Amending and supplementing some articles of Circular No. 06/2022/TT-BTTTT June 30, year 2022 issued by the Minister of Information and Communication guiding the implementation of the Communication and Information Poverty Reduction Project under the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025 implements the Communication Project and Information Poverty Reduction under the Program National Target Decision No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communication;

Pursuant to Decree No.27/2022/NĐ-CP38/2023/NĐ-CP dated June 24, 2023 of the Government amending and supplementing some articles of Decree No. April 19, 2022 of the Government stipulating management mechanisms and organization of implementation of national target programs;No. 02/2022/QĐ-TTg27/2022/NĐ-CPJanuary 18, 2022 of the Prime Minister stipulating principles, criteria, allocation rates of central budget capital and local budget counterpart funds for implementing the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025;

The Prime Minister issues this Decision amending and supplementing certain Articles of Decision No.Implementing Decision No.90/QĐ-TTg of the Government approving the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025;

The Minister of Information and Communication issues this Circular to amend and supplement some articles of Circular No. 06/2022/TT-BTTTT dated June 30, 2022 of the Minister of Information and Communication guiding the implementation of the Communication and Information Poverty Reduction Project under the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025.Article 1. Amending and supplementing some articles of Circular No. 06/2022/TT-BTTTT dated June 30, 2022 of the Minister of Information and Communication guiding the implementation of the Communication and Information Poverty Reduction Project under the National Target Program on Sustainable Poverty Reduction for the period of 2021-202590/QĐ-TTg "1. The task of enhancing the capacity of information and communication cadres shall be carried out through training and providing knowledge and skills in management and information and propaganda work for cadres managing the press and those working in information and propaganda at agencies and organizations. The subjects of training and providing knowledge and skills in information and communication include:

At the proposal of the Director of the Department of Planning and Finance,

a) Leaders, reporters, editors of press agencies; persons managing the press of the press agency's supervisory body and state management bodies on press affairs;

b) Persons working in grassroots information including:

2. Amending and supplementing Article 7 as follows:

- Staff members and workers of district-level radio and television stations or specialized units working in grassroots information under Cultural, Information and Sports Centers, Communication and Culture Centers or other centers at the district level;

- Civil servants in charge of cultural and social affairs at commune level and persons responsible for commune-level radio stations;

- Grassroots propagandists at village and neighborhood levels.

c) Persons working in information and propaganda at Party agencies and political-social organizations;

d) Persons working in external information at central and local agencies and organizations.".

5. Providing public information services at postal service points serving access to information for people in particularly difficult communes, island communes, and island districts

1. Objective: To provide public information services for people in particularly difficult communes, island communes, and island districts; helping people in these areas have the opportunity to access information about Party policies, state laws, knowledge, and skills for economic, cultural, and social development, and other essential information.

2. Scope and location of implementation:

2. Amending and supplementing Clause 5 as follows:

“Articlea) Scope: Implementation in particularly difficult coastal and island communes; particularly difficult mountainous and ethnic minority communes during the period of 2021-2025 according to the Prime Minister's Decision; island communes, and island districts;

b) Location: At postal service points within the public postal network.

3. Activities of public information service points:

a) Receiving publications and printed press from the project and other programs and projects to serve the people in the area;

b) Serving (free of charge) people reading books, newspapers, magazines (including electronic publications and online newspapers);

c) Providing broadband Internet access services for people to exploit essential information, read electronic publications, online newspapers, and use online public services.

4. Conditions for public information service points to be supported in providing services:

a) Having tables and chairs for people to read books, newspapers, and magazines;

b) Having at least one computer connected to broadband Internet to serve people's access;

c) Having at least one cabinet/shelf/display case to showcase and introduce printed publications and printed newspapers;

d) Ensuring maintenance of lighting and broadband Internet systems to facilitate people's use of services;

đ) Service hours: Increasing by at least two hours per working day and adding six hours of service on Saturdays each week compared to the regulations stipulated in the National Technical Regulation on Quality of Public Postal Services and Public Services in Press Distribution Activities (excluding national holidays and festivals). Service hours must be publicly posted in a visible place for people to know.

5. Organization of implementation:

a) Provincial People's Committees are responsible for:

- Organizing and directing the implementation of public information services in their locality;

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

- Assigning specialized agencies under the Provincial People's Committee to cooperate with relevant agencies and organizations in the locality to propose support levels for maintaining and operating the activities of public information service points in the area, submitting them for approval by competent authorities in accordance with regulations;

- Organize and direct the implementation of public information services at the local level;

- Direct the Department of Information and Communications to advise on management work, develop plans, and organize the implementation after approval by the Provincial People's Committee;

- Assign specialized agencies under the Provincial People's Committee to coordinate with relevant agencies and organizations at the local level to build proposals for the maintenance and operation support levels for public information service provision points within the area, submit for approval by the competent authority as prescribed;

- Organizations providing information products and services, propaganda activities under the project and other programs and projects (if any) implemented by localities to serve the people at public information service points.

b) The entity providing public information services shall be responsible for:

- Ensuring material infrastructure, staffing, and maintaining and operating the service point according to the conditions stipulated in Clause 4 of this Article.

