To implement Decree No. 193/HDBT of June 19, 1991, issued by the Council of Ministers, the National Population and Family Planning Committee was tasked with coordinating with relevant departments to manage and allocate funds for population and family planning work. JOINT CIRCULAR
Central funds supporting family planning services at the local level shall be distributed based on the agreed distribution plan between the National Population and Family Planning Committee and the Ministry of Health. Each quarter, the Ministry of Finance will directly allocate these funds to the Provincial Departments of Finance and Prices through the State Treasury system into account 936 "Central budget entrusted funds" of the Provincial Departments of Finance and Prices. The Provincial Departments of Finance and Prices will then allocate family planning service funds to the Provincial Health Departments (in addition to local funds) under Chapter 99, Category 13, Item 01, Sub-item 4.

Local budget funds for population and family planning work include all expenditures for the management machinery of the local Population and Family Planning Committees such as salaries, allowances, hardship subsidies, administrative expenses, travel expenses, etc., and other operational expenses according to local requirements such as training, propaganda...
For population funds (communication, training, instruction...), in the short term for the year 1992, the National Population and Family Planning Committee will continue to directly support central and local agencies to carry out tasks according to specific programs and objectives as stipulated in Circular No. 133/TT-LB dated April 17, 1991.
Section II, Point 5: Amended as follows:
5.1 Each quarter and annually, the Population and Family Planning Committee and the Provincial Health Departments (for family planning service support funds) are responsible for preparing final reports on all central funds allocated to localities, which must be submitted to the National Population and Family Planning Committee and the Ministry of Finance according to the unit budget accounting regulations (Decision No. 257/TC/CĐKT dated June 1, 1990 of the Ministry of Finance) after being reviewed and confirmed by the Provincial Departments of Finance and Prices.
5.2 For central agencies receiving support funds from the National Population and Family Planning Committee, quarterly and annual settlements should be made with the National Population and Family Planning Committee and the Ministry of Finance.
This circular takes effect from the date of issuance. Provisions of Circular No. 133/TT-LB TC-UB dated April 17, 1991 that have not been supplemented or amended in this circular remain in force.
During implementation, if there are difficulties or obstacles, please report them to the joint ministries for appropriate amendments.
