CIRCULAR
ANNOUNCEMENT OF TECHNICAL STANDARDS FOR INFORMATION TECHNOLOGY APPLICATIONS IN STATE ORGANIZATIONS

Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;
Pursuant to Decree No. 102/2009/NĐ-CP dated November 6, 2009 of the Government on Management of Investment in Information Technology Applications Using State Budget Funds;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
At the proposal of the Director of the Department of Information Technology Application,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. ACCOMPANYING THIS CIRCULAR IS THE LIST OF TECHNICAL STANDARDS FOR INFORMATION TECHNOLOGY APPLICATIONS IN STATE ORGANIZATIONS.
Article 2. THESE TECHNICAL STANDARDS SHALL BE APPLIED AS A BASIS FOR SURVEY AND PRELIMINARY DESIGN WHEN PREPARING INVESTMENTS AND FOR CONSTRUCTION DESIGN WHEN IMPLEMENTING INVESTMENTS IN INFORMATION TECHNOLOGY APPLICATION PROJECTS USING GOVERNMENT FUNDS.
Article 3. INFORMATION SYSTEMS THAT ARE OPERATING OR BEING DEPLOYED PRIOR TO THE EFFECTIVE DATE OF THIS CIRCULAR MUST BE REVIEWED AND HAVE A TRANSITION PLAN FOR UPGRADE IN ACCORDANCE WITH THE REGULATIONS ON THE APPLICATION OF INFORMATION TECHNOLOGY STANDARDS IN STATE ORGANIZATIONS AS PROVIDED IN DECISION NO. 19/2008/QĐ-BTTTT OF APRIL 9, 2008 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATION.
Article 4. THE INFORMATION TECHNOLOGY APPLICATIONS DEPARTMENT OF THE MINISTRY OF INFORMATION AND COMMUNICATION SHALL BE RESPONSIBLE FOR INTERPRETING THE APPLICATION OF THE TECHNICAL STANDARDS ACCOMPANYING THIS CIRCULAR.
Article 5. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 25, 2011 AND REPLACE DECISION NO. 20/2008/QĐ-BTTTT OF APRIL 9, 2008 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATION REGARDING THE ANNOUNCEMENT OF TECHNICAL STANDARDS FOR INFORMATION TECHNOLOGY APPLICATIONS IN STATE ORGANIZATIONS.
Article 6. THE HEAD OF THE OFFICE, THE DIRECTOR OF THE INFORMATION TECHNOLOGY APPLICATIONS DEPARTMENT, THE HEADS OF MINISTRY AFFILIATED ORGANIZATIONS, AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
