DECREE
Regulations on financial support for tuition fees and living expenses for student teachers
Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government stipulates regulations on financial support for tuition fees and living expenses for student teachers, which took effect from November 15, 2020, amended and supplemented by:
Decree No. 60/2025/NĐ-CP dated March 3, 2025 of the Government amends and supplements certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government stipulating regulations on financial support for tuition fees and living expenses for student teachers, which took effect from April 20, 2025.
Pursuant to the Law on Government Organization dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Government Organization and the Law on Local Administration dated November 22, 2019;
Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;
Pursuant to the Law on Public Servants dated November 15, 2010; the Law Amending and Supplementing Certain Provisions of the Law on Civil Servants and the Law on Public Servants;
Pursuant to the State Budget Law dated June 25, 2015;
At the proposal of the Minister of Education and Training;
The Government promulgates the Decree stipulating regulations on financial support for tuition fees and living expenses for student teachers.[1]
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1.[2] This Decree stipulates regulations on financial support for tuition fees and living expenses for students studying teacher training programs at universities, academies, colleges authorized to train teachers (hereinafter referred to collectively as teacher training institutions).
2. This Decree applies to:
a) Students studying bachelor's and associate degree programs in teacher training fields through regular education, direct transfer regular education, and second-degree students studying bachelor's and associate degree programs in teacher training fields with first-degree academic performance classified as excellent (hereinafter referred to collectively as student teachers).
b)[3] Provincial People's Committees (hereinafter referred to collectively as provincial-level People's Committees), teacher training institutions, and relevant agencies, organizations, and individuals.
3. This Decree does not apply to teachers sent for training and upgrading to meet the required qualifications as prescribed in Decree No. 71/2020/NĐ-CP dated June 30, 2020 of the Government stipulating the roadmap for implementing the upgrade of qualification requirements for kindergarten, primary school, and lower secondary school teachers.
Article 2. Interpretation of Terms
In this Decree, the following terms are understood as follows:
1. The number of months rounded when calculating working time in the education sector shall be determined as follows: a month is counted if there are 15 days or more working days in that month.
2. After graduation, student teachers work in the education sector, including:
a) Teachers, lecturers performing teaching, research, or professional duties, and civil servants engaged in management work in educational institutions under the national education system, other educational institutions permitted to be established by competent authorities, and scientific research agencies related to education and training;
b) Civil servants and public servants working in state management agencies regarding education as prescribed by the Decree stipulating responsibilities for state management of education.
3. The authority to confirm working time in the education sector is the head of agencies and units specified in Clause 2 of this Article.
Article 3. Determination of the need for teacher training and methods of implementing support for student teachers[4]
1. Determination of the need for teacher training
a) Before June 15 each year, the provincial-level People's Committee sends the local demand for teacher training according to each level, grade, field, and subject for the next enrollment year to the Ministry of Education and Training using Model No. 03 attached to this Decree, and simultaneously publishes it on information and communication media;
b) Before June 30 each year, based on the local demand for teacher recruitment according to each level, grade, and training field, the quality assurance conditions, and the training capacity of teacher training institutions, the Ministry of Education and Training determines and announces the admission quota for the next year to teacher training institutions;
c) Based on the quota announced by the Ministry of Education and Training, teacher training institutions widely publish the quota on the Ministry of Education and Training's official website and their own websites before July 5 each year.
2. Methods of implementing support for student teachers
a) Based on the quotas announced by teacher training institutions, ministries, sectors, and localities implement financial support policies for student teachers' tuition fees and living expenses through budget allocation according to fiscal decentralization; in cases where localities have a need for teachers and wish to implement through assignment tasks or ordering, they assign teacher training tasks to subordinate teacher training institutions or order teacher training from teacher training institutions;
b) The decision to assign tasks and contracts for teacher training between the assigning agency and teacher training institutions must be based on the demand and annual teacher training plan, consistent with the roadmap for the development of education and training, and the annual and long-term plans for training the teaching workforce of the locality;
c) The unit price for assigning tasks and ordering teacher training is determined according to Article 4 of Decree 116;
d) Other regulations on assigning tasks and ordering not specifically provided for in Decree 116 and this Decree shall be implemented according to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering, or bidding for the provision of public products and services funded by the State budget.
