Amending and supplementing Decision No. 22/2009/QĐ-TTg dated February 16, 2009 of the Prime Minister on approving the Master Plan for Broadcasting and Television Transmission until 2020

On the basis of Decree No. 25/2011/NĐ-CP dated April 6, 2011 detailing and guiding the implementation of certain provisions of the Telecommunications Law;

On the basis of Decree No. 132/2013/NĐ-CP dated October 16, 2013 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Telecommunications dated November 23, 2009;

WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;

The Prime Minister issues this Decision to amend and supplement Decision No. 22/2009/QĐ-TTg dated February 16, 2009 of the Prime Minister approving the Master Plan for Broadcasting and Television Transmission until 2020.

Amending and supplementing Decision No. 22/2009/QĐ-TTg dated February 16, 2009 of the Prime Minister approving the Master Plan for Broadcasting and Television Transmission until 2020 with the following contents:

At the proposal of the Minister of Information and Communications,

1. Amending Clause 4 Section I Article 1 as follows:

Article 1. "Gradually forming and developing the broadcasting and transmission market based on the participation of enterprises of all economic sectors to attract resources for the development of technical infrastructure for radio and television, serving economic and social development and ensuring unified and effective state management."

2. Amending Point b Clause 2 Section III Article 1 as follows:

"Developing terrestrial digital television standards in Vietnam based on applying the European terrestrial digital television standard system (DVB-T2) and subsequent versions to implement terrestrial digital television in Vietnam."

3. Amending Point b Clause 3 Section III Article 1, second bullet point as follows:

"- Enterprises that have licenses to provide terrestrial digital television and cable television services must allocate and arrange capacity according to the regulations of the Ministry of Information and Communications to transmit channels of programs serving political tasks and essential information dissemination of the State where they provide services."

This Decision takes effect from March 15, 2015.

The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under central cities, General Directors of Vietnam Television, Voice of Vietnam Radio, General Directors and Directors of broadcasting and television transmission enterprises are responsible for implementing this Decision.

Article 2. This Decision shall take effect from March 15, 2015.

Article 3. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, General Directors of Vietnam Television and Voice of Vietnam, General Directors and Directors of telecommunications and broadcasting enterprises are responsible for implementing this Decision.
