JOINT CIRCULAR
GUIDELINES ON THE STANDARDS AND REGIME OF READING FEES FOR PRESERVATION COPY PUBLICATIONS
Pursuant to the Law on Publishing dated December 3, 2004 and Decree No. 111/2005/NĐ-CP dated August 26, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Publishing;
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
The Ministry of Culture and Information and the Ministry of Finance hereby guide the regime of reading fees for preservation copy publications as follows:
I. GENERAL PROVISIONS
1. Reading preservation copy publications is the responsibility of the Publishing Department under the Ministry of Culture and Information and the Provincial Departments of Culture and Information as stipulated in Article 28 of the Law on Publishing and Article 13 of Decree No. 111/2005/NĐ-CP dated August 26, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Publishing, with the aim of checking the content and form of publications, proposing measures to handle violations of laws on publishing when discovered, and recommending rewards for valuable publications.
2. Scope of reading preservation copy publications:
a. Works and materials of publishers; non-commercial materials of central agencies and organizations; foreign organizations and international organizations in Vietnam licensed by the Publishing Department.
b. Non-commercial materials of local agencies and organizations, branches, representative offices, and units subordinate to central agencies and organizations at the locality licensed by the Provincial Departments of Culture and Information.
3. Readers of preservation copy publications are specialized staff assigned to perform publication management tasks of the Publishing Department and Provincial Departments of Culture and Information, and contractual readers working with the Publishing Department or Provincial Departments of Culture and Information, meeting the following criteria:
a. For specialized staff assigned to perform publication management tasks of the Publishing Department and Provincial Departments of Culture and Information:
- Graduated from university in a field relevant to the type of publication being read and checked;
- At least Grade 1 specialized staff;
- Having good political qualities and morals.
b. For contractual readers (including readers of preservation copy publications who are specialized staff of the Publishing Department and Provincial Departments of Culture and Information not assigned to perform publication management tasks):
- Having a bachelor's degree or higher and knowledge about the field of publishing to read and check publications;
- Having health and time to read preservation copy publications.
- Having good political qualities and morals.
4. The process of reading preservation copy publications shall be carried out according to the Regulations on Preservation Copy Publications issued by the Ministry of Culture and Information. The rights and responsibilities of readers of preservation copy publications shall be implemented according to the regulations of the Civil Servants Ordinance, the Regulations on Preservation Copy Publications, and the provisions in the contract for reading preservation copy publications.
II. SPECIFIC PROVISIONS
1. Standard for reading preservation copy publications for one day of work for one specialized staff member or one contractual reader:
a. Pages of books calculated based on publications printed on paper with dimensions 14.5 x 20.5 cm.
The conversion factor for different sizes of books, pictures, photographs, maps, posters, loose sheets, folded sheets, calendars of various types to pages of books calculated based on standard is calculated using the following formula:

b. Standards for reading each type of publication printed on paper for one day of work for specialized staff members and contractual readers:
- Literary books (including translated literary works): 90 pages/day.
- Books on theory, politics, guidance on implementing laws, religion, literary criticism: 60 pages/day
- Books on culture-society, arts, and psychological-social research; reference books on social sciences: 70 pages/day
- Science and technology books: 120 pages/day
- Dictionaries, minority languages, foreign languages, bilingual, lookup: 40 pages/day
- Children's books:
+ Storybooks: 120 pages/day
+ Comic books: 180 pages/day.
- Calendar blocks: 120 pages/day
- Other types of calendars, pictures, photographs, posters, loose sheets, folded sheets: 150 pages/day
- Maps: 90 pages/day
- Non-commercial materials: 100 pages/day.
c. Standard for reading electronic book preservation copy publications is calculated based on the number of syllables for Vietnamese language books and the number of words for foreign language books contained in the publication, with a rate of 12,000 syllables (words)/day (equivalent to 40 pages of books calculated based on standard).
d. Standard for reading audio tapes, audio discs, video tapes, video discs containing content that replaces books or illustrates books is calculated based on the time spent listening or viewing the publication in one day of work, specifically as follows:
- Audio tapes, audio discs in Vietnamese: 220 minutes/day; for audio tapes, audio discs in minority languages, foreign languages, bilingual: 150 minutes/day. Listening time is calculated based on the duration of the tape or disc.
- Video tapes, video discs in Vietnamese: 290 minutes/day; for video tapes, video discs in minority languages, foreign languages, bilingual: 220 minutes/day. Viewing time is calculated based on the duration of the tape or disc.
2. Reading fees for specialized staff assigned to perform publication management tasks of the Publishing Department and Provincial Departments of Culture and Information:
The reading fee for specialized staff assigned to perform publication management tasks of the Publishing Department and Provincial Departments of Culture and Information is additional remuneration paid based on the number of pages of books calculated based on standard, number of syllables, number of words, viewing and listening time exceeding the standard set for the month.