Chapter II
POLICIES FOR FINANCIAL SUPPORT FOR TUITION FEES AND LIVING EXPENSES AND REIMBURSEMENT OF SUPPORT COSTS
Article 4. Level of support and duration of support
1. Level of support:
a) Student teachers shall be supported by the State with funds for tuition fees at the level of tuition fees charged by the teacher training institution where they study;
b) Student teachers shall be supported by the State with VND 3,630,000 per month to cover living expenses during their study period at school.
2. The duration of support for tuition fees and living expenses shall be determined based on the actual number of months of study at school as stipulated, but not exceeding 10 months per academic year. In cases where credit-based teaching systems are implemented, teacher training institutions may adjust the level of support to align with the credit system. The total amount of support funding for the entire course under the credit system shall not exceed the amount specified for the course under the annual system.
Article 5. Budget preparation, source of funds, and payment of support policies for student teachers[5]
1. Preparing budgets
a) The State budget funds for implementing the policy of supporting tuition fees and living expenses for student teachers shall be carried out in accordance with the provisions of the State Budget Law, guiding documents of the State Budget Law, relevant laws, and this Decree;
b) For teacher training institutions: Annually, based on the number of student teachers currently benefiting from the policy of supporting tuition fees and living expenses at the institution and the enrollment quota announced by the Ministry of Education and Training for the following year (after deducting the assigned quotas), the teacher training institution shall prepare the budget and submit it to the higher authority for consolidation and report to the competent financial authority to allocate the budget according to the State Budget Law;
c) For agencies assigning tasks and placing orders: Based on the support standards prescribed in Article 4 of Decree No. 116, annually, the agency placing orders and assigning tasks shall prepare the budget for training student teachers simultaneously with the annual budget preparation and consolidate it within the unit's budget, reporting to the competent authority for approval of the budget to pay the support for tuition fees and living expenses for student teachers through the teacher training institution.
2. Source of funds and payment of support policies for student teachers
a) Funds for supporting tuition fees and living expenses for student teachers shall be allocated in the annual State budget for education and training at ministries, sectors, and localities as prescribed and provided to teacher training institutions in the form of budget allocation as stipulated;
In cases where localities implement the assignment of tasks and placement of orders for training student teachers, the locality shall allocate from its local budget to pay the teacher training institution for the support funds for tuition fees and living expenses for student teachers;
b) After receiving the support funds from the competent authority, the teacher training institution shall be responsible for transferring the support funds for living expenses into the student teachers' bank accounts before the 15th day of each month.
3. Implementation of the budget and settlement of funds for the policy of supporting tuition fees and living expenses for student teachers as stipulated in this Decree shall be carried out in accordance with the State Budget Law and guiding documents.
4. The funds for implementing the policy in this Decree shall be balanced in the annual State budget expenditure according to the current administrative division management levels. The central budget will support the local budget to implement the policy according to the principle of targeted support from the central budget to the local budget for implementing social welfare policies issued and applied for each period by the competent authority.
Article 6. Compensation for Support Funding
1. The subjects required to compensate for support funding for tuition fees and living expenses include:
a) Student teachers who have enjoyed the policy and do not work in the education sector within two years from the date of the decision recognizing graduation;
b) Student teachers who have enjoyed the policy and work in the education sector but do not meet the working period stipulated in point a, Clause 2 of this Article;
c) Student teachers who enjoy the policy during their training period and switch to another training program, withdraw from studies on their own initiative, fail to complete the training program, or are disciplined with compulsory withdrawal from studies.
2. The subjects not required to compensate for support funding for tuition fees and living expenses include:
a) Within two years from the date of the decision recognizing graduation, student teachers working in the education sector and having a minimum working period twice the length of the training period starting from the date of recruitment;
b) After graduation, student teachers working in the education sector but not meeting the requirements stipulated in point a, Clause 2 of this Article and being redeployed to work outside the education sector by competent state authorities;
c)[6] After graduation, if student teachers are accepted to work in the education sector and continue to be assigned by the recruiting agency to further teacher training programs and continue working in the education sector for the time stipulated in point a, Clause 2 of Decree No. 116.
