Kien Giang Province for the period 2006-2020

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 97/2002/QĐ-TTg dated July 22, 2002 of the Prime Minister approving the Strategy for the Development of Tourism in Vietnam for the period 2001-2010;

Pursuant to Decision No. 307/TTg dated May 24, 1995 of the Prime Minister approving the Master Plan for the Development of Tourism in Vietnam for the period 1995-2010;

Pursuant to Decision No. 178/2004/QĐ-TTg dated October 5, 2004 of the Prime Minister approving the Project for the Comprehensive Development of Phu Quoc Island, Kien Giang Province until 2010 and with a vision to 2020;

Considering the proposal of the General Director of the Vietnam National Administration of Tourism at Proposal No. 1282/TTr-TCDL dated September 21, 2005 and the proposal of the Minister of Planning and Investment at Circular No. 4890/BKH-TĐ&GSĐT dated June 30, 2006.

DECISION:

Article 1. Approving the Master Plan for the Development of Tourism on Phu Quoc Island, Kien Giang Province for the period 2006-2020 with the main contents as follows:

1. Scope of the plan

The entire Phu Quoc Island and the Nam An Thoi archipelago (hereinafter referred to collectively as Phu Quoc Island), Kien Giang Province.

Clause 2. Objectives

a) General objective: Strive to develop Phu Quoc Island into a major, modern, high-quality international tourism, leisure, and trading center comparable to those in the region and worldwide by 2020, serving as a driving force for national tourism development, making tourism the leading industry of Phu Quoc Island; in conjunction with ensuring national security and defense requirements.

b) Specific Objectives:

Strive to achieve the following objectives:

- In terms of tourist arrivals:

+ By 2010, reach approximately 0.3 to 0.4 million tourist arrivals per year. Of which, international tourists account for about 30%;

+ By 2015, reach approximately 1 to 1.2 million tourist arrivals per year. Of which, international tourists account for about 30 to 35%;

+ By 2020, reach approximately 2 to 3 million tourist arrivals per year. Of which, international tourists account for about 35 to 40%.

- In terms of income from tourism:

+ By 2010, reach approximately 45 million USD. Of which, from international tourists is 25 million USD; from domestic tourists is 20 million USD;

+ By 2015, reach approximately 209 million USD. Of which, from international tourists is 129 million USD; from domestic tourists is 80 million USD;

+ By 2020, reach approximately 771 million USD. Of which, from international tourists is 478 million USD; from domestic tourists is 293 million USD.

- In terms of tourism infrastructure:

By 2010, have approximately 3,500 guest rooms (of which the number of rooms meeting standards from 3 to 5 stars accounts for about 30 to 35%), by 2015 is 8,200 guest rooms (of which the number of rooms meeting standards from 3 to 5 stars accounts for about 55 to 60%) and 18,000 guest rooms in 2020 (of which the number of rooms meeting standards from 3 to 5 stars accounts for about 60 to 70%).

- In terms of labor and employment:

By 2010, have approximately 7,000 direct workers and 15,400 indirect workers in the tourism sector, the corresponding number of workers for 2015 is 16,400 and 36,100 and for 2020 is 36,000 and 79,200.

3. Main directions for development

a) Regarding the tourist market:

- Intensively exploit the domestic market, focusing on markets from large cities and the Mekong Delta region;

- Expand the international tourism market, focusing on high-spending markets in Northeast Asia, North America, Western Europe, and ASEAN.

b) Regarding tourism products:

Develop tourism products linked to various types: beach bathing, relaxation; sightseeing and cultural and historical relics; ecology; sports; entertainment; conferences and seminars; shopping.

c) Organization of tourism development space:

- Organize tourism activities on Phu Quoc Island including:

+ Reception activities for tourists: in the urban areas of Duong Dong, Duong To, and An Thoi with service facilities, essential means of transportation, and some entertainment services;

+ Beach tourism and high-end resort activities in the areas: Duong Dong, Bai Ba Keo, Bai Truong, Bai Dat Do, Bai Kem, Bai Sao, small beaches in the Nam An Thoi archipelago, Bai Vong, Rach Vem, Gan Dau, Bai Dai, Bai Vuong Bau, Bai Cuu Can;

+ Tourism activities for exploring natural ecosystems: in the northern part of the island including mainland and coastal waters (Cau Trang, Hon Mot, Rach Tram); offshore waters in the Nam An Thoi archipelago;

+ Tourism activities linked to preserving coastal landscapes: in the area from Cuu Can to Duong Dong and some small beaches in the north and northeast of the island (from Gan Dau Cape - Bai Dai; from Bat Bac Cape - Ham Rong Cape; from Duong Cape - Trau Nam Cape - Thom Beach - Chong Rock Cape);

+ Cultural tourism activities: linked to historical-cultural and revolutionary heritage sites, traditional fishing villages, cultural festivals on Phu Quoc Island;

+ Supplementary tourism activities: in aquaculture zones, farms, traditional craft villages;

+ Sports, entertainment, and shopping activities linked to urban areas on the island.

- Developing tourism clusters:

+ Duong Dong - Duong To and surrounding areas cluster: serves as the center for managing tourism activities on Phu Quoc Island.

Main types of tourism: entertainment and shopping; sports, climbing, camping; visiting historical and cultural relics; visiting traditional craft villages and farms; conferences and seminars.