The number of pages of books calculated based on standard, number of syllables, number of words, viewing and listening time exceeding the standard set for the month = (Number of pages of books calculated based on standard, number of syllables, number of words, viewing and listening time performed in the month) – (Number of actual working days in the month x reading standard per day as specified in Point 1 Section II of this Circular). In cases where specialized publication managers of the Publishing Department and Provincial Departments of Culture and Information must perform other tasks outside reading preservation copy publications as required by their leadership during the month, those days will be deducted from the calculation of the reading standard for preservation copy publications.
The number of pages of books calculated based on standard, number of syllables, number of words, viewing and listening time exceeding the standard serving as the basis for calculating the reading fee for one specialized staff member shall not exceed 1.5 times the reading standard for preservation copy publications set in Point 1 Section II of this Circular within one year of that staff member.
The remuneration for reading proofreading publications exceeding the quota for specialists assigned to perform the management of publications tasks at the Publishing Department and Provincial Departments of Culture and Information shall be stipulated as follows:
a. For printed publications on paper:
- Literary books (including translated literature): 817 dong per page of the standard quota;
- Books on theory, politics, guidance on implementing laws, religion, literary criticism: 1,251 dong per page of the standard quota;
- Books on culture-society, arts, and psychological-social research; reference books on social sciences: 1,072 dong per page of the standard quota;
- Science and technology books: 626 dong per page of the standard quota;
- Dictionary books, ethnic minority languages, foreign languages, bilingual, and lookup books: 1,878 dong per page of the standard quota;
- Children's books:
+ Storybooks: 626 dong per page of the standard quota;
+ Comic books: 417 dong per page of the standard quota;
- Wall calendars: 626 dong per page of the standard quota;
- Other types of calendars, paintings, photographs, posters, loose sheets, folded sheets: 500 dong per page of the standard quota;
- Maps: 874 dong per page of the standard quota;
- Non-commercial materials: 751 dong per page of the standard quota.
b. For electronic books: 6.1 dong per syllable (word).
c. For audio tapes and sound discs in Vietnamese: 417 dong per minute; for audio tapes and sound discs in ethnic minority languages, foreign languages, and bilingual: 627 dong per minute (based on tape and disc duration).
d. For video tapes and video discs in Vietnamese: 314 dong per minute; for video tapes and video discs in ethnic minority languages, foreign languages, and bilingual: 417 dong per minute (based on tape and disc duration).
3. Remuneration for reading proofreading publications for collaborators:
Collaborators who read, listen to, and view proofreading publications shall receive remuneration based on the actual number of pages of the standard quota multiplied by the remuneration rate specified in point 2, Section II of this Circular. However, the actual number of pages, syllables, words, viewing time, and listening time serving as the basis for calculating remuneration for one collaborator shall not exceed 2.5 times the reading quota for proofreading publications specified in point 1, Section II of this Circular.
4. Adjustment of remuneration for reading proofreading publications:
The remuneration for reading proofreading publications will be reviewed and adjusted by the relevant ministries when there is an unreasonable situation or significant changes in wage policies, labor costs, and market prices.
5. Source of funds for remuneration payment and responsibility for managing funds for reading proofreading publications:
Funds for performing the task of reading proofreading publications shall be allocated within the annual state budget for cultural affairs of the Ministry of Culture, Sports and Tourism and provincial Departments of Culture and Information. The Ministry of Culture, Sports and Tourism and provincial Departments of Culture and Information have the responsibility to strictly manage state budget funds according to the State Budget Law; ensuring the effective implementation of the remuneration system for reading proofreading publications as stipulated in this Circular.
6. Payment method and settlement documents for remuneration for reading proofreading publications:
6.1. For specialists assigned to perform the publication management task at the Publishing Department and provincial Departments of Culture and Information:
a. Payment method:
Excess remuneration for reading proofreading publications shall be paid monthly. In cases where the specialist does not meet the quota in a month, the shortfall in pages compared to the quota in that month shall be carried forward to calculate the remuneration for the following month.
b. Settlement documents include:
- Monthly settlement statement for reading proofreading publications (according to Model Appendix 1);
- Copy of the monthly reading record form for proofreading publications (according to Model Appendix 3);
- Number of days performing other official duties (approved by the head of the unit).
6.2. For collaborators:
a. Payment method:
Remuneration for reading proofreading publications shall be paid monthly based on the number of pages of publications read in the month.
b. Settlement documents include:
- Monthly settlement statement for reading proofreading publications (according to Model Appendix 2);
- Copy of the monthly reading record form for proofreading publications (according to Model Appendix 3).
III. IMPLEMENTATION
1. The remuneration rates for reading proofreading publications stipulated in this Circular are the maximum rates. The heads of the Publishing Department and provincial Departments of Culture and Information shall base their approval of remuneration payments for reading proofreading publications on the budget capacity and actual conditions of the units.
2. The Ministry of Culture, Sports and Tourism and the Ministry of Finance are responsible for directing the implementation and coordinating with relevant agencies to inspect the implementation of the remuneration system for reading proofreading publications as prescribed in this Circular.
3. This Circular shall take effect fifteen days from the date of its publication in the Official Gazette. Any new issues or difficulties arising during the implementation process should be promptly reported to the relevant ministries for timely resolution.