3. Student teachers who temporarily suspend their studies or are temporarily suspended from studies will not enjoy the support policy during the suspension period.
4. Student teachers who stop studying due to illness, accidents, retake courses, repeat a year (no more than once), or stop studying for other reasons not due to disciplinary actions or voluntary withdrawal, if approved by the teacher training institution to continue their studies according to regulations, will continue to enjoy the support policy stipulated in this Decree but the duration of enjoyment shall not exceed the maximum time allowed to complete the training program.
Article 7. Procedures for Registering for Tuition Fee and Living Expense Support
1.[7] Annually, based on the quota announced by the Ministry of Education and Training, the teacher training institution notifies successful candidates in teacher training programs to register for tuition fee and living expense support; publicly announces the number and list of successful students on the Ministry of Education and Training's website and the teacher training institution's website for localities to register tasks and orders for training student teachers.
2. Within thirty days from the date of receiving the admission notice, student teachers submit the Application for Support and Commitment to Compensate Tuition Fees and Living Expenses to the teacher training institution (Form No. 01 attached to this Decree) in person, by mail, or online (if available).
Students only need to submit one application file for the initial request for support throughout their study period at the teacher training institution.
3. Teacher training institutions compile and notify localities that have assigned tasks and placed orders[8] to uniformly consider support for student teachers who are the subjects of assigned tasks and placed orders.[9].
The task assignment and order placement agencies[10] establish criteria for selecting admitted student teachers, cooperate with teacher training institutions to ensure fair, transparent, and open selection processes.
5. Within fifteen days from the end of the registration period, the teacher training institution coordinates with the task assignment and order placement agencies[11] to confirm and notify student teachers who are eligible for support policies under the assigned tasks and orders[12] and review the eligibility of student teachers for support policies within the quota announced by the Ministry of Education and Training and those not covered by the orders.
6.[13] The list of student teachers eligible for support for tuition fees and living expenses and the list of student teachers under the assigned tasks and orders of localities are published on the local government's website and the teacher training institution's website no later than five working days after completing the review process, sent to the task assignment and order placement agencies for implementation, and simultaneously sent to higher-level agencies for monitoring.
Article 8. Compensation costs and calculation of compensation costs
1. Compensation costs include the budget funds supporting tuition fees and living expenses that have been supported by the state budget for students.
2. Student teachers who fall under the categories specified in points a and c, Clause 1, Article 6 of this Decree must fully compensate all funds supported by the state budget.
3. Student teachers who fall under the category specified in point b, Clause 1, Article 6 of this Decree must partially compensate the supported funds. The calculation of compensation costs follows the formula below:
S = (F / T1) x (T1 - T2)
Where:
- S is the compensation cost;
- F is the amount of tuition fees and living expenses supported by the state;
- T1 is the total time working in the education sector as stipulated, calculated in months rounded off;
- T2 is the time already worked in the education sector, calculated in months rounded off.
Article 9. Recovery of Supported Funds[14]
1. Annually, based on the results of training and study of student teachers, the teacher training institution shall notify the list of students falling under the category specified in point c, Clause 1, Article 6 of Decree No. 116 to the People's Committee of the province where the student resides or the agency assigning tasks, placing orders to notify the recovery of supported funds for student teachers according to Clause 2, Article 8 of Decree No. 116.
2. For student teachers receiving supported funds through the budget allocation method who must compensate funds according to Clause 1, Article 6 of Decree No. 116, before December 30 each year, based on the Certificate of Working Time in the Education Sector as stipulated in Model No. 02 attached to Decree No. 116 of student teachers, the People's Committee of the province where the student resides shall review, monitor, guide, issue a notice to recover supported funds so that student teachers can fulfill their obligation to pay back the full amount of compensation according to Article 8 of Decree No. 116 and this Decree.
3. For student teachers receiving supported funds through the assignment of tasks method who must compensate funds according to Clause 1, Article 6 of Decree No. 116, the agency assigning tasks shall monitor, guide, and issue a notice to recover supported funds so that student teachers can fulfill their obligation to pay back the full amount of compensation according to Article 8 of Decree No. 116 and this Decree.
