CIRCULAR
Regulations on Registration of Inland Waterway Vessels
Circular No. 75/2014/TT-BGTVT dated December 19, 2014, issued by the Minister of Transport regarding the registration of inland waterway vessels, which took effect from February 15, 2015, has been amended and supplemented by:
1. Circular No. 35/2020/TT-BGTVT dated December 23, 2020, issued by the Minister of Transport to amend and supplement certain articles of circulars governing periodic reporting systems in the field of inland waterway transport, effective from February 15, 2021;
2. Circular No. 60/2024/TT-BGTVT dated December 17, 2024, issued by the Minister of Transport to amend and supplement certain articles of circulars governing the registration of inland waterway vessels and regulations on examination, testing, issuance, reissuance, and conversion of certificates of professional competence for crew members of inland waterway vessels, effective from March 1, 2025.
Pursuant to the Law on Inland Waterway Traffic
Based on the Law amending and supplementing certain provisions of the Law on Inland Waterway Transport;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Transport and the Director of the Vietnam Inland Waterway Administration;
The Minister of Transport issues this Circular on the registration of inland waterway vessels[1].
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates procedures for registering inland waterway vessels and organizing the registration of such vessels.
2. This Circular applies to organizations and individuals related to the registration of inland waterway vessels.
3. Inland waterway vessels owned by organizations and individuals that are put into operation on inland waterways must be registered in accordance with the provisions of this Circular, except for primitive vessels with a total load capacity under 01 ton or carrying capacity under 05 persons or rafts.
4. This Circular does not apply to the registration of the following types of vessels:
a) Vessels performing defense and security duties;
b) Fishing boats;
c) Sports and recreational vessels.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. are vessels specifically used for fishing, aquaculture, and seafood processing. These are specialized vessels used for exploiting, breeding, and processing aquatic products.
2. Sports and recreational vessels These are specialized vessels used for training, sports competitions, and recreational activities.
3. Vehicle Owner These are organizations or individuals owning vessels.
4. Modification of technical characteristics of vessels This refers to changes in the structure, dimensions, power, load capacity, or function and operational area of the vessel.
5. Unoperational vessels These are newly built or imported vessels that have not yet been put into operation on inland waterways.
Chapter II. REGISTRATION OF INLAND WATERWAY VESSELS
Article 3. Registration of Vessels
1. Vessels meeting the required documentation as prescribed will be registered in the Register of Inland Waterway Vessels by the competent registration authority specified in Article 8 of this Circular and will be issued a Certificate of Registration of Inland Waterway Vessel.
2. In cases where the owner of the vessel is an individual without permanent residence registration but has temporary residence registration at the locality, the registration of the vessel shall be carried out as if there were permanent residence registration.
3. Vessels must be re-registered in the following circumstances:
a) Transfer of ownership;
b) Change of name or technical characteristics;
c) The domicile or place of permanent residence of the vessel owner moves to another district-level administrative unit;
d) Transfer from another registration authority to the inland waterway vessel registration authority.
4. Certificate of Registration of Inland Waterway Vessel.
a) Certificate of Registration of Inland Waterway Vessel as prescribed in Model No. 1 - Appendix I attached to this Circular;
b) Reissued Certificate of Registration of Inland Waterway Vessel when lost or damaged, provided that the required documentation as stipulated in Article 17 of this Circular is complete.
Article 4. Cancellation of Vehicle Registration
The cancellation of vehicle registration shall be applied in the following cases:
1. The vehicle is missing.
2. The vehicle is destroyed.
3. The vehicle is no longer capable of being restored.
4. Transfer of ownership of the vehicle.
5. Change of registration authority for the vehicle.
6. At the request of the vehicle owner.
Article 5. Name of the Vehicle
1. In addition to the vehicle registration number issued by the registration authority, the vehicle may have a specific name.
2. The name of the vehicle is set by the owner but must not duplicate the name of inland waterway vessels already registered in the Register of Inland Waterway Vessels of the registration authority. If the name is derived from historical figures or events in Vietnam, the owner must comply with the provisions of the law on culture.
