ISSUING TECHNICAL AND ECONOMIC STANDARDS FOR MEASUREMENT AND TESTING IN THE FIELD OF RADIO BROADCASTING AND TELEVISION
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to the State Budget Law dated June 25, 2015;
Pursuant to the Decree No. 201-CP dated May 26, 1981 of the Council of Ministers on the management of technical and economic standards;
Pursuant to the Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the Decree No. 06/2016/NĐ-CP dated January 18, 2016 of the Government on the management, provision, and use of radio broadcasting and television services;
Implementing Decision No. 2504/QĐ-TTg dated December 23, 2016 of the Prime Minister promulgating the List of public service activities funded by the state budget of the Ministry of Information and Communications;

The Minister of Information and Communications issues technical and economic standards for measurement and testing in the field of radio broadcasting and television.
Article 1. Accompanying this Circular are technical and economic standards for measurement and testing in the field of radio broadcasting and television, including:
1. Standards for measuring electromagnetic field exposure of radio and television stations.
2. Standards for measuring the quality of IPTV (Internet Protocol Television) service on fixed public telecommunications networks.
3. Standards for measuring the quality of digital cable TV signal DVB-C at subscriber connection points.
4. Standards for measuring analog cable TV signal quality at subscriber connection points.
5. Standards for measuring digital terrestrial television transmission signal DVB-T2.
6. Standards for measuring the quality of digital satellite television signals DVB-S and DVB-S2 at reception points.
7. Standards for measuring the quality of digital terrestrial television signals DVB-T2 at reception points.
Article 2. Scope of Standards
Technical and economic standards for measurement and testing in the field of radio broadcasting and television issued accompanying this Circular specify the maximum direct costs incurred to complete a measurement and testing task in the field of radio broadcasting and television, including material costs, labor costs, and machinery and equipment costs. These standards do not include indirect costs such as labor, machinery, and equipment transportation costs, which are allocated within each measurement and testing task.
Article 3. Applicability
1. Agencies and units using the state budget shall implement measurement and testing tasks in the field of radio broadcasting and television in accordance with the provisions of the law.
2. It is encouraged that testing units not using the state budget apply these technical and economic standards when conducting measurement and testing activities in the field of radio broadcasting and television.
Article 4. Application of Standards
Technical and economic standards for measurement and testing in the field of radio broadcasting and television serve as a basis for relevant agencies and units to establish unit prices, budgets for implementing measurement and testing tasks in the field of radio broadcasting and television, and manage economics during the implementation of measurement and testing activities.
Article 5. Implementation Provisions
1. This Circular takes effect from June 1, 2018.
2. In cases where measurement and testing activities have special characteristics and the application of the standards issued accompanying this Circular is inappropriate, the agency implementing the measurement and testing task shall develop standards and report to the competent authority for the Ministry of Information and Communications to consider and issue or approve for the competent authority to issue.
3. During the implementation process, if there are difficulties or obstacles, please reflect them to the Ministry of Information and Communications for consideration and resolution./.

Article 1. The accompanying Circular sets forth economic-technical norms for measurement and inspection activities in the broadcasting and television sector, including:
Norms for measuring electromagnetic field exposure of radio and television stations. Norms for measuring the quality of IPTV (Internet Protocol Television) service on public fixed telecommunications networks. Norms for measuring the quality of digital cable television DVB-C signals at subscriber connection points. Norms for measuring analog cable television signals at subscriber connection points. Norms for measuring digital terrestrial DVB-T2 broadcast signals. Norms for measuring the quality of digital satellite DVB-S and DVB-S2 television signals at receiving points. Norms for measuring the quality of digital terrestrial DVB-T2 television signals at receiving points.
Article 2. Scope of Standards
Economic-technical norms for measurement and inspection activities in the broadcasting and television sector set forth in this Circular specify the maximum direct costs required to complete a measurement and inspection task in the broadcasting and television sector, including: Material costs, labor costs, machinery and equipment costs. These norms do not include transportation costs for labor, machinery, and equipment, nor indirect costs allocated within each measurement and inspection task.
Article 3. Applicability
State budget-funded agencies conducting measurement and inspection activities in the broadcasting and television sector shall comply with the provisions of the law. Agencies conducting measurement and inspection activities in the broadcasting and television sector without using state budget funds are encouraged to apply the economic-technical norms set forth in this Circular.
Article 4. Application of Standards
Economic-technical norms for measurement and inspection activities in the broadcasting and television sector serve as a basis for relevant agencies and units to establish prices, budgets for implementing measurement and inspection activities in the broadcasting and television sector, and manage economics during the implementation of such activities.
Article 5. Implementation Provisions
This Circular takes effect from June 1, 2018. In cases where measurement activities have special characteristics and the application of the norms issued with this Circular is inappropriate, the agency conducting the measurement activity shall develop norms and report them to the managing authority for the Ministry of Information and Communications to consider and issue or approve for the managing authority to issue. During the implementation process, if there are difficulties or obstacles, agencies and units are requested to report to the Ministry of Information and Communications for consideration and resolution.
