ISSUING NATIONAL STATISTICAL QUALITY STANDARDS UNTIL 2030

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Statistics Law on December 1 11, 2015;

At the proposal of the Minister of Planning and Investment;

The Prime Minister decides to issue the National Statistical Quality Standards until 2030.

Article 1. Scope of Regulation and Applicability

1. Issued together with this Decision are the National Statistical Quality Standards until 2030.

These standards serve as a basis for evaluating statistical quality, fulfilling accountability to relevant parties regarding the current status of statistical quality and effectiveness, and continuously improving statistical quality to meet the increasing demands of users of national statistical information.

2. This Decision applies to statistical agencies within the national statistical organization system as stipulated by the Statistics Law and organizations and individuals related to the evaluation of national statistical quality.

Article 2. Implementation

1. The Ministry of Planning and Investment

a) Guide the implementation of the National Statistical Quality Standards until 2030, including: Compiling guidance materials for implementing the National Statistical Quality Standards until 2030; training and enhancing skills in evaluating national statistical quality according to the National Statistical Quality Standards until 2030;

b) Starting from 2021, organize independent evaluations of national statistical quality every five years; report

c) Starting from 2026, establish and operate an online self-evaluation system for national statistical quality applicable to statistical agencies within the national statistical organization system.

2. Statistical agencies within the national statistical organization system

Annually, starting from 2020, based on the number of staff assigned, allocate personnel to conduct self-evaluations of statistical quality according to the National Statistical Quality Standards until 2030; submit reports on self-evaluations of statistical quality within their jurisdiction to the Ministry of Planning and Investment.

3. Ministry of Finance

Take the lead in coordinating with the Ministry of Planning and Investment to balance annual budget resources to implement the National Statistical Quality Standards until 2030 in accordance with the State Budget Law.

Article 3. Responsibilities of related organizations and individuals

Organizations and individuals specified in Clause 2, Article 1 of this Decision shall be responsible for implementing the National Statistical Quality Standards until 2030 based on adhering to the fundamental principles of statistical activities and the use of statistical data and information as stipulated in Article 5 of the Statistics Law to ensure statistical quality.

Article 4. Effective date

1. This Decision takes effect from March 5, 2019.

2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial/municipal People's Committees directly under the central government, heads of agencies and units, and related individuals are responsible for enforcing this Decision.

3. The Ministry of Planning and Investment is responsible for monitoring, guiding, and urging ministries, ministerial-level agencies, and government-affiliated agencies to implement this Decision./.
