Circular No. 01/2025/TT-BDTTG abolishes joint circulars and decisions issued by the Minister of Ethnic Affairs and Religion.

CIRCULAR

ABOLISHING JOINT CIRCULARS AND DECISIONS ISSUED BY THE MINISTER OF MINORITY AFFAIRS AND RELIGION, JOINTLY ISSUED

Pursuant to the Law on Legislative Decrees 2025;

Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the restructuring of the state apparatus;

Pursuant to Decree No. 146/2025/NĐ-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of industry and trade;

Pursuant to Decree No. 41/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Minority Affairs and Religion; Decree No. 114/2025/NĐ-CP dated June 3, 2025 of the Government amending Clause 12, Article 3 of Decree No. 41/2025/NĐ-CP;

At the proposal of the Director of the Legal Department;

The Minister of Minority Affairs and Religion issues this Circular to abolish joint circulars and decisions issued by the Minister of Minority Affairs and Religion, jointly issued.

Article 1. Abolish all joint circulars

Abolish the following joint circulars entirely:

1. Joint Circular No. 819/2004/TTLT-UBDT-BKH-BTC-BXD-BNN dated November 10, 2004 of the Joint Ministries: Committee for Ethnic Minorities, Planning and Investment, Finance, Construction, Agriculture and Rural Development guiding the implementation of Decision No. 134/2004/QĐ-TTg dated July 20, 2004 of the Prime Minister on certain policies to support production land, residential land, housing, and drinking water for poor households of ethnic minorities with difficult living conditions.

2. Joint Circular No. 984/2006/TTLT-UBDT-VHTT-GDĐT-BCVT dated November 10, 2006 of the Joint Ministries: Committee for Ethnic Minorities, Culture and Information, Education and Training, Posts and Telecommunications guiding the implementation of Decision No. 975/QĐ-TTg dated July 20, 2006 of the Prime Minister.

3. Joint Circular No. 01/2010/TTLT-UBDT-BTC dated January 8, 2010 of the Joint Committee for Ethnic Minorities and Ministry of Finance guiding the implementation of Decision No. 102/2009/QĐ-TTg dated August 7, 2009 of the Prime Minister on direct support policies for people belonging to poor households in difficult areas.

Article 2. Abolish all decisions

Abolish the following regulatory decisions entirely:

1. Decision No. 83/2003/QĐ-UBDT dated May 5, 2003 of the Minister, Head of the Committee for Ethnic Minorities on issuing the Plan for Popularizing and Educating Law of the Committee for Ethnic Minorities and local ethnic minority affairs agencies (2003-2007 period).

2. Decision No. 275/2005/QĐ-UBDT dated June 15, 2005 of the Minister, Head of the Committee for Ethnic Minorities promulgating regulations on placing orders and managing and using certain types of newspapers and magazines provided to ethnic minority and mountainous regions.

3. Decision No. 74/2007/QĐ-UBDT dated March 12, 2007 of the Minister, Head of the Committee for Ethnic Minorities on issuing the Framework Roadmap for Implementing Program 135 Phase II (2006-2010).

4. Decision No. 06/2007/QĐ-UBDT dated October 12, 2007 of the Minister, Head of the Committee for Ethnic Minorities on issuing the Communication Strategy for Program 135 Phase II.

5. Decision No. 01/2008/QĐ-UBDT dated January 11, 2008 of the Minister, Head of the Committee for Ethnic Minorities approving the List of Particularly Difficult Communes in Zone II for Investment under Program 135 Phase II.

6. Decision No. 04/2008/QĐ-UBDT dated August 8, 2008 of the Minister, Head of the Committee for Ethnic Minorities on issuing Regulations on the System and Reporting Forms for the Economic and Social Development Program for Particularly Difficult Communes in Ethnic Minority and Mountainous Areas during the 2006-2010 period.

Article 3. Implementation Provisions

1. This Circular takes effect from August 5, 2025.

2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally governed city People's Committees, and related units shall be responsible for implementing this Circular./.