- Cooperating with the Department of Information and Communications to develop plans and implement service provision, proposing support levels for maintaining and operating the activities of public information service points.

- Receiving, storing, utilizing printed publications and printed newspapers of this Program and other programs and projects (if any) to serve the people in the following areas:

+ For printed publications: Ensuring utilization time until the end of the Program implementation period. Upon completion of the Program implementation period, based on actual conditions and needs, the service provider shall proactively continue to utilize printed publications to serve the people in the area or propose to the People's Committee of the commune to transfer these printed publications to continue serving the people through cultural-information institutions in the area;

+ For printed newspaper publications and other printed communication publications: Utilization time of at least twelve months.

- Reporting on the situation of service provision as required by the Ministry of Information and Communications and the locality.

c) News agencies and publishers participating in implementing the project, based on the purpose and target audience, shall be responsible for providing printed newspapers and printed publications to public information service points appropriately.

Encouraging agencies and organizations to provide press products, publications, and other communication products from other programs and projects to public information service points to meet the people's information needs.

d) Users of services at public information service points shall be responsible for:

- Using computers connected to the Internet to read e-books, online newspapers, search for information, use online public services, and engage in other appropriate activities in accordance with the law;

- Safeguarding property, printed publications, printed newspapers, and other communication products when using them at public information service points; maintaining security and order, and general cleanliness at public information service points."

3. Amend and supplement Point a, Clause 1, Point b, Clause 2, Clause 4, and Point b, Clause 5 of Article 7 as follows:

a) Amend and supplement Point a, Clause 1 of Article 7 as follows:

"a) Particularly difficult communes in coastal and island areas; particularly difficult communes among ethnic minority groups and mountainous regions during the period of 2021-2025 as decided by the Prime Minister."

b) Amend and supplement Point b Clause 2 Article 7 as follows:

"b) Upgrading the operation of village radio stations to meet the tasks of information dissemination and propaganda, including:

- Expanding the radio broadcasting cluster applying information and communication technology for villages (as provided for in Clause 1 of Article 2 of Circular No. 04/2012/TT-BNV dated August 31, 2012 of the Ministry of Home Affairs guiding the organization and operation of villages and residential wards) to meet the demand for essential information delivery to households within the commune;

- Replacing wired and wireless FM loudspeakers that are damaged and no longer usable with radio broadcasting clusters applying information and communication technology."

c) Amend and supplement Clause 4 of Article 7 as follows:

"4. The establishment of new and upgrading of village radio stations shall be carried out in the following priority order:

a) Establishing new village radio stations for communes without existing radio stations;

b) Upgrading the operation of village radio stations."

d) Amend and supplement Point b, Clause 5 of Article 7 as follows:

"b) The Provincial People's Committee shall be responsible for:

- Organizing and directing the implementation of tasks at the locality;

- Assigning the Department of Information and Communications to take the lead and coordinate with relevant agencies to advise on planning the establishment of new and upgrading the operation of village radio stations in the locality, reporting to the Provincial People's Committee for consideration and sending to the Ministry of Information and Communications for consolidation and monitoring the special tasks of the Sub-project;

- Ensuring necessary conditions for the regular operation of village radio stations (including internet access fees, subscription fees for radio broadcasting clusters applying information and communication technology; maintenance and repair costs for equipment; production and broadcast of program content on village radio stations)."

4. Amend and supplement Point a, Clause 2; Points a, b, c, Clause 3; and Clause 4 of Article 11 as follows:

a) Amend and supplement Point a, Clause 2 of Article 11 as follows:

"a) Regarding content: Topics of publications belong to one or several of the following themes:

- Popularizing and disseminating Party guidelines and State policies and laws;

- Disseminating knowledge of science, technology, and experience applied in production, sustainable livelihood models serving economic and social development, environmental protection, and climate change prevention;

- Introducing knowledge about culture, literature, art, and traditional cultural heritage of Vietnam that needs to be promoted, preserved, and passed on to future generations and creating products to serve tourism development; - Highlighting and honoring exemplary individuals, production and business models contributing to achieving economic and social development goals and ensuring national defense and security."

- Promoting and introducing knowledge about culture, literature, arts, and traditional cultural heritage of Vietnam that need to be promoted, preserved, and passed on to future generations and creating products to serve tourism development;

b) Amend and supplement Point a, Point b, and Point c of Clause 3 of Article 11 as follows:

"3. Implementation process

a) Registration of publication topics:

- At the central level:

+ Publishers and units under ministries and ministerial-level agencies shall register publication topics with their respective ministries or ministerial-level agencies.

+ Publishers and units under political organizations, political-social organizations, and political-social-professional organizations shall register publication topics with their respective supervisory agencies.

- At the local level: The Provincial People's Committee shall be responsible for organizing the planning, approving publication topics, and ensuring they align with the objectives and tasks of the Sub-project.

