached hereto. The procedure for extending registration of security interest is carried out similarly to the initial registration.
9.2. In cases where the applicant is the secured party, the Civil Aviation Authority of Vietnam issues a copy of the Certificate of Extended Registration of Aircraft Security Interest to the guarantor.
10. The cancellation of registration of aircraft security interest is carried out as follows:
10.1. Upon the expiration date of the registration validity period, the Civil Aviation Authority of Vietnam will carry out the cancellation of registration and issue a Certificate of Cancellation of Aircraft Security Interest Registration according to Form No. 17 attached hereto to the relevant parties upon request.
10.2. In cases of early cancellation: the applicant for cancellation must submit the Request for Cancellation according to Form No. 06 attached hereto to the Civil Aviation Authority of Vietnam Male for consideration and implementation of the cancellation. Early cancellation can only be carried out in the following cases:
a. The secured obligation has been extinguished;
b. The aircraft mortgage, pledge, or guarantee contract has been annulled;
c. The aircraft as collateral has been disposed of;
d. Has a decision already in effect from a Vietnamese court regarding the cancellation of mortgage, pledge, guarantee, or a cancellation decision from a foreign court that has been recognized and enforced in Vietnam by a competent Vietnamese court. đ. The person requesting registration for pledge, mortgage, or guarantee wishes to cancel the registration.
10.3. The procedure for cancelling registration shall be carried out in accordance with Article 23 of the Decree. In cases where there is no agreement on who will perform the cancellation procedure, this obligation falls upon the party that requested the initial registration. Except for Point d, Clause 10.2, Section IV of this Circular, if the party requesting cancellation is the guarantor, confirmation from the beneficiary must be provided as the basis for cancellation. After issuing the Certificate of Cancellation Registration, the Civil Aviation Administration of Vietnam Male will send a copy of this certificate to the beneficiary.
11. The registration of notices regarding the disposal of collateral assets for civil aircraft is regulated as follows:
11.1. The Civil Aviation Administration of Vietnam shall carry out the registration of notices regarding the disposal of collateral assets for civil aircraft according to Article 26 of Decree No. 165/1999/NĐ-CP dated November 19, 1999 on secured transactions.
11.2. For secured transactions involving registered aircraft, at least seven days before disposing of the aircraft as collateral, the party requesting registration of the notice of disposal must submit to the Civil Aviation Administration of Vietnam a Request Form No. 07 attached to this Circular.
11.3. Within three days of receiving a valid request form, the Civil Aviation Administration of Vietnam will issue a Certificate of Registration of Notice of Disposal of Aircraft to the requesting party using Form No. 18 attached to this Circular.
11.4. In cases where multiple secured transactions involving registered aircraft have been made, the Civil Aviation Administration of Vietnam will notify all beneficiaries of the disposal of the aircraft.
V. REGISTRATION OF CONTRACTS LEASE OF CIVIL.
1. The registration of lease contracts applies to aircraft registered or temporarily registered with Vietnamese nationality. Male.
2. When there is a need for registration, the party requesting registration must submit to the Civil Aviation Administration of Vietnam Male the application for registration, including the following documents:
2.1. A Request Form No. 08 attached to this Circular;
2.2. A certified copy of the effective lease contract for the aircraft.
2.3. Documents proving the validity of the lease contract for the aircraft.
3. Within three days of receiving the above valid documents, the Civil Aviation Administration of Vietnam will issue a Certificate of Registration of Lease Contract for the aircraft using Form No. 19 attached to this Circular and record the details in the Register of Civil Aircraft of Vietnam.
4. In cases where it is necessary to correct errors in the Certificate of Registration of Lease Contract, the party requesting registration must submit to the Civil Aviation Administration of Vietnam a Request Form No. 09 attached to this Circular along with the previously issued Certificate of Registration of Lease Contract.
5. In cases where it is necessary to amend or extend the Certificate of Registration of Lease Contract, the party requesting registration must submit to the Civil Aviation Administration of Vietnam a Request Form No. 10, No. 11 attached to this Circular, documents proving the amendment or extension of the Certificate of Registration of Lease Contract, and the previously issued Certificate of Registration of Lease Contract.
6. Within three days of receiving the request form, the Civil Aviation Administration of Vietnam will proceed to amend, correct errors, or extend the Certificate of Registration of Lease Contract. Depending on the case, the Civil Aviation Administration of Vietnam may issue a new Certificate of Registration of Lease Contract or a Certificate of Extension of Registration of Lease Contract using Form No. 20 attached to this Circular to replace the previously issued Certificate of Registration of Lease Contract.
7. Early cancellation of registration is carried out as follows:
7.1. When wishing to cancel registration before the end of the aircraft lease contract or when the lease contract terminates prematurely, the party requesting cancellation must submit to the Civil Aviation Administration of Vietnam a Request Form No. 12 attached to this Circular.
7.2. Within three days of receiving a valid request form, the Civil Aviation Administration of Vietnam will issue a Certificate of Cancellation of Registration of Lease Contract to the requesting party using Form No. 21 attached to this Circular.
VI. IMPLEMENTATION
1. The Civil Aviation Administration of Vietnam Male are responsible for:
1.1. Organizes the registration of aircraft and rights related to aircraft;
1.2. Maintains, manages, and records information about aircraft registration and rights related to aircraft in the Register of Civil Aircraft of Vietnam;
1.3. Provides information about aircraft registration and rights related to aircraft upon request;
1.4. Reports on aircraft registration and rights related to aircraft in accordance with the law.
This Circular takes effect fifteen days after its publication in the Official Gazette.
2.1. Repeals Circular No. 92/CAAV dated January 13, 1997 of the Civil Aviation Administration of Vietnam guiding the implementation of the Regulation on Aircraft Registration, Transfer of Ownership Rights of Aircraft, and Mortgage of Civil Aircraft issued together with Decision No. 971/TTg dated December 28, 1996 of the Prime Minister, and the provisions on registration of lease contracts in Regulation No. 826/CAAV dated April 29, 1994 of the Director of the Civil Aviation Administration of Vietnam on management of leasing activities related to air cargo transport in Vietnam.
2.2. Based on Clause 1, Article 6, and Article 27 of Decree No. 08/2000/NĐ-CP dated March 10, 2000 on Registration of Secured Transactions, the registration of mortgages, pledges, and guarantees by civil aircraft is regulated and applied according to the aforementioned Decree and this Circular.
3. During the implementation of this Circular, if any difficulties arise, organizations and individuals are advised to promptly report them to the Ministry of Transport for specific guidance and resolution./.
