JOINT CIRCULAR
Repeals Joint Circular No. 03/TTLN dated May 15, 1992 issued by the Supreme Procurator’s Office, Ministry of Interior (now the Ministry of Public Security), Ministry of National Defense, Ministry of Forestry (now part of the Ministry of Agriculture and Rural Development), and General Department of Customs (now part of the Ministry of Finance) guiding the implementation of provisions of the Criminal Procedure Code regarding the acceptance and handling of criminal complaints and reports.
The Supreme Procurator’s Office, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Agriculture and Rural Development, and the Ministry of Finance hereby issue this Joint Circular to repeal Joint Circular No. 03/TTLN dated May 15, 1992 issued by the Supreme Procurator’s Office, the Ministry of Interior (now the Ministry of Public Security), the Ministry of National Defense, the Ministry of Forestry (now part of the Ministry of Agriculture and Rural Development), and the General Department of Customs (now part of the Ministry of Finance) guiding the implementation of provisions of the Criminal Procedure Code regarding the acceptance and handling of criminal complaints and reports.
Customs shall guide the implementation of the provisions of the Criminal Procedure Law on
receiving and handling reports and information about criminal offenses

Pursuant to the Criminal Procedure Code dated November 27, 2015; the Law Amending and Supplementing Certain Provisions of the Criminal Procedure Code dated November 12, 2021;
Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;
1. This Circular shall take effect from May 9, 2024.
This Circular takes effect from January 25, 2026.
2. The Supreme Procurator’s Office, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Agriculture and Rural Development, the Ministry of Finance, and related agencies, organizations, and individuals are responsible for implementing this Joint Circular.
Article 2. Implementation clause
1. This Circular takes effect from May 9, 2024.