Article 6. Registration Number and Marking of the Registration Number on the Vehicle
1. The vehicle registration number consists of two groups, a letter group and a number group.
a) Letter Group: Consists of letters as prescribed in Appendix II attached hereto.
b) Number Group: Consists of four digits numbered sequentially from 0001 to 9999; localities with more than 10,000 vehicles will use a five-digit number group after exhausting the four-digit number group; the number group is placed behind the letters as prescribed in Appendix II attached hereto.
2. The size of the letters and numbers marked on the vehicle is specified as follows:
a) Minimum height: 200 mm;
b) Minimum width of the stroke: 30 mm;
c) Distance between letters or numbers: 30 mm.
3. The color of the letters and numbers when marked must be different from the background color.
4. Position of marking the vehicle registration number:
a) The vehicle registration number must be marked at places that are not obstructed on the left side, right side, and front of the cabin of the vehicle;
b) In the case where the vehicle does not have a cabin, it shall be marked on the sides of the dry hull at both ends of the bow of the vehicle;
c) In the case where the vehicle does not have a cabin and the height of the dry hull is insufficient to mark the registration number according to the regulations, the size can be reduced when marking but must be marked at the most visible location;
d) In the case of passenger-carrying vehicles with a capacity of over 12 people, in addition to marking the registration number, the permitted number of passengers must also be posted above the registration number of the vehicle.
Article 7. Contents of the Register of Inland Waterway Vessels
The Register of Inland Waterway Vessels contains the following contents:
1. Serial number, registration number.
2. Name of the vessel, date of issuance.
3. Name and address of the vessel owner.
4. Class of the vessel, purpose, year of construction and place of construction.
5. Design length, maximum length.
6. Design width, maximum width.
7. Hull height, draft.
8. Dry hull, hull material.
9. Quantity, type, and power of main engines.
10. Gross tonnage, towing force, pushing force, number of persons allowed to be carried.

Article 8. Registration Authority
1. The Vietnam Inland Waterways Administration and regional Inland Waterways Management Branches organize and implement the registration of vessels carrying the VR-SB class for organizations and individuals.
2. Provincial Departments of Transport under centrally governed cities implement the registration of vessels carrying the VR-SB class, non-motorized vessels with a gross tonnage of over 15 tons, motorized vessels with a total power of the main engine over 15 horsepower, and vessels with a carrying capacity of over 12 people of organizations and individuals whose headquarters or permanent residence registration is located in that province or centrally governed city.
3. County-level traffic management authorities implement the registration of motorized vessels with a total power of the main engine from 5 to 15 horsepower or a carrying capacity from 5 to 12 people of organizations and individuals whose headquarters or permanent residence registration is located within their jurisdiction.
4. Commune level[3]:
a) Implement the registration of non-motorized vessels with a gross tonnage from 1 to 15 tons or a carrying capacity from 5 to 12 people, motorized vessels with a main engine power below 5 horsepower or a carrying capacity below 5 people of organizations and individuals whose headquarters or permanent residence registration is located within their jurisdiction;
b) Organize management of primitive vessels with a gross tonnage below 1 ton or a carrying capacity below 5 people or rafts when operating on inland waterways must ensure safety conditions as prescribed.
5. The registration authority prescribed in Clause 2 of this Article shall organize and implement the registration of vessels prescribed in Clauses 3 and 4 of this Article; the registration authority prescribed in Clause 3 of this Article shall organize and implement the registration of vessels prescribed in Clause 4 of this Article.
Article 9. Printing and Management of the Draft Certificate of Registration for Vessels[4]
The Vietnam Inland Waterway Administration, provincial Departments of Transport under the central government shall be responsible for printing, managing, using, and issuing the draft Certificate of Registration for inland waterway vessels.
