DIRECTIVE
Regarding continue to promote and improve the quality and effectiveness
of the patriotic emulation movement striving to excellently fulfill the tasks
of state finance and budget for the year 2006 and the five-year period (2006-2010)

Building on the tradition of patriotic emulation of the Finance sector, over the past years and especially the last five years since the first National Patriotic Emulation Congress of the Finance sector during the period of renewal until now, the patriotic emulation movement of the Finance sector has made many efforts and achieved significant comprehensive progress across all aspects from organizing the emulation movement, identifying, nurturing exemplary models to rewarding emulation, contributing positively to the successful completion of political tasks assigned by the Party and State for the year 2005 and the five-year period 2001-2005.
However, the work of emulation and reward in units throughout the sector has not been truly uniform and still reveals many limitations and weaknesses, among which it is clearly manifested that there are units within the sector that have not had many meaningful emulation movements and in the work of rewarding, there are still places where the pursuit of achievements and titles of emulation prevails, thus in reality, the organization of the emulation movement is heavily formalistic, failing to ensure quality and effectiveness. Therefore, the emulation and reward movement of some units has not truly become a driving force to encourage and motivate everyone to enthusiastically strive for excellence.
In order to quickly overcome the aforementioned limitations and weaknesses, while maintaining and further developing the patriotic emulation movement of the entire sector and each unit in the future, the Minister of Finance requests all levels of the Party's leadership, leaders of agencies and units, and mass organizations throughout the sector to direct the implementation of the following matters:
1. Study, develop programs, plans, and specific solutions to continue to innovate and promote the patriotic emulation movement in the future in accordance with the spirit and content of Directive No. 35, 39 CT/TW of the Politburo, paying particular attention to maintaining, developing, and concretizing the common emulation movement of the sector, which is building "many good financial collectives, many good financial cadres, many good management practices" into specific and practical emulation movements, specialized topics, receiving responses and participation in signing agreements to implement them in conjunction with the annual, quarterly... political tasks assigned to units, gradually improving the quality and effectiveness of the emulation and reward work to match the development of the sector and the unit, and truly becoming a driving force to encourage and motivate cadres, civil servants, and employees to enthusiastically strive to excellently complete the assigned tasks.
2. Continue to summarize, analyze, and comprehensively evaluate the results of the emulation and reward work during the period 2001-2005, identify strengths, weaknesses, what has been done and what has not been done, the reasons for the situation, and draw lessons learned to base on this to formulate programs and plans to organize the patriotic emulation movement for the year 2006 and the five-year period (2006-2010) with specific goals, contents, and criteria for emulation closely aligned with the assigned political tasks, while linking with effective organizational and implementation measures, including promptly concretizing the program and plan for building, nurturing, and expanding exemplary models, while also focusing on monitoring, grasping, and inspecting emulation movements at the grassroots level to ensure the quality of assessment and recommendation for rewards ensuring democracy, fairness, and correct targets, thereby achieving the set goals and contents of emulation launched by the Ministry at the second National Patriotic Emulation Congress of the Finance sector.
3. Units with collectives and individuals honored with the title of Heroic Laborer and other high honors and commendations from the Party and State need to continue to delve deeply into summarizing and evaluating comprehensively the process of organizing the emulation movement, the experience of building and striving of these collectives and individuals, and compiling specific materials to educate about traditions for cadres, civil servants, and employees in the unit. Coordinate with domestic and foreign news agencies to timely publicize, set examples, and disseminate good experiences and methods of exemplary collectives and individuals in emulation movements for everyone inside and outside the sector to learn from and follow.
4. Organize for cadres, civil servants, and employees to study, grasp, and strictly implement the Law on Emulation and Reward, Government Decrees, and guiding documents of the Central Steering Committee for Emulation and Reward regarding the work of emulation and reward. Quickly consolidate and strengthen the Emulation and Reward Council of the agency or unit and the advisory staff of the Emulation and Reward Council to be suitable for the new phase of emulation and reward work and the Law on Emulation and Reward, Government Decrees, and guidance from the Ministry of Finance.
5. Continue to research, innovate content, form, evaluation criteria, and improve procedures for awarding rewards, implementing transparency, democracy, timeliness, and ensuring exemplary and educational value in the work of rewarding. Strengthen inspection and supervision to ensure compliance with the policies and guidelines of the Party and State on the work of emulation and reward. Firmly oppose negative behaviors and formalism in the work of emulation and reward.
6. In the implementation of the movement for competition and commendation, it is necessary to take advantage of the leadership and guidance of the Party's Central Committee, and to closely coordinate among all levels, sectors, and mass organizations on the basis of the principle that the Party leads, with the heads of agencies and units organizing the launch, interim review, and final summary of the movement, while mass organizations mobilize cadres, civil servants, and public officials to enthusiastically participate so that the competition and commendation movement of each unit develops strongly, evenly, deeply, and is closely linked to the goals and contents of striving to complete specialized tasks with the construction of clean and strong Party organizations, agencies, and mass organizations, and building a cadre of finance officials who are professionally skilled, have clean moral character, thrift, honesty, impartiality, and selflessness. All units within the entire sector must have specific action programs to organize competitions for practicing thrift, combating waste, and preventing corruption; achieving significant changes in financial management, state asset management, and unit financial management throughout the sector.
Upon receiving this Directive, the heads of units within the sector need to disseminate it to every cadre, civil servant, and public official, cooperate with Party organizations and mass organizations to strictly implement all provisions stipulated in the Directive in order to promote and enhance the quality and effectiveness of the patriotic competition movement throughout the sector, successfully fulfill the national financial and budgetary tasks for the year 2006 and the period from 2006 to 2010 assigned by the Party and State, contributing to building a healthy national financial system to effectively serve the cause of industrialization and modernization of the country.
The Standing Committee of the Competition and Commendation Council of the Ministry is tasked with monitoring, urging, and inspecting the implementation of this Directive and compiling the overall results of the entire sector.