Within thirty days from the date of receipt of the notice from the competent authority, students who are required to compensate supported funds must contact the authority issuing the notice to recover compensation funds to complete the procedures for compensating supported funds.
The maximum period for fulfilling the obligation to compensate supported funds is four years, starting from the day when student teachers receive the notice to compensate supported funds.
During the period for fulfilling the obligation to compensate supported funds, students shall pay the compensation to the teacher training institution or the agency assigning tasks (for students under the task assignment category) as stipulated.
In case students fail to fulfill the obligation to compensate beyond the prescribed period, they must bear the maximum interest rate applicable to non-fixed-term deposits as stipulated by the State Bank of Vietnam for the overdue compensation amount. If the State Bank does not stipulate the maximum interest rate applicable to non-fixed-term deposits, they must bear the interest rate applicable to non-fixed-term deposits of VietinBank at the time of fulfilling the obligation to compensate.
5. Student teachers who must compensate supported funds according to Clause 1, Article 6 of Decree No. 116, if recognized by the competent authority as having a labor capacity reduction of 61% or more or death, will be exempted from compensation; if they enjoy policies of tuition fee exemption or reduction as stipulated by the Government, they will be exempted or reduced the level of compensation for supported funds for tuition fees accordingly. Based on the specific conditions of student teachers, the People's Committee of the province where the student resides shall decide to exempt, reduce, or cancel the compensation funds for student teachers under policy categories.
6. Within five working days from the date of receipt of the compensation funds from student teachers,, the teacher training institution, the agency assigning tasks shall remit the funds to the state budget according to Decree No. 11/2020/NĐ-CP dated January 20, 2020 of the Government on administrative procedures under the Treasury Department.
7. If student teachers do not fulfill the obligation to compensate, the competent authority monitoring, guiding, and issuing notices to recover funds has the right to initiate legal proceedings against them according to the law.
Chapter III
IMPLEMENTATION
Article 10. Responsibilities of Ministries and Sectors
1. Ministry of Education and Training:
a) Take the lead and coordinate with relevant ministries and sectors to direct and guide localities in implementing the contents prescribed in this Decree;
b) Determine and announce enrollment quotas for teacher training programs for teacher training institutions;
c) Organize inspections and evaluations of the implementation of this Decree by teacher training institutions as prescribed;
d) Direct teacher training institutions to cooperate with provincial People's Committees and relevant ministries and sectors to effectively implement support policies for student teachers.
2. Relevant ministries and sectors: Within their assigned functions and tasks, coordinate with the Ministry of Education and Training to implement the contents prescribed in this Decree.
3.[15] The Ministry of Finance:
Aggregate and submit to the competent authority for the allocation of funds to implement the support policy for student teachers' tuition fees and living expenses as prescribed in this Decree according to budget management levels.
Article 11. Responsibilities of the People's Committee of the Province[16]
1. Allocate the budget to promptly implement the support policy for student teachers' tuition fees and living expenses as prescribed in Decree No. 116 and this Decree; establish criteria for selecting student teachers that meet the demand.
2. Publicize the demand for teacher training, the results of assigning tasks and placing orders with teacher training institutions, recruitment plans, and job placement plans in educational institutions.
3. Pay the costs to implement decisions on assigning tasks and teacher training contracts with teacher training institutions in accordance with the stipulated standards set forth in Article 4 of Decree No. 116.
4. Direct and guide the implementation of the support policy for student teachers as prescribed in Decree No. 116 and this Decree at the local level; inspect and supervise the implementation and report the implementation situation annually to this Article which has been amended according to Clause 9, Article 1 of the Decree issued by the Ministry of Education and Training, the Ministry of Finance.
5. Implement or delegate the implementation of the recruitment of graduating student teachers and appropriate job placements in educational institutions according to current regulations on recruitment and use of civil servants.
6. Guide procedures for monitoring, urging, and issuing notices to recover the subsidized costs for student teachers' tuition fees and living expenses who reside in the locality and are required to repay as prescribed in Clause 1, Article 6 of Decree No. 116 using Form No. 04 attached as an appendix to this Decree, and handle cases where repayment is not carried out in accordance with the law.
