Circular No. 01/TT on guiding probationary period regulations and recruitment for teachers trained after the complete liberation of the South

CIRCULAR

CIRCULAR NO. 01/TT OF JANUARY 13, 1977 GUIDING ON THE PROBATION SYSTEM AND RECRUITMENT INTO PERMANENT STAFF FOR TEACHERS TRAINED AFTER THE COMPLETE LIBERATION OF THE SOUTH

To promptly meet the requirements for the development of the education sector in the liberated areas, in recent times, southern provinces and cities have trained a contingent of teachers for secondary schools according to the program prescribed by the Ministry of Education.

Now, the Ministry of Education, with the agreement of the Ministry of Labor (in Circular No. 1729-LĐ/LHCSN dated December 7, 1976), guides the probation system, recruitment into permanent staff, and salary grading for teachers trained after liberation, as follows:

I- OBJECTIVES AND REQUIREMENTS

All teachers who were trained and temporarily recruited after the day of liberation (April 30, 1975) must necessarily undergo a period of professional probation aimed at continuing their study on the Party's educational policies and viewpoints, enhancing their sense of responsibility and organizational discipline, and progressing towards better performance in educational work and teaching.

For educational management agencies and schools, this is a period during which they directly assist and comprehensively evaluate the probationary teacher before officially recruiting them into permanent staff.

II- CONTENT OF PROBATION

During the probation period, the teacher will carry out the following tasks:

1. The teacher must always strive to cultivate themselves in terms of moral character, working style, enthusiastically labor, humbly learn from experienced teachers, actively participate in school construction activities, continuously study and improve to enhance their understanding of the Party's educational policies and viewpoints, and raise their professional and pedagogical expertise.

2. Implement comprehensive educational and teaching work for students: teach in class, be the class advisor, organize and guide students to participate in production labor, social activities, and collective life.

3. Understand and grasp the functions and responsibilities of the school, of organizations, and members within the school; understand the economic, political situation, and customs and traditions of the local area where the school is located.

III- PROBATION PERIOD AND SALARY REGIME DURING AND
AFTER THE PROBATION PERIOD

1. Probation period:

a) For teachers trained after liberation in accordance with the standards specified in Directive No. 221/CT-TW dated June 17, 1975 of the Central Committee Secretariat of the Communist Party, the probation regime shall be applied as stipulated in Decision No. 256/TTg dated July 15, 1975 of the Prime Minister, specifically:

- Teachers graduating from normal high schools, probation for 18 months;

- Teachers graduating from normal colleges, probation for 24 months;

- Teachers graduating from normal universities, probation for 24 months.

b) Specifically for teachers trained by normal schools in provinces and cities after liberation, with shorter training periods than those specified in Directive No. 221-CT/TW, the probation period shall be uniformly applied as follows:

- Primary and secondary teachers graduating from normal high schools (with a cultural level equivalent to graduation from grade 12 of general education or full matriculation obtained through training in normal schools for less than one academic year) probation for 18 months.

- Primary teachers graduating from elementary normal schools (with a cultural level not having completed grade 12 of general education or full matriculation downwards, trained in normal schools for less than one academic year) probation for 9 months (one academic year).

2- Salary regime:

a) During the probation period, teachers will receive 85% of the starting salary of the current teacher's pay grade.

b) After completing the probation period and being officially recognized, teachers will receive 100% of the starting salary:

- 36 dong for primary teachers graduating from elementary normal schools, if before entering normal school had a cultural level of grade 9 of general education (12-year system) or lower, and 40 dong if the cultural level has not completed grade 12 of general education or full matriculation or lower.

- 45 dong for primary and secondary teachers graduating from normal high schools, if the training period is less than 9 months (one academic year) and 50 dong, if the training period is 9 months (one academic year) or more (including students graduating from the 9+3 system).

- 55 dong for secondary teachers graduating from normal colleges.

- 60 dong for tertiary teachers graduating from normal universities.

c) In addition to the salary regime, teachers also enjoy other benefits as prescribed by the State.

IV- ORGANIZATION OF PROBATION, REVIEW FOR OFFICIAL RECOGNITION AND RECRUITMENT INTO STATE STAFF

1. The organization of probation, review, and official recognition for recruitment into state staff for probationary teachers will be implemented according to the provisions of Section IV of Circular No. 33-TT/GD dated November 11, 1976 of the Ministry of Education.

AT here only adds some specific points as follows:

- Regarding the professional and pedagogical qualifications of teachers, the Principal together with the subject department need to organize inspections through several lessons before the end of the probation period. The number of lessons to be inspected should range from 6 to 8 lessons, of which at least two-thirds of the lessons must achieve satisfactory results or above, then the probation result is considered successful. This inspection needs to be conducted gently and must provide time for teachers to prepare thoroughly.

- For very small schools, the Department of Education (for primary and secondary teachers) and the Provincial Department of Education (for tertiary teachers) may dispatch additional professional staff to participate in the Review Board.

2. All teachers who have met the probation requirements must be reviewed for recruitment into state staff if they meet the following criteria:

- Clear background, confirmed by the local authority.

- Have attended post-liberation normal school training programs; voluntarily serve according to national requirements.

- Physically fit to ensure teaching work without deformities or chronic, contagious diseases (confirmed by the state agency).

V- IMPLEMENTATION PROVISIONS

1. All teachers graduating from normal schools established and managed by the Ministry of Education or People's Committees of provinces and cities in the South, graduating from 1975 onwards, are all subject to this circular.

2. Students who do not graduate generally shall not be used; in cases where there is a need to use them, during their period of work, they shall receive 75% of the initial rank salary corresponding to the position for which they were trained. The probationary period shall be calculated from the date of recognition of graduation. The teaching time before graduation may be considered to recognize the completion of the probationary period earlier.

3. In particular cases below, the current regulations shall apply, specifically:

- Primary, secondary, and high school teachers who were recently released and have been teaching for two years or less (as of April 30, 1976) shall continue their probation until the end of the 1976-77 academic year. Afterward, they will be reviewed for formal recognition, recruitment into the establishment, and placement at the initial ranks of the current public school teacher salary scale.

- For students who were still studying in primary and secondary teacher training schools (12+2 system) or had just graduated from such schools on the day of liberation (April 30, 1975), and were temporarily recruited by the revolutionary government to teach thereafter, they must undergo a 18-month probationary period. Upon completion of this period, if they meet the requirements, they will be placed at the initial rank of primary and secondary school teachers who have graduated from normal schools (45 dong or 50 dong).

4. As of the date of issuance of this circular (the date of issuance of this circular), for teachers who have completed or exceeded the specified probationary period, the Departments of Education shall proceed with the necessary procedures to review and recognize the completion of the probationary period, recruit into the establishment, and receive 100% of the initial rank salary from the date of signing this circular.