+ An Thoi and surrounding areas cluster: a cluster for sightseeing and high-end resort activities including Bai Sao and Bai Kem, the An Thoi area, and the historical site of Coocoo Prison.

Main types of tourism: relaxation; marine sports; visiting historical-revolutionary and traditional craft village sites; visiting islands and entertainment.

+ Cuu Can and surrounding areas cluster (northern cluster): A cluster for exploring natural ecosystems linked to national parks, beaches, and tourist spots in the Cuu Can and northern parts of the island.

Main types of tourism: relaxation; adventure tourism; visiting national parks, rivers, historical-revolutionary sites, and farms; sports, golf, horse racing, dog racing.

- Tourism routes:

+ Forming tourism routes on the island based on distinctive tourism products;

+ Connecting Phu Quoc with national tourism centers, countries in the region, and internationally.

d) Regarding investment in tourism development:

- Period from now to 2010: focus on investing in infrastructure and tourism service facilities to ensure sufficient conditions for receiving tourists according to the set targets for 2010, primarily tourism infrastructure and service facilities in the main areas of Duong Dong, Duong To, An Thoi, Cu Can; form some high-quality tourist areas and entertainment zones.

- Period from 2011 to 2020: continue to invest in developing tourism material and technical bases, infrastructure towards modernity and high quality, meeting the needs for tourism development throughout the island.

Strive to complete by 2020 the basic construction of Phu Quoc Island becoming a high-level tourism center with competitive strength against countries in the region and worldwide, capable of connecting with major tourism centers in the region and worldwide.

4. Implementation measures:

a) The planning for the development of Phu Quoc Island's tourism and other specialized plans must be determined as part of the planning for the economic and social development of Phu Quoc Island. The construction and investment development of areas and points serving tourism development within the scope of Phu Quoc Island must first comply strictly with the contents of this plan, while also being consistent with the planning and development goals of Phu Quoc Island's economy and society.

b) Implement appropriate and flexible measures to mobilize capital from organizations and individuals of all economic sectors both domestically and internationally to invest in tourism development according to the established goals.

c) Invest in improving the quality of tourism activities and services on Phu Quoc Island, closely linked to increasing investment, forming, and developing tourism products that can compete with countries in the region and worldwide, while also showcasing the Phu Quoc tourism brand.

d) Develop and implement plans and programs for tourism promotion and publicity in accordance with Phu Quoc Island's economic and social development goals. Link Phu Quoc Island's tourism promotion and publicity programs with national tourism promotion and publicity programs.

đ) Provide human resources increasingly professionally qualified to meet the requirements of tourism development on the Island during each period and the requirements of integration at the regional and international levels; pay attention to training to increase the proportion of local human resource utilization. Combine local training with international cooperation in tourism human resource training. Encourage economic organizations, socio-economic organizations, domestic and foreign enterprises, and foreign-invested enterprises to invest in training and developing Phu Quoc Island's tourism human resources.

e) Tourism development on Phu Quoc Island must be placed in a relationship ensuring security, defense, maintaining sovereignty, national security, especially when developing tourism projects in areas related to security and defense.

g) The development of tourism projects on Phu Quoc Island must comply with legal regulations on protecting natural and social resources, sustainable development. Encourage and create conditions for the participation and contribution of the community, businesses, tourists, agencies, and units to invest, restore, and protect Phu Quoc Island's resources and environment.

Article 2. Implementation organization:

1. The General Department of Tourism shall be responsible for:

a) Cooperating with the People's Committee of Kien Giang Province to announce the overall planning for the development of Phu Quoc Island's tourism period 2006-2020; building specific tourism products, tourism promotion and publicity programs for Phu Quoc Island; linking Phu Quoc Island's tourism promotion and publicity programs with national tourism promotion and publicity programs.

b) Cooperating with relevant ministries and the People's Committee of Kien Giang Province to implement the tourism planning on Phu Quoc Island in accordance with the contents of this planning.

2. The Ministry of Planning and Investment, the Ministry of Finance shall cooperate with the General Department of Tourism to provide financial support for Phu Quoc Island's tourism infrastructure investment based on the development planning of Phu Quoc Island's tourism infrastructure, in accordance with the State Budget Law and related laws.

3. The People's Committee of Kien Giang Province shall be responsible for:

a) Organizing the announcement of the overall planning for the development of Phu Quoc Island's tourism period 2006-2020 so that organizations and individuals are aware and comply.

b) Cooperating with relevant ministries and agencies to implement the tourism development planning of Phu Quoc Island correctly; monitoring and evaluating the implementation of the planning and proposing adjustments, supplements, and amendments to the planning to the Prime Minister to suit the economic and social development requirements of Phu Quoc Island and Kien Giang Province.

c) Approving specific tourism plans, including tourism investment projects in Phu Quoc according to the classification to ensure that tourism development on Phu Quoc Island complies with this planning.

d) Prioritize budget allocation in the annual provincial state budget to implement investment in Phu Quoc Island's tourism infrastructure in accordance with the State Budget Law.

Build and implement investment promotion programs for tourism development, implement measures to mobilize legitimate resources for Phu Quoc Island's tourism development.

4. Relevant ministries and agencies shall be responsible for implementing this planning based on their functions, tasks, and authorities, either taking the lead or cooperating with the General Department of Tourism and the People's Committee of Kien Giang Province.

Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairman of the People's Committee of Kien Giang Province are responsible for enforcing this Decision./.
