Amending Clause 3 of Article 1 of Circular No. 02/2020/TT-BNV dated July 14, 2020, issued by the Minister of Home Affairs to amend and supplement some articles of Circular No. 09/2014/TT-BNV dated October 1, 2014, issued by the Minister of Home Affairs guiding the management of Archival Profession Certificates and archival service activities

On the basis of Law on Archives dated November 11, 2011
On the basis of Law on Residence dated November 13, 2020;
On the basis of Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the General Office for Archives;
The Minister of Home Affairs issues this Circular to amend Clause 3 of Article 1 of Circular No. 02/2020/TT-BNV dated July 14, 2020, issued by the Minister of Home Affairs to amend and supplement some articles of Circular No. 09/2014/TT-BNV dated October 1, 2014, issued by the Minister of Home Affairs guiding the management of Archival Profession Certificates and archival service activities.
Article 1. Amend Clause 3 of Article 1 of Circular No. 02/2020/TT-BNV dated July 14, 2020, issued by the Minister of Home Affairs to amend and supplement some articles of Circular No. 09/2014/TT-BNV dated October 1, 2014, issued by the Minister of Home Affairs guiding the management of Archival Profession Certificates and archival service activities as follows:
"3. Article 7 shall be amended and supplemented as follows:
"Article 7. Documents for registering archival service activities
The documents for registering archival service activities include:
1. Certified copies or submitted copies with original documents presented for verification of the following papers:
a) Certificate of Enterprise Registration or Decision on Establishment (for organizations).
b) Citizen Identification Card or Identity Card (for independent practitioners).
c) Archival Profession Certificate of persons participating in the activity (for organizations).
d) Archival Profession Certificate (for independent practitioners).
2. List of archival practitioners (for organizations).
3. Documentation proving material facilities, equipment, and working conditions to carry out archival service activities in accordance with current laws."
Article 2. Effective Date
This Circular takes effect from April 24, 2023.
Article 3. Implementation Organization
1. Directors of the National Archives and Records Administration, Heads of Provincial Departments of Home Affairs, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. During the implementation process, if there are any difficulties, please report them to the Ministry of Home Affairs for study and resolution./.
