Pursuant to Decree No. 43/2003/NĐ-CP dated May 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Aquatic Resources;
Pursuant to Decision No. 08/2005/QĐ-BTS dated March 7, 2005 of the Minister of Aquatic Resources stipulating the functions, tasks, and organizational structure of the Institute of Aquaculture II;
Considering the report No. 366/VTS II dated August 18, 2005 of the Institute of Aquaculture II;
At the proposal of the Director of the Personnel Organization Department,

Article 1. The Vũng Tàu Shrimp Research and Production Center shall be renamed as the National Marine Aquatic Seed Center of the South (hereinafter referred to as the Center), which is a scientific public service unit under the Institute of Aquaculture II.
The Center has legal personality, its own seal, and is entitled to open accounts at the Treasury and State Bank.
English name for transactions: National Breeding Center for Southern Marine Aquaculture, abbreviated as NABRECSOMA.
The headquarters is located at 167 Thuy Van Street, Thang Tam Ward, Vung Tau City.
Article 2. Based on the assigned functions and tasks of the Institute of Aquaculture II, the Director of the Institute of Aquaculture II shall specify the detailed functions, tasks, and organizational structure of the Center after obtaining the agreement of the Ministry.
Article 3. This Decision takes effect 15 days from the date of publication in the Official Gazette and replaces Decision No. 646/TS-QĐ dated December 7, 1998 of the Minister of Aquatic Resources regarding the establishment of the Vũng Tàu Shrimp Research and Production Center.
All previous regulations that conflict with this Decision are hereby abolished.
Article 4. The Head of the Office, Heads of Departments, Directors of Bureaus, Institutes, Inspectors, Directors of Fisheries Departments, Directors of Agriculture and Rural Development Departments responsible for fisheries management, Director of the Institute of Aquaculture II, and Director of the National Marine Aquatic Seed Center of the South are responsible for implementing this Decision./.