- Information for registering publication topics includes the following: Topic name;Summary of content; Type; Publication language (specify which ethnic minority language if applicable); Form of publication product (printed publication product, ordinary electronic publication product, electronic publication product in audio form, and multimedia publication product); Copyright term for the work (for electronic publication products); Distribution target (for printed publication products), Vietnamese domain name for implementing electronic publication and distribution (for electronic publication products); Anticipated publication time; Implementation budget, including the Small Project budget and any contributions from the publisher (if any).

b) Selection of topics:

- At the central level: Ministries, agencies at the ministerial level, and supervisory agencies organize the selection of publication topic lists based on registrations from publishers and subordinate agencies.

- At the local level: Provincial People's Committees organize the selection of publication topic lists according to their management levels based on registrations from publishers and subordinate agencies.

c) Organization of publication and distribution:

- Based on approved topics by authorized agencies, Publishers organize editing, publishing, and distributing in accordance with the law;

- Publishers must clearly state the period (from date to date) during which the electronic publication product can be read free of charge on technology platforms providing electronic publication products and must notify authors and copyright owners in writing about the release date of the publication product to calculate the transfer period according to the agreement (Notification Model attached as Appendix 3), while sending the notification to supervisory agencies and state management agencies for information and communication at the same level for monitoring and management;

- The transfer of author rights and related rights for works shall be carried out in accordance with the provisions of the Intellectual Property Law and other relevant laws.

- Regarding the distribution address of publication products:

+ For printed publication products:

At the central level: The publication products are distributed to Post Office - Cultural Houses within the public postal network; Legal bookshelves established in accordance with the Prime Minister's Decision; Public library system. Priority is given to areas in poor districts, particularly difficult communes, border regions, and islands.

At the local level: The publication products are distributed to Post Office - Cultural Houses within the public postal network; Legal bookshelves established in accordance with the Prime Minister's Decision; Public library system within the scope of local management. Priority is given to poor districts, particularly difficult communes, border regions, and islands..

+ For electronic publication products: They are distributed on technology platforms managing essential e-books and e-newspapers under the Ministry of Information and Communications and the electronic publication product distribution platform of the publisher (if any).

c. Amend and supplement Clause 4 of Article 11 as follows:

"4. Implementation

a) Ministries, agencies at the ministerial level; Provincial People's Committees; political organizations, political-social organizations, and political-social-professional organizations at the central and local levels that need to implement new publication products from the Small Project budget should prepare plans and organize implementation in accordance with this Circular and relevant laws, and simultaneously submit the Plan to the Ministry of Information and Communications (Publishing, Printing, and Distribution Department) for consolidation.

b) Publishers are responsible for:

- Ensuring new publication products meet the criteria specified in Clause 2 of this Article, without duplication with existing publication topics.

- Implementing the publication of publication products, organizing the distribution of publication products (both printed and electronic publication products) to addresses as prescribed.

- Ensuring the publication products are implemented in accordance with the Publishing Law and the Intellectual Property Law.

- Using the Small Project implementation budget in accordance with the law."

5. Amend and supplement Article 13 as follows:

“Article13. Selection of printed publication products already published for electronic publication

1. General requirements: Printed publication products already published selected for electronic publication are works with long-lasting content value, providing essential information to serve political tasks and socio-economic development.

2. Criteria for selecting printed publication products for electronic publication:

- Selected printed publication products must comply with the regulations of the law on publishing and intellectual property;

- Electronic publication products must meet the criteria regarding subject matter, form, and copyright as stipulated in Clause 2 of Article 11 of this Circular."

3. Implementation process

a) Registration of publication topics: Implemented in accordance with Point a, Clause 3, Article 11 of this Circular.

b) Selection of topics:

- At the central level: Ministries, agencies at the ministerial level, political organizations, political-social organizations, and political-social-professional organizations select lists of publication topics of printed publication products that have been legally published and circulated for electronic publication according to their management levels, ensuring they align with the objectives and tasks of the Small Project.

- At the local level: Provincial People's Committees select lists of publication topics of printed publication products that have been legally published and circulated for electronic publication according to their management levels, ensuring they align with the objectives and tasks of the Small Project.

c) Organization of publication and distribution: Implemented in accordance with Point c, Clause 3, Article 11 of this Circular.

4. Implementation: The organization of electronic publication from printed publication is carried out in accordance with Clause 4 of Article 11 of this Circular.

Article 2. Implementation clause

1. This Circular takes effect from April 5, 2025.

2. For tasks approved by competent authorities to be implemented before the effective date of this Circular, continue to implement according to the approval decision of the competent authority and relevant laws.

3. In cases where normative legal documents cited in this Circular are amended, supplemented, or replaced by other normative legal documents, the provisions of the amended, supplemented, or replacing documents shall apply.

4. During the process of organizing and implementing, if there are any difficulties, they are requested to be reported to the Ministry of Information and Communications for study and resolution./.
