DIRECTIVE OF THE GOVERNOR OF THE STATE BANK

On the practice of thrift and the prevention of waste in organizing the celebration of the Year of the Goat (2005) and major holidays in 2005

On December 24, 2004, the Prime Minister issued Directive No. 48/2004/CT-TTg on organizing the celebration of the Lunar New Year (Year of the Goat) in 2005, and on December 30, 2004, the Central Committee's Secretariat issued Directive No. 47/CT-TW on practicing thrift and preventing waste in organizing the celebration of the Lunar New Year and major holidays in 2005. To promptly implement these two Directives, the Governor of the State Bank requests the Heads of Departments, Bureaus, units under the State Bank, Chairmen of the Boards of Directors, General Managers (Directors) of credit organizations, Deposit Insurance Corporation of Vietnam, and Directors of affiliated enterprises (hereinafter referred to as Heads of Units) to thoroughly understand the contents and spirit of the two Directives and to instruct the organization of publicity and dissemination of the contents of Directive No. 48/CT-TTg and Directive No. 47/CT-TW to all cadres, civil servants, and employees within their units for their knowledge and strict implementation. The Heads of Units need to perform the following tasks, especially during the Year of the Goat (2005):

 

The Heads of Units must strictly and effectively implement the spirit of thrift, avoiding ostentation and formalism in all activities of their units; particularly, strictly implementing regulations on conference expense allowances and travel expenses stipulated in Circular No. 118/2004/TT-BTC dated December 30, 2004, of the Ministry of Finance. Limiting the organization of conferences and meetings for mid-year reviews and summaries during the holiday period; only organizing when truly necessary and with the spirit of thorough thrift.

 

1. Coordinating closely with Party committees at various levels, trade unions, and Youth League organizations to direct the organization of joyful, safe, healthy, and thrifty activities to welcome the holiday, opposing extravagance and waste. Units should organize greetings at the workplace in a concise and thrifty manner; cadres, civil servants, and employees in the industry should not bring gifts in any form to the offices or residences of leaders at all levels to greet the New Year; prioritizing family time and visiting relatives and close friends during the holiday.

2. Not taking advantage of holidays and festivals to organize banquets and wasteful dining; not using state funds, collective assets, or funds from the budget, public treasury, or sponsorships to reward, give, or present gifts to organizations or individuals in any form that does not comply with state regulations. Units that have been allocated bonus funds according to regulations, when using rewards for collectives or individuals who have made significant contributions in cooperation and assistance in implementing work, must have clear, transparent, and publicly disclosed lists of recipients and award amounts for the entire agency or unit to know.

3. Before, during, and after the Lunar New Year, during the organization of holidays and conferences, units may not use official vehicles for personal purposes or for activities such as: tourism exchanges, vacations, visits, sightseeing, temple fairs, pagodas, scenic spots, etc.

4. Departments, Bureaus, and related units under the State Bank, commercial banks should closely monitor market price conditions, foreign exchange rates, and interest rates to proactively and timely address or propose measures to help control market prices, especially during the Lunar New Year.

5. Direct and take effective measures to ensure absolute safety of treasuries, during transportation and transfer of money, and operations of the payment system; prepare sufficient capital and cash to meet the demand for payments and settlements during the Lunar New Year; organize the implementation of currency issuance according to the Governor's directives of the State Bank.

6. Coordinate with local authorities and police agencies to plan and arrange forces for duty protection of the office during the Lunar New Year and holidays, ensuring security and timely handling of any unexpected situations; take proactive and effective measures to prevent fires and explosions, ensuring the safety of office assets.

7. Units need to pay attention and organize carefully the visit and gift-giving to families under policy categories, war invalids, families of martyrs, and families with meritorious service to the revolution within the scope of their management.

8. The Heads of Departments, Bureaus, units under the State Bank, Chairmen of the Boards of Directors, General Managers of credit organizations, Deposit Insurance Corporation of Vietnam, and Directors of affiliated enterprises under the State Bank are responsible for strictly implementing this Directive, reporting quickly on the results of implementation during the holiday to the State Bank (State Bank Office) before February 17, 2005, and incorporating these contents into monthly comprehensive reports sent to the State Bank of Vietnam Central Office./.

The heads of the Departments, Bureaus, units under the State Bank, the Chairmen of the Boards of Directors, General Directors of Credit Organizations, the Vietnam Deposit Insurance Corporation, and the Directors of enterprises directly under the State Bank are responsible for strictly organizing the implementation of this Directive, reporting promptly on the results of its implementation during the Tet holiday to the State Bank (State Bank Office) before February 17, 2005, and incorporating these contents into the monthly consolidated reports submitted to the Central State Bank./.
