DIRECTIVE

OF THE MINISTER OF EDUCATION AND TRAINING NO. 01 GD&DT
JANUARY 26, 1996 ON THE IMPLEMENTATION OF DECREE 87/CP OF THE GOVERNMENT AND DIRECTIVE 814/TTG OF THE PRIME MINISTER REGARDING STRENGTHENING MANAGEMENT, ESTABLISHING ORDER AND DISCIPLINE IN CULTURAL ACTIVITIES AND CULTURAL SERVICES, AND STRONGLY ELIMINATING SEVERE SOCIAL EVILS

To achieve the goals of economic and cultural development, raise public awareness, preserve national identity, create a harmonious relationship between economic development and cultural development, foster a healthy environment, and promote the country's reform efforts, the Government has issued Decree 87/CP and Directive 814/TTg on strengthening management, establishing order and discipline in cultural activities and cultural services, and strongly eliminating severe social evils.

This is a major policy of the State and an important, long-term, and ongoing task for state agencies, economic organizations, and social organizations. With the function and mission of training and nurturing Vietnamese individuals who are intellectually advanced, physically strong, spiritually rich, and morally pure to meet the requirements of industrialization and modernization of the country, the entire Education and Training Sector bears the responsibility to contribute to effectively implementing the above policy of the Government. The Ministry of Education and Training requests the heads of units under the Ministry, Directors of Departments of Education and Training, Principals of schools to promptly implement the following specific tasks:

1. Along with actively participating in local activities, immediately organize extensive propaganda to each educational and training institution about the movement to implement Decree 87/CP and Directive 814/TTg of the Prime Minister. Educational and Training Institutions, universities, colleges, vocational schools, and secondary schools shall organize learning sessions to thoroughly understand the contents of Decree 87/CP; Directive 814/TTg, regulations on circulation and business of cultural products and cultural activities, and government regulations on eliminating social evils (prostitution, drug abuse, gambling...). Each unit shall base itself on the contents of the issued documents to assess and review the situation in their locality and organization, formulate specific work programs with appropriate steps and methods to address violations, creating clear changes at each institution. Particularly for students and trainees, it is necessary to organize detailed exchanges so that they can understand the basic contents mentioned in the above documents and distinguish between cultural products and cultural activities with unhealthy content and those that incite violence, the difference between organizing gambling and gambling behavior, regulations on public cultural activities and service, and administrative penalties in this field.

After studying, schools shall closely cooperate with competent authorities and local governments. Parents' Associations, Youth Unions, and other organizations shall organize all members within their units to exchange and sign commitments to compete in implementing Decree 87/CP and Directive 814/TTg. In the short term, schools shall focus on thoroughly eliminating the following phenomena among students, trainees, and staff of their units:

- Playing cards for money in any form and all behaviors related to organizing gambling and gambling.

- Using, spreading, and storing books, pictures with unhealthy content, tapes, videos, films with pornographic content, toys that incite violence.

- Using foul language and having an uncultured demeanor.

- Living untidily, unhygienically in dormitories and residential areas.

- Using personal "ri đô" in female student dormitories.

- Allowing unauthorized persons to stay in dormitories.

- Cooking in student dormitories.

- Stealing, cheating during exams (copying, taking exams for others, requesting grades...).

- Writing graffiti and posting advertisements and posters without school permission.

- Smoking in classrooms, lecture halls, library reading rooms, and auditoriums.

- Setting off firecrackers, especially during upcoming holidays.

- Drinking alcohol to intoxication, fighting, and inciting fights.

- Behaviors related to injecting drugs, drug addiction, and unhealthy sexual relations.

- Placing altars in collective dormitories of resident students and office spaces.

2. Establish Implementation Committees for Decree 87/CP and Directive 814/TTg at various levels: at the Ministry level by a Deputy Minister, at the grassroots level by the Department Director, and at schools by the Principal personally serving as the head of the committee. Schools shall immediately coordinate with local government organizations and mass organizations within the school to develop action plans with specific steps suitable to their characteristics, with regular inspection and supervision systems, identifying and strictly handling violations. Focus on consolidating and improving dormitory areas, student residences, living and dining arrangements for resident students, reviewing and improving cultural service points, clubs, cultural houses, sports venues, and recreational facilities. Strengthen cultural, artistic, and physical education activities in diverse forms. Increase cultural and sports exchanges between schools and clusters of schools. Invest in purchasing additional newspapers, audio-visual equipment, and sports equipment. Organize cultural and artistic clubs, student cultural houses, consolidate libraries, bookshelves, and increase cultural and artistic publications, especially educational materials on ethics, aesthetics, and humanism. Expand music and art instruction, particularly in kindergartens and primary schools according to the Ministry of Education and Training's prescribed curriculum. Strengthen the organization of tours, travel, and visits to historical sites and traditional revolutionary sites to continuously improve aesthetic standards, nurture good moral qualities and lifestyles, preserve and promote national identity, absorb the finest elements of world culture, and push back and eliminate harmful and reactionary cultures.