Chapter III. PROCEDURE FOR ISSUING THE CERTIFICATE OF REGISTRATION
Article 10. Initial registration for vessels not yet in operation on inland waterways
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[5] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) The application form for registering inland waterway vessels as stipulated in Form No. 2 - Appendix I issued together with this Circular;
b)[6] (Repealed)
c) Receipt of stamp duty payment (original or certified copy or electronically certified copy from the original or electronically certified copy issued from the original record)[7]for vessels subject to stamp duty payment;
d) Declaration of safety conditions of inland waterway vessels as stipulated in Form No. 3 - Appendix I issued together with this Circular for vessels not subject to inspection;
2. Presenting or sending[8] original or certified copy or electronically certified copy from the original or electronically certified copy issued from the original record[9] the following types of documents for the vessel registration authority to check:
a) Safety and technical inspection certificate of the vessel still valid for vessels subject to inspection;
b) Import permit or import declaration for vessels imported in accordance with the law;
c) Purchase and sale contract or new construction contract for vessels subject to inspection;
d) Documents proving permission to operate and having a registered office in Vietnam for foreign organizations or documents proving permission to reside in Vietnam for foreign individuals;
đ) Financial lease contract for cases where a financial leasing organization requests registration of the vessel at the place of permanent residence or temporary residence of the lessee.
3. In cases where the vessel owner is a newly-built, converted, repaired, and restored vessel operating entity permitted by law when registering, there is no need to present or send[10] the documents specified in point c, Clause 2 of this Article.
4. The vessel registration authority shall handle the dossier as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[11] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[12] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 11. Initial registration for inland waterway vessels currently in operation
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[13] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A vessel registration application form in accordance with Form No. 4 - Appendix I issued together with this Circular;
b)[14] (Repealed)
c) Receipt of stamp duty payment (original or certified copy or electronically certified copy from the original or electronically certified copy issued from the original record)[15]for vessels subject to stamp duty payment;
d) Declaration of safety conditions of inland waterway vessels as stipulated in Form No. 3 - Appendix I issued together with this Circular for vessels not subject to inspection;
2. Presenting or sending[16] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[17] the following types of documents for the vessel registration authority to check:
a) Safety and technical inspection certificate of the vessel still valid for vessels subject to inspection;
b) Financial lease contract for cases where a financial leasing organization requests to register the vessel at the place of permanent residence or temporary residence of the lessee.
3. For vessels currently in operation before January 1, 2005, implement in accordance with the provisions of Clause 1 and Clause 2 of this Article.
4. For vessels newly built domestically after January 1, 2005, in addition to implementing in accordance with the provisions of Clause 1 and Clause 2 of this Article, the vessel owner must present or send[18] additionally original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[19] of the vessel purchase contract or new construction contract for vessels subject to inspection for the vessel registration authority to review, except in cases where the vessel owner is a new construction, conversion, repair, and restoration facility permitted to operate under the law.
5. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[20] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[21] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 12. Re-registration of vessels when transferring from another registration authority to an inland waterway vessel registration authority
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[22] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A vessel registration application form in accordance with Form No. 5 - Appendix I issued together with this Circular;
b)[23] (Repealed)
c)[24] (Repealed)
d) Receipt of stamp duty (original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[25]) for cases where ownership rights are transferred and the vessel is subject to stamp duty payment;
đ) Declaration of safety conditions of inland waterway vessels in accordance with Form No. 3 - Appendix I issued together with this Circular for vessels not subject to inspection;
2. Presenting or sending[26] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[27] the following types of documents for the vessel registration authority to check:
a) Safety and technical inspection certificate of the vessel still valid for vessels subject to inspection;
b) Vessel purchase contract or other documents proving that the vessel has been given, gifted, or inherited according to the law for vessels subject to inspection;
The Ministry of Transport amends and supplements some articles of Circulars on inland waterway vessel registration and regulations on examination, testing, issuance, reissuance, and conversion of certificates of professional competence, seafarer certificates, and inland waterway vessel drivers' certificates, effective from March 1, 2025.