7. Before January 31 each year, submit statistical data of the previous year directly or through postal service to the Ministry of Education and Training, the Ministry of Finance regarding the subsidized costs for student teachers' tuition fees and living expenses, and the recovery costs of student teachers as prescribed in Clause 1, Article 6 of Decree No. 116 using Form No. 05 attached as an appendix to this Decree. The reporting data period is from January 1 to December 31 of the previous year.
8. Develop the budget estimate for implementing the support policy prescribed in this Decree and Decree No. 116, aggregate it into the annual local budget plan and submit it to the Ministry of Finance for consolidation and submission to the competent authority for approval.
9. Guide the agencies responsible for assigning tasks and placing orders for teacher training to pay the recovery costs into the state treasury for student teachers under the task assignment and order placement scheme that requires cost recovery.
Article 12. Responsibilities of Teacher Training Institutions
1. Based on the training quota announced, carry out student recruitment and teacher training in accordance with current regulations.
2. Fully implement all policies for student teachers as stipulated.
3.[17] Annually report to the provincial People's Committee where student teachers are registered, the agency that assigns tasks and orders training, the academic performance, discipline, graduation time of student teachers, list of graduated students, list of students currently enrolled at the school who must compensate for the support funds for tuition fees and living expenses as provided for in Clause 1, Article 6 of Decree 116, the source of funding, amount of support, and amount of compensation for tuition fees and living expenses for each student.
4. Have the responsibility to publicly announce tuition fees for each academic year and the estimated total tuition fees for the entire course, training costs, exit standards, academic results, organize the selection and implementation of teacher training according to the method of assigning tasks and ordering training for localities in need as prescribed.[18] with localities in need as prescribed.
5. Implement settlement of training costs for teachers in accordance with regulations.
6. Ensure the quality of training and be responsible to higher-level management agencies for the quality of training implemented by the unit.
7. Annually report the results of training and teacher training support funds to the Ministry of Education and Training and the Ministry of Finance.
8.[19] Implement the repayment of compensation funds into the state treasury for student teachers according to the budget allocation method for those required to repay the support funds.
Article 13. Responsibilities of Individuals Receiving Support Policies for Tuition Fees and Living Expenses[20]
1. Adhere to laws and internal regulations of teacher training institutions; complete the training program as prescribed.
2. After receiving the decision recognizing graduation, annually before December 31 of the following year until the year when they are no longer required to fulfill the obligation to repay the support funds as provided for in point a, Clause 2, Article 6 of Decree 116, report their employment status according to Model 02 Appendix issued along with Decree 116 to the provincial People's Committee (the supervising, guiding, and announcing recovery of funds agency) where the student usually resides or the agency that assigns tasks and orders training for students under the task assignment and training order system to notify the cancellation or recovery of the support fund.
3. Student teachers subject to Clause 1, Article 6 of Decree 116 have the responsibility to repay the support funds received in accordance with this Decree to the teacher training institution or the agency that orders training, assigns tasks (for students under the task assignment and training order system) to repay the state budget through the Treasury system.
4. Student teachers who apply for support for tuition fees and living expenses have the responsibility to submit a request for benefits and a commitment to repay tuition fees and living expenses to the teacher training institution or the agency that assigns tasks and orders training according to Model 01 Appendix issued along with this Decree.
5. Student teachers required to repay the support funds have the responsibility to send copies of payment receipts for the repayment of support funds to the competent authority issuing the announcement to recover the support funds for monitoring, reporting, and confirming the fulfillment of obligations.
Chapter IV
IMPLEMENTING PROVISIONS[21]
Article 14. Transitional Provisions
Student teachers who were admitted and trained from the 2020-2021 academic year onwards shall continue to comply with the provisions of Article 6 of Decree No. 86/2015/NĐ-CP dated October 2, 2015 of the Government on mechanisms for collecting and managing tuition fees for educational institutions within the national education system and policies for exemption, reduction of tuition fees, and support for living expenses from the 2015-2016 academic year to the 2020-2021 academic year until graduation.
Article 15. Effectiveness and Responsibility for Implementation
1. This Decree takes effect from November 15, 2020 and applies starting from the enrollment batch of the 2021-2022 academic year.
2. Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees, municipalities directly under the Central Government, and related agencies and organizations are responsible for implementing this Decree./.

