DECISION OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Regulations on functions, tasks, powers, and organizational structure
of the Natural Resources and Environment Newspaper
MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 51/2002/NĐ-CP dated April 26, 2002 of the Government detailing the implementation of the Press Law and the Law Amending and Supplementing Certain Provisions of the Press Law;
Pursuant to the Press Operation License No. 01/GP-BVHTT dated January 4, 2005 issued by the Minister of Culture, Sports and Tourism for the operation of the Natural Resources and Environment Newspaper;
At the proposal of the Editor-in-Chief of the Natural Resources and Environment Newspaper, the Director of the Cadre and Civil Servant Department,
DECISION:
Article 1. Position and Functions
The Natural Resources and Environment Newspaper is a public service organization under the Ministry of Natural Resources and Environment, serving as the official voice of the Ministry of Natural Resources and Environment, with the function of disseminating and popularizing the Party's and State's policies, laws on natural resource management, exploitation, utilization, protection, water resources, mineral resources, environment, meteorology, hydrology, and cartography to serve sustainable national development; reflecting activities, introducing exemplary models, exchanging experiences in management work, criticizing violations of natural resource and environmental laws; introducing achievements and research results in the fields of natural resources and environment both domestically and internationally.
Article 2. Tasks and Powers
1. To develop and implement plans according to the functions of the Newspaper as stipulated in Article 1 of this Decision;
2. To organize the editing, publication, and distribution of the Newspaper;
3. To organize business and service activities in the field of printing, publishing, distribution, and advertising in accordance with the provisions of the law;
4. To organize a network of contributors for the Newspaper; to organize training and capacity building for reporters, editors, and contributors;
5. To manage the organization, personnel, labor, finance, and assets of the Newspaper in accordance with the provisions of the law;
6. To compile statistics and report regularly and urgently on the implementation of assigned tasks;
7. Performing other tasks assigned by the Minister.
Article 3. Organizational Structure
a) The leadership of the Newspaper includes the Editor-in-Chief and several Deputy Editors-in-Chief. The Editor-in-Chief is responsible to the Minister for the assigned tasks and is legally accountable for all activities of the Newspaper; defines the functions and responsibilities of units within the Newspaper; establishes working regulations and oversees all activities of the Newspaper.
Deputy Editors-in-Chief are responsible to the Editor-in-Chief for the areas of work they are assigned.
b) The organizational structure of the Newspaper:
1. Reporting Room;
2. Editorial Room;
3. Administrative Affairs Room;
4. Advertising and Distribution Room;
5. Representative Office in Ho Chi Minh City;
6. Representative Office in Da Nang City.
c) The Natural Resources and Environment Newspaper is a revenue-generating public service unit, having its own seal, and is allowed to open accounts in accordance with current regulations.
The headquarters of the Natural Resources and Environment Newspaper is located in Hanoi City.
Article 4. Effectiveness and Responsibility for Implementation
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
The Editor-in-Chief of the Natural Resources and Environment Newspaper, the Director of the Cadre and Civil Servant Department, and the Heads of subordinate agencies and units under the Ministry are responsible for implementing this Decision./.