c) Documents proving permission to operate and having a registered office in Vietnam for foreign organizations or documents proving permission to reside in Vietnam for foreign individuals;
d) Financial lease contract for cases where a financial leasing organization requests to register the vessel at the place of permanent residence or temporary residence of the lessee.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[28] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[29] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 13. Re-registration of vessels when the vessel changes its name or technical features
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[30] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) An application for re-registration of inland waterway vessels in accordance with Form No. 6 - Appendix I issued together with this Circular;
b)[31] (Repealed)
c) Receipt of stamp duty payment (original or certified copy or electronically certified copy from the original or electronically certified copy issued from the original record)[32]for vessels subject to stamp duty payment;
d)[33] (Repealed)
đ) Declaration of safety conditions of inland waterway vessels in accordance with Form No. 3 - Appendix I issued together with this Circular for vessels not subject to inspection;
2. Presenting or sending[34] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[35] Certificate of technical safety and environmental protection of the vessel still valid after the vessel has changed its technical features for vessels subject to inspection for the vessel registration authority to review.
3. For vessels re-registered due to changes in technical features, implement in accordance with the provisions of Clause 1 and Clause 2 of this Article.
4. For vessels re-registered due to a change in name, implement in accordance with the provisions of point a, point b, point d, point đ Clause 1 and Clause 2 of this Article.
5. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[36] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[37] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 14. Re-registration of vessels in cases where ownership rights over the vessel are transferred but the registration authority remains unchanged.
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[38] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A request for re-registration of inland waterway vessels in accordance with Form No. 7 attached as Appendix I to this Circular;
b)[39] (Repealed)
c)[40] (Repealed)
d) Receipt of stamp duty (original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[41]) For vessels subject to payment of stamp duty.
2. Presenting or sending[42] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[43] the following types of documents for the vessel registration authority to check:
a) The purchase and sale contract of the vessel, the decision on the transfer of the vessel by the competent authority, or other documents proving that the vessel has been given, gifted, or inherited in accordance with the law. In cases where the owner of the vessel is a foreign organization or individual registering the vessel again, they must present or send[44] documents proving permission to operate and having a registered office in Vietnam or documents proving permission to reside in Vietnam;
b) The certificate of technical safety and environmental protection of the vessel still valid for vessels subject to inspection.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[45] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[46] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 15. Re-registration of vessels in cases where ownership rights over the vessel are transferred and the registration authority is changed simultaneously.
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[47] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A request for re-registration of inland waterway vessels in accordance with Form No. 7 attached as Appendix I to this Circular;
b)[48] (Repealed)
c)[49] (Repealed)
d) Receipt of stamp duty (original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[50]), for vessels subject to payment of stamp duty.
2. Presenting or sending[51] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[52] the following types of documents for the vessel registration authority to check:
a) The purchase and sale contract of the vessel, the decision on the transfer of the vessel by the competent authority, or other documents proving that the vessel has been given, gifted, or inherited in accordance with the law. In cases where the owner of the vessel is a foreign organization or individual registering the vessel again, they must present or send[53] documents proving permission to operate and having a registered office in Vietnam or documents proving permission to reside in Vietnam;
b) The certificate of technical safety and environmental protection of the vessel still valid for vessels subject to inspection.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[54] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[55] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 16. Re-registration of vessels in cases where the owner of the vessel changes their place of business or permanent residence registration to another provincial administrative unit.
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[56] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A request for re-registration of inland waterway vessels in accordance with Form No. 8 attached as Appendix I to this Circular;

2. Presenting or sending[59] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[60] The certificate of technical safety and environmental protection of the vessel still valid for vessels subject to inspection for the registration authority to check.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[61] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[62] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 17. Issuance of a new Certificate of Registration of Vessels.
Organizations and individuals with such needs shall submit directly one set of documents or send them through the postal system or the online public service system[63] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
1. Documents to be kept at the vessel registration authority:
a) A request for issuance of a new Certificate of Registration of inland waterway vessels in accordance with Form No. 9 attached as Appendix I to this Circular;
b)[64] (Repealed)
c)[65] (Repealed)
2. Presenting or sending[66] original or certified copy or certified electronic copy derived from the original or certified electronic copy issued from the original record[67] The certificate of technical safety and environmental protection of the vessel still valid for vessels subject to inspection for the registration authority to check.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;

c)[69] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Article 18. Cancellation of vessel registration.
