Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on the management of postal and telecommunications service rates;
At the proposal of the Director of the Telecommunications Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Issuing interconnection rates between the terrestrial wireless local loop network (hereinafter referred to as the local loop network), the CDMA provincial mobile wireless network (hereinafter referred to as the provincial mobile network) and other telecommunications networks including the domestic fixed terrestrial network (hereinafter referred to as the local network); the domestic long-distance fixed terrestrial network (hereinafter referred to as the long-distance network); the national ground-based mobile information network (hereinafter referred to as the national mobile network); the international fixed terrestrial network (hereinafter referred to as the international network) as follows:
1. In the case where the provincial mobile network and another telecommunications network connect directly with each other:
a) For calls between the provincial mobile network and the local network, the initiating network pays the terminating network an interconnection rate of: 150 dong/minute
b) For calls from the provincial mobile network to the national mobile network, the provincial mobile network pays the national mobile network an interconnection rate of: 415 dong/minute. For calls from the national mobile network to the provincial mobile network, the national mobile network pays the provincial mobile network an interconnection rate of: 270 dong/minute
c) For calls between the provincial mobile network and the long-distance network, the long-distance network pays the initiating provincial mobile network an interconnection rate of: 270 dong/minute for terminating the call.
d) For calls between the provincial mobile network and the international network, the international network pays the initiating or terminating network an interconnection rate of: 550 dong/minute.
2. In the case where the provincial mobile network and another telecommunications network connect through the long-distance network, the provincial mobile network pays the other telecommunications network the interconnection rate as stipulated in Clause 1 of this Article and pays the long-distance network an interconnection rate for forwarding the call according to the regulations on interconnection rates through the long-distance network.
Article 2. The interconnection rates prescribed in this Circular do not differentiate between normal hours, low-demand hours, and peak hours.
Article 3. The interconnection rates prescribed in this Circular do not include value-added tax.
Article 4. This Circular takes effect from March 1, 2010. All previous provisions contrary to those set out in this Circular are abolished.
Article 5. The Head of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry of Information and Communications, the General Directors, Directors of telecommunications service providers, and related units are responsible for implementing this Circular./.
