CIRCULAR

ISSUING THE SYSTEM OF STATISTICAL INDICATORS FOR THE LABOR - INVALIDS AND SOCIAL AFFAIRS SECTOR

BASED ON THE STATISTICAL LAW dated November 23, 2015;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social AffairsPursuant to the request of the Director General of the Department of Vocational Education;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain articles of the Law on Statisticsstatistics;

Pursuant to Decision No. 56/2011/QĐ-TTg dated October 14, 2011 of the Prime Minister promulgating the system of statistical indicators for national developmentnization of the country;

At the proposal of Director of the Planning and Finance Department;

Minister of Labor - Invalids and Social Affairs issues this Circular to stipulate the system of statistical indicators for the Labor - Invalids and Social Affairs sector.

Article 1. The System of Statistical Indicators for the Labor - Invalids and Social Affairs Sector is hereby issued together with this Circular.

1. The System of Statistical Indicators for the Labor - Invalids and Social Affairs Sector consists of a set of statistical indicators reflecting the main results of state management activities in the Labor - Invalids and Social Affairs sector aimed at serving the assessment, forecasting, strategic planning, policy formulation, and the development of plans for economic and social development of the country and the Labor - Invalids and Social Affairs sector during each period; meeting the information needs of organizations and individuals requiring information from the Labor - Invalids and Social Affairs sector.

2. The System of Statistical Indicators for the Labor - Invalids and Social Affairs Sector includes: The List of Statistical Indicators and the Content of Statistical Indicators detailed in Appendix 01 and Appendix 02 attached to this Circular.

Article 2. Implementation

1. The statistical organization under the Ministry shall be responsible for taking the lead and coordinating with relevant units: - To develop and submit to the Ministry for issuance the Reporting System for Statistical Indicators of the Labor - Invalids and Social Affairs Sector, and to compile statistical data within the System of Statistical Indicators for the Labor - Invalids and Social Affairs Sector. - To guide units in building specialized databases, applying information technology in collecting, developing, exploiting, and providing information in specialized databases to serve state statistical work.

2. Heads of units under the Ministry, Directors of Provincial Departments of Labor - Invalids and Social Affairs, and heads of related units shall organize the collection and compilation of statistical information reports for the Ministry of Labor - Invalids and Social Affairs.

Article 3. Effectiveness

1. This Circular takes effect from April 12, 2018.

2. This Circular replaces Circular No. 30/2011/TT-BLDTBXH dated October 24, 2011 of the Minister of Labor - Invalids and Social Affairs promulgating the System of Statistical Indicators for the Labor - Invalids and Social Affairs Sector.

3. In case of difficulties during implementation, units shall report to the Ministry of Labor - Invalids and Social Affairs for consolidation and resolution.