1. Organizations and individuals wishing to submit directly one set of documents or send through the postal service or online public service system[70] to the vessel registration authority as prescribed in Article 8 of this Circular. The dossier includes:
a) A request for cancellation of registration of inland waterway vessels in accordance with Form No. 10 attached as Appendix I to this Circular.
b)[71] (Repealed)
2. Documents specified in Clause 1 of this Article shall be kept at the registration authority in cases of cancellation stipulated in Clauses 1, 2, and 3 of Article 4 of this Circular.
3. The vessel registration authority shall accept, examine the file, and process as follows:
a) For direct submission of the dossier, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed time limit; if the dossier is incomplete according to the regulations, return it and guide the organization or individual to complete the dossier again;
b)[72] For dossiers received through the postal system or the online public service system, within two working days from the date of receiving the dossier, the vessel registration authority shall check the dossier components; if the dossier is complete according to the regulations, accept the dossier and notify the result delivery time, if the dossier is incomplete according to the regulations, send a written notice to the organization or individual to complete the dossier;
c)[73] Within three working days from the date of receiving a complete dossier as prescribed and the organization or individual has fulfilled their financial obligations (if any), the vessel registration authority shall issue the certificate and deliver it directly or through the postal system or the online public service system to the vessel owner. If the certificate is not issued, a written response must be provided with clear reasons.
Chapter IV. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Article 19. Responsibilities of the vessel owner.
1. To complete the registration procedures in accordance with regulations, write the name, registration number, draw the safe draft mark, and indicate the number of persons allowed to be carried on the vessel.
2. When changing the registration authority, the vessel owner must comply with the following provisions:
a)[74] (Repealed)
b) Accept and store sealed vessel files handed over by the previous registration authority to submit to the new registration authority.
3.[75] Report to the registration authority to cancel the vessel registration in accordance with regulations.
4.[76] When receiving the Certificate of Registration of inland waterway vessels or the Certificate of Cancellation of Registration of inland waterway vessels, the person named in the appointment letter or the person holding an introduction letter or power of attorney must present the appointment letter, identity card or electronic ID card or passport and must submit one of the following documents:
a) The original Certificate of Registration of inland waterway vessels issued previously in cases of re-registration due to a change in name or technical characteristics; re-registration due to transfer of ownership rights over the vessel without changing the registration authority; issuance of a new Certificate of Registration of vessels due to damage to the Certificate of Registration of vessels; cancellation of registration;
b) The original Certificate of Cancellation issued by the previous registration authority in cases of re-registration due to transferring from another registration authority to the inland waterway vessel registration authority (for vessels that are sea-going ships);
c) The original file still sealed, corresponding to the original file components for each registration case issued by the previous registration authority in cases of re-registration due to simultaneous transfer of ownership rights over the vessel and change of registration authority; re-registration due to the owner of the vessel changing their place of business or permanent residence registration to another provincial administrative unit.
Article 20. Responsibilities of the Vietnam Inland Waterway Administration
1. Organize the implementation of this Circular.
2.[77] Implement the registration of vessels and manage the vessel database as prescribed.
3. In cases where the registration authority for vessels changes, the original registering authority shall be responsible for implementing the following provisions:
a) Cut the corner of the Certificate of Registration for inland waterway vessels that has been issued and include it in the sealed file, while removing the name of the vessel from the Register of Inland Waterway Vessels;
b) Issue a certificate of deregistration of vessels in accordance with Model No. 11 - Appendix I attached to this Circular;
c) Seal the vessel registration file;
d) Hand over the entire sealed vessel registration file to the vessel owner.
4. Establish the Register of Inland Waterway Vessels; store and manage the vessel registration files as prescribed.
5. Collect, remit, and use the registration fee for vessels in accordance with the law.
Article 21. Responsibilities of other registration authorities
1. Implement this Circular within their scope of responsibility.
2.[78] Implement the registration of vessels as prescribed. Update the registration information of vessels issued by the unit into the database of the Vietnam Inland Waterway Administration.
