Pursuant to the Law on Product Quality and Goods Quality dated November 21, 2007;
Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality;
The Ministry of Science and Technology specifies the List of products and goods that have the potential to cause safety hazards under the management responsibility of the Ministry of Science and Technology as follows:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1.1. This Circular stipulates the List of products and goods that have the potential to cause safety hazards under the management responsibility of the Ministry of Science and Technology (hereinafter referred to as the List of products and goods group 2).
1.2. The List of products and goods group 2 will be reviewed and revised as necessary based on management requirements.

General Principles
3.1. Quality management of products and goods listed in the List of products and goods group 2 as stipulated in this Circular shall be carried out in accordance with national technical regulations issued by the Minister of Science and Technology.
3.2. For products and goods listed in the List of products and goods group 2 which do not yet have corresponding national technical regulations, quality management shall be conducted according to current regulations until such national technical regulations are established.

III. IMPLEMENTATION
1. The Standardization, Measurement and Quality Control General Department shall organize the implementation of this Circular.
2. This Circular shall take effect 45 days from the date of signature.
3. In the course of implementation, if there are any difficulties, relevant agencies and organizations shall promptly report to the Ministry of Science and Technology (Standardization, Measurement and Quality Control General Department) for consideration and resolution./.
