CIRCULAR
Regulations on Importing Raw Timber from Cambodia
Pursuant to Decree number 95/2012/NĐ-CP dated November 12, 2012 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency buying, selling, processing, and transiting goods with foreign countries;
Implementing the guidance of the Prime Minister in Circular No. 10146/VPCP-KTN dated November 29, 2013 of the Government Office on reviewing, amending, supplementing, and perfecting regulations on import management of timber and Circular No. 17/TTg-KTN dated January 3, 2014 of the Prime Minister on importing raw timber from Cambodia;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade promulgates this Circular on importing raw timber from Cambodia as follows.
Article 1. Regulations on Importing Raw Timber from Cambodia
Abolish the provision on issuing permits for importing and temporarily importing for re-exporting raw timber from Cambodia set forth in Point 3, Section IV of Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade guiding certain contents stipulated in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency buying, selling, processing, and transiting goods with foreign countries.
Article 2. Import Procedures
Importers of raw timber from Cambodia shall handle customs procedures at the customs office according to current regulations and are not required to obtain import permits from the Ministry of Industry and Trade.
Article 3. Import Gateways
1. International gateways, main gateways, gateways, and other points of entry within Border Economic Zones established by

Article 4. Responsibilities of Importers
Importers of raw timber from Cambodia must comply strictly with Cambodian laws and Vietnamese laws.
Article 5. Effective Date
1. The Director of the Finance and Planning Department is responsible for guiding and supervising the implementation of this Circular.
In the course of implementation, if there are difficulties or obstacles, agencies and importers are requested to promptly report them to the Ministry of Industry and Trade for consideration and resolution./.
