CIRCULAR

Issuing the "National Technical Regulation on Electrical Equipment for Installation of Household Electricity and Similar Installation Systems"

WHEREAS Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

WHEREAS Decree No. 28/2023/NĐ-CP dated June 2, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

PURSUANT TO the proposal of the Chairman of the National Standardization, Metrology, and Quality Control Committee and the Director of the Legal Department;

The Minister of Science and Technology issues this Circular to issue the "National Technical Regulation on Electrical Equipment for Installation of Household Electricity and Similar Installation Systems."

Attached to this Circular is the National Technical Regulation on Electrical Equipment for Installation of Household Electricity and Similar Installation Systems (QCVN 25:2025/BKHCN).

Clause 4 of Article 6This Circular shall take effect from April 1, 2025.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environment1. As of April 1, 2027, all electrical equipment specified in Appendix A and Appendix B of QCVN 25:2025/BKHCN must comply with the provisions of QCVN 25:2025/BKHCN before being circulated in the market.

Article 3. Implementation Schedule

2. It is encouraged that organizations and individuals producing and trading in electrical equipment apply QCVN 25:2025/BKHCN from the date this Circular takes effect.

1. The Chairman of the National Standardization, Metrology, and Quality Control Committee is responsible for organizing guidance and implementation of this Circular.

Article 4. Organization of Implementation

2. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

3. During the implementation process, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Science and Technology for guidance or research on amendments and supplements as appropriate.