I have carefully studied the regulations on policies supporting tuition fees and living expenses for student teachers as stipulated in Decree No. 116/2020/NĐ-CP dated September 25, 2020 on policies supporting tuition fees and living expenses for student teachers (Decree No. 116/2020/NĐ-CP) and Decree No. 60/2025/NĐ-CP dated March 3, 2025 of the Government amending and supplementing some articles of Decree No. 116/2020/NĐ-CP.
I hereby apply to enjoy the policy of supporting tuition fees and living expenses for student teachers.
I hereby commit to implement the provisions regarding the policy of compensating support funds as stipulated in Decree No. 116/2020/NĐ-CP and Decree No. 60/2025/NĐ-CP dated March 3, 2025 of the Government amending and supplementing some articles of Decree No. 116/2020/NĐ-CP.
In case of violation of the provisions in Clause 1, Article 6 of Decree No. 116/2020/NĐ-CP, I hereby commit to repay the received support funds for tuition fees and living expenses in accordance with the provisions of the Decree and current laws.

1. Implement the repayment of the subsidized tuition fees and living expenses to the teacher training institution or the agency placing orders and assigning tasks (for students under the order and assignment method) in accordance with Clause 11, Article 1 of Decree No. 60/2025/NĐ-CP dated March 3, 2025 of the Government on amending and supplementing some articles of Decree 116.
2. Send a copy of the payment receipt to the provincial People's Committee where the student has permanent residence for monitoring, reporting, and confirming completion of the obligation.

[1] Decree No. 60/2025/NĐ-CP amending and supplementing some articles of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting tuition fees and living expenses for student teachers is based on the following grounds:
"Pursuant to the Law on the Organization of the Government dated February 18, 2025;"
Pursuant to the Law on Organization of Local Administration dated February 19, 2025;
Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;
Pursuant to the Law on Public Servants dated November 15, 2010; the Law Amending and Supplementing Certain Provisions of the Law on Civil Servants and the Law on Public Servants;
Pursuant to the State Budget Law dated June 25, 2015;
At the proposal of the Minister of Education and Training;
THE GOVERNMENT ISSUES THE DECREE AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF DECREE NO. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting tuition fees and living expenses for student teachers.”
[2] This clause was amended pursuant to Clause 1, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing some articles of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting tuition fees and living expenses for student teachers, which took effect from April 20, 2025.
[3] This point was amended pursuant to Clause 2, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing some articles of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting tuition fees and living expenses for student teachers, which took effect from April 20, 2025.
[4] This provision is amended pursuant to Clause 3, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.

[6] This point is amended pursuant to Clause 5, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.

[17] This clause is amended pursuant to Clause 10, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.

[19] This clause is added pursuant to Clause 10, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[20] This is added pursuant to Clause 11, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[21] Articles 2 and 3 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025, are stipulated as follows:
"Article 2. Transitional Provisions
1. The central budget will support local budgets in implementing the policy of supporting student teachers from the academic year 2021-2022 to the end of the academic year 2024-2025 according to the principle of targeted support from the central budget to local budgets for implementing social welfare policies issued by competent authorities applicable for each period.
2. For localities that have signed contracts with training institutions to implement the training of student teachers through bidding procedures, they shall continue to implement according to the signed contracts.
3. Abolish the phrase “or bidding” in Clause 3, 4, 5, Article 7, and Clause 4, Article 12 of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers.
Article 3. Implementation Provisions
1. This Decree takes effect from April 20, 2025 and applies starting from the academic year 2025-2026.
2. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and related agencies are responsible for implementing this Decree." The People's Committee of the province, centrally governed city, and related agencies are responsible for implementing this Decree.
[22] This model is amended pursuant to Point a, Clause 12, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[23] This model is added pursuant to Point b, Clause 12, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[24] This model is added pursuant to Point b, Clause 12, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[25] This model is added pursuant to Point b, Clause 12, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
[26] This model is amended pursuant to Point a, Clause 12, Article 1 of Decree No. 60/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 116/2020/NĐ-CP dated September 25, 2020 of the Government on policies supporting payment of tuition fees and living expenses for student teachers, which takes effect from April 20, 2025.
