Considering the needs of work and the budget capacity:

After studying and discussing the opinions of localities, the Joint Ministry of Social Welfare-Finance-Interior provisionally regulates the organization and staffing of the Social Welfare sector in zones, provinces, and cities as follows:

At the zone level:

In each zone, a specialized unit for social welfare work will be established within the Office of the Zone Administrative Committee. In Zones 3, 4, Left Bank, Thai Meo Autonomous Zone, this unit will have 3 staff members, Hong Quang Zone 2 staff members, and North Vietnam Region from 3 to 5 staff members.

Cities:

In Hanoi and Haiphong cities, a Social Welfare Department will be organized.

The Hanoi Social Welfare Department includes:

- 1 general responsible officer.

- 6 research and monitoring officers.

- 1 typist.

- 1 accountant, distribution, statistics.

- 1 treasurer and materials officer.

The Haiphong Social Welfare Department includes:

- 1 general responsible officer.

- 5 research and inspection officers.

- 3 administrative management staff.

In Nam Dinh city, the social welfare unit within the Office of the Administrative Committee has 2 staff members.

This unit is located in the provinces as follows:

Zone 3: Ha Dong, Son Tay, Ninh Binh, Hoa Binh, Ha Nam, Nam Dinh.

Zone 4: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, and Vinh Linh area.

Left Bank Zone: Hai Duong, Kien An, Hung Yen, Thai Binh.

North Vietnam Region: Bac Giang, Bac Ninh, Cao Bang, Lang Son, Hai Ning, Thai Nguyen, Tuyen Quang, Ha Giang, Vinh Phuc, Lao Cai, Phu Tho, Bac Can, Yen Bai.

ORGANIZATION OF CAMPS

In cities and provinces, camps will be organized. For convenience in nurturing, educating, and reforming inmates, they will be divided into types. Each type with 50 people or more will organize a camp.

Where there are fewer than 50 inmates, the Zone will propose organizing inter-provincial camps led by the Zone. The standard for selecting camp officers is that for every 100 inmates, two dedicated camp officers will be recruited.

Regarding rations, only children's camps will use rations, with one caregiver recruited for every 40 children or more.

Adult camps will apply inmate self-cooking, but a manager for food and drink will be recruited.

Upon receiving this circular, zones, provinces, and cities shall organize and arrange the social welfare machinery, study and grasp the overall situation of social welfare work in their respective areas, and propose any necessary supplements to the implementation of the work to the Ministry of Social Welfare for resolution.

In recruitment, attention should be paid to those already within the staffing such as Southern cadres, demobilized soldiers, or current cadres already in various sectors, adjusting surplus personnel to shortage areas.

As for the staffing numbers provided for zones, provinces, and cities, local administrative committees will recruit sufficient personnel based on work needs. If additional staffing is required, specific proposals must be made for the Joint Ministry to resolve.