Provide maximum material and spiritual conditions for organizations such as the Youth Union, Trade Union, Association, and Team to operate and to play their roles in caring for the material and spiritual lives of members and attracting students to healthy and beneficial activities.

3. The Political Work Department shall coordinate with industry press and mass media to develop plans for concentrated propaganda on the program of activities of the entire sector during this important campaign. Develop special columns to publicize Decree No. 87/CP, regularly organize summaries of experiences, good examples, and weak points for dissemination and learning; take the lead and coordinate with departments at all levels to study and supplement regulations on student work, issue regulations on dormitory students, and organize specialized conferences on student work, particularly dormitory student work. Focus on directing the construction of model dormitory areas in the North, Central, and South regions, preparing conditions for expansion in schools nationwide.

4. Incorporate the results of implementing Directive No. 406/TTg and Decrees No. 36/CP and 87/CP as criteria for evaluating the effectiveness of operations in educational and training institutions.

5. Based on the implementation programs and plans of local party committees and authorities, Departments of Education and Training and schools must promptly develop specific action plans and programs according to the following general schedule:

- Step 1 (From now until before the Lunar New Year): Complete the organization of study sessions and dissemination of Decree No. 87/CP and Directive No. 814/TTg for staff, teachers, and students in units and schools. (In subsequent years, include these contents in the first session of each academic year for students), establish steering committees for implementing Decree No. 87/CP and Directive No. 814/TTg at all levels, departments, and schools, consolidate and strengthen existing organizations such as "Youth Shock Brigades," "Red Flag Youth Teams," and "Self-defense Teams." Organize commitment signing within each unit. Coordinate with relevant agencies and local authorities to inspect and review cultural facilities and services in schools, especially those catering to food and drink where some schools allow staff and outsiders to operate businesses. Begin collecting and destroying unhealthy cultural products, including weapons-like toys that incite violence. Collaborate with Parent-Teacher Associations to encourage students to voluntarily surrender and organize destructions. Eliminate spontaneous clubs, meeting places, book and video rental shops, and unlicensed cafes within school premises. During weekly flag-raising ceremonies or daily internal broadcasts, announce the implementation of Directive No. 406/TTg, Decree No. 36/CP, and Decree No. 87/CP, assess completed tasks, commend exemplary cases, criticize weaknesses, and disseminate the next week's work plan. At the end of Step 1, each unit must conduct a preliminary summary and report to the higher-level steering committee for Decree No. 87/CP and Directive No. 814/TTg so that the Ministry can summarize the entire sector.

Step 2 (From after the Lunar New Year holiday until the end of the 1995-1996 academic year). Continue to direct the resolution of issues mentioned in Section 1, focusing on correcting living conditions for dormitory students. Organize bicycle and motorcycle parking areas, laundry spaces for students to maintain neat, clean, and hygienic dormitories, launch campaigns to build model dormitories with the requirements of being tidy, clean, and civilized. Strengthen security organizations, implement 24-hour campus and dormitory patrols, eliminate unauthorized residents in dormitories. Resolve disorderly stalls and booths within the school area decisively. Strictly enforce bans on selling alcohol and other products containing alcohol.

Complete the establishment of at least one cultural and artistic club in each school. Schools should organize student cultural centers equipped with audiovisual equipment and facilities for cultural and artistic activities.

Repair and improve sports fields and equip additional training tools. AT For schools unable to construct playgrounds due to space constraints, collaborate with partner schools or clusters to regularly organize sports activities for students.

When summarizing the 1995-1996 academic year and after each semester in subsequent years, propose follow-up action plans and report implementation results to the Department and the Ministry.

Successfully implementing this movement must be considered both a significant political task and a condition for creating a healthy educational environment in each school. The Ministry requires heads of units throughout the sector to develop proactive and prompt implementation plans, monitor, urge, and handle issues to contribute to effectively implementing Decree No. 87/CP and Directive No. 814/TTg alongside society.
