The Minister of Education and Training issues this Circular "7. Article 1. 1. Clause 1 of Article 3 is amended and supplemented as follows:
"1. The training fields in determining enrollment quotas are those specified in the Catalogue of Education and Training at Level IV according to current regulations of the Ministry of Education and Training."
2. Article 4 is amended and supplemented as follows:
"Article 4. Full-time lecturers, visiting lecturers
1. Full-time lecturers in determining enrollment quotas are defined as follows:
a) Full-time lecturers of public educational institutions are civil servants hired, used, and managed in accordance with the laws on civil servants;
b) Full-time lecturers of private educational institutions are employees under labor contracts with a term of three years or indefinite-term contracts under the Labor Code, not being state officials or civil servants, not working under labor contracts with other employers for a term of three months or more; paid salaries and other benefits in accordance with current regulations by the educational institution.
2. Visiting lecturers in determining enrollment quotas must have a master's degree or equivalent, sign a visiting lecturer contract in accordance with the regulations on visiting lecturers in educational institutions and related current regulations, and be paid salaries and honorariums according to the visiting lecturer contract by the educational institution.
3. Full-time and visiting lecturers converted in determining enrollment quotas are lecturers with different titles or qualifications of the educational institution converted according to the following coefficients:

4. Amending and supplementing point a and adding point d of Clause 1 of Article 6 as follows:
"a) Regular students in determining enrollment quotas include: regular undergraduate students, regular college students, and regular secondary vocational students in teacher training programs, regular transfer students, regular second-degree students, excluding regular undergraduate students selected through special admission procedures;
d) Students who are screened out are students who have enrolled in the educational institution but after the standard training period (the time designed for the training program) have not met the graduation requirements or have ceased to study at the institution."
5. Article 7 is amended and supplemented as follows:
"Article 7. Determining enrollment quotas for regular undergraduate programs
1. Educational institutions determine enrollment quotas for regular undergraduate programs in accordance with this Circular, publicly announce, and are responsible for explaining the determined quotas, criteria for determining quotas, quality of training, and commitments to meet social needs.
2. Annual enrollment quotas for regular undergraduate programs are determined based on the total scale of regular training capacity of each sector, meeting the criteria stipulated in Article 6 of this Circular, minus the total number of regular students currently being trained at the institution, plus the expected number of graduates in the recruitment year.
3. For new training fields opened in the recruitment year, the quota for that field shall not exceed 30% of the training capacity of the field as prescribed.
4. For training fields with programs recognized as meeting quality standards by quality assurance organizations as stipulated in Article 52 of the Higher Education Law, and with a resolution approving the determination of enrollment quotas by the school council, they may independently determine their enrollment quotas according to the quality commitment of the training program and the social demand for the field, in compliance with Clause 2 of this Article but not exceeding 120% of the training quota of the field in the immediately preceding year; they must publicly announce in the recruitment plan and be accountable to society and competent authorities."
5. For educational institutions that have not violated the provisions on admission for three consecutive years, recognized as meeting the quality standards by quality education assessment organizations in accordance with current regulations, and have a resolution approving the proposal to determine admission quotas passed by the school council, they shall be autonomous in determining admission quotas based on their commitment to training quality, social demand, and the following provisions:
a) The admission quota of the educational institution shall be determined according to the training capacity specified in Clause 2 of this Article; thereafter, programs that have been assessed shall be calculated according to the provisions of Clause 4 of this Article; programs without an assessment program shall not increase their quota or may increase it by no more than 10% compared to the previous year if the employment rate of graduates within one year from graduation reaches 90% or higher (based on the results of the assessment and the annual survey results of employed graduates of the educational institution).
b) If the average employment rate of students within one year from graduation reaches 90% or higher (based on the results of the assessment and the annual survey results of employed graduates of the educational institution), and there are students who are filtered out, then after determining the quota according to point a of this clause, the additional admission quota may be increased by no more than 25% of the average number of students filtered out over the four preceding years before the admission year. If the educational institution has not had four years of graduates, the average number of students filtered out of the completed classes will be calculated.
6. Educational institutions that have not been recognized as meeting the quality standards by quality education assessment organizations in accordance with current regulations shall not increase their admission quota compared to the previous year; except in the cases stipulated in Clauses 3 and 4 of this Article.
7. The admission quota for joint undergraduate regular training programs is included in the total undergraduate regular admission quota and is determined in accordance with Article 5 of Decision No. 18/2017/QĐ-TTg dated May 31, 2017 ofthe Prime Minister on joint training between intermediate level and college level and university level.
6. Point b of Clause 1 of Article 9 is amended and supplemented as follows:
"The admission quota for joint undergraduate training while working is included in the total undergraduate admission quota for training while working and is determined in accordance with Article 5 of Decision No. 18/2017/QĐ-TTg dated May 31, 2017 of
Article 2. This Circular takes effect from April 12, 2019.
Article 3. The Director of the Office, the Head of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training; the Chairmen of Provincial People's Committees and Municipal People's Committees directly under the Central Government; Directors of Departments of Education and Training; Directors of Departments of Education and Science and Technology; Rectors of universities and academies; Deans of universities; Deans of colleges; Principals of secondary vocational schools responsible for implementing this Circular.
