RESOLUTION
On piloting the application of Point b Clause 1 Article 15 and Point c Clause 1, Point a Clause 2 Article 16 of Decree No. 111/2017/NĐ-CP dated October 5, 2017

BASED ON the Law on Government Organization No. 63/2025/QH15;
AT THE SUGGESTION of the Minister of Public Security;
The Government promulgates this Resolution
The Government promulgates the Resolutionon piloting the application of Point b Clause 1 Article 15 and Point c Clause 1, Point a Clause 2 Article 16 of Decree No. 111/2017/NĐ-CP dated October 5, 2017 of the Government on the organization of practical training in health education for the armed forces (Ministry of Public Security, Ministry of National Defense). Article 1. Scope of Regulation, Applicability
1. This Resolution stipulates the piloting of the application of Point b Clause 1 Article 15 and Point c Clause 1, Point a Clause 2 Article 16 of Decree No. 111/2017/NĐ-CP dated October 5, 2017 of the Government on the organization of practical training in health education for the armed forces.
2. This Resolution applies to higher education institutions, vocational education institutions that offer health education programs, and practical training facilities within these educational institutions; related organizations and individuals.
Article 2. Content of Pilot Application
Piloting the application of Point b Clause 1 Article 15 and Point c Clause 1, Point a Clause 2 Article 16 of Decree No. 111/2017/NĐ-CP dated October 5, 2017 of the Government on the organization of practical training in health education for the armed forces (Ministry of Public Security, Ministry of National Defense).
Article 3. Implementation
1. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees at all levels, and related organizations shall be responsible for implementing this Resolution; the Ministry of Public Security and the Ministry of National Defense shall be responsible for monitoring, urging, compiling, and reporting to the Government and the Prime Minister on the implementation results of this Resolution.
2. The Ministry of Public Security shall take the lead, coordinate with the Ministry of National Defense, the Ministry of Health, and relevant ministries and agencies to review and summarize the implementation of this Resolution in cases where Decree No. 111/2017/NĐ-CP dated October 5, 2017 of the Government on the organization of practical training in health education has not been amended or supplemented.
Article 4. Effective Date
This Resolution takes effect from February 1, 2026
and will be implemented for five years, except where a legal normative document issued by the National Assembly, the President, the Standing Committee of the National Assembly, or the Government after the effective date of this Resolution provides otherwise, in which case it shall be implemented according to the provisions of that legal normative document.