3. Implement the provisions of Clause 3, Clause 4 of Article 20 of this Circular.
4.[79] Registration authorities at district and commune levels[80] Report to the Department of Transport the results of vessel registration, detailed report as follows:
a) Report title: Summary Report on the Registration of Inland Waterway Vessels;
b) Content of the report: Information related to the registration of inland waterway vessels as specified in Model No. 12 of Appendix I attached to this Circular;
c) Method of sending and receiving reports: The report is presented in paper form or electronic form. The report is sent to the receiving authority through one of the following methods: direct delivery, postal service, fax, email system, or other methods as prescribed by law;
d) Frequency of reporting: Monthly;
e) Deadline for submitting the report: Before the 18th day of the month in the reporting period;
f) Time frame for finalizing the report data: From the 15th day of the previous month to the 14th day of the month in the reporting period;
g) Report format: As specified in Model No. 12 of Appendix I attached to this Circular.
5.[81] Departments of Transport of provinces and centrally governed cities, Inland Waterway Branches report to the Vietnam Inland Waterway Administration the results of vessel registration, detailed report as follows:
a) Report title: Summary Report on the Registration of Inland Waterway Vessels;
b) Content of the report: Information related to the registration of inland waterway vessels as specified in Model No. 12 of Appendix I attached to this Circular;
c) Method of sending and receiving reports: The report is presented in paper form or electronic form. The report is sent to the receiving authority through one of the following methods: direct delivery, postal service, fax, email system, or other methods as prescribed by law;
d) Frequency of reporting: Monthly;
e) Deadline for submitting the report: Before the 22nd day of the month in the reporting period;
f) Time frame for finalizing the report data: From the 15th day of the previous month to the 14th day of the month in the reporting period;
g) Report format: As specified in Model No. 12 of Appendix I attached to this Circular.
6. The Director of the Department of Transport is responsible for organizing and supervising the implementation of vessel registration as prescribed in Clause 3, Clause 4, and Clause 5 of Article 8 of this Circular; heads of units implementing vessel registration are subject to inspection, audit, and guidance on procedures by the Ministry of Transport and the Vietnam Inland Waterway Administration.
7. Collect, remit, and use the registration fee for vessels in accordance with the law.
Chapter V. IMPLEMENTING PROVISIONS[82]
Article 22. Effectiveness
This Circular takes effect from February 15, 2015. Repeal Circular No. 21/2011/TT-BGTVT dated March 31, 2011, issued by the Minister of Transport regarding regulations on the registration of inland waterway vessels.
Article 23. Responsibility for Implementation
The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Inland Waterway Administration, Directors of the Departments of Transport of provinces and centrally governed cities, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.

Circular No. 60/2024/TT-BGTVT amending and supplementing certain articles of Circulars regulating vessel registration in inland waterways and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence, certificates of seafarers' professional qualifications, and drivers of inland waterway vessels is based on the following grounds:

[2] This clause is repealed according to Clause 12 of Article 1 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain articles of Circulars regulating vessel registration in inland waterways and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence, certificates of seafarers' professional qualifications, and drivers of inland waterway vessels, which takes effect from March 1, 2025.

[76] This Clause has been amended and supplemented according to Clause 4, Article 1 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain provisions of Circulars on the registration of inland waterway vessels and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence, professional certificates for seafarers, and inland waterway vessel drivers, which shall take effect from March 1, 2025.
[77] This Clause has been amended and supplemented according to Clause 5, Article 1 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain provisions of Circulars on the registration of inland waterway vessels and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence, professional certificates for seafarers, and inland waterway vessel drivers, which shall take effect from March 1, 2025.
[78] This clause has been amended and supplemented according to the provisions of Clause 6, Article 1 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain articles of Circulars on the registration of inland waterway vessels and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence for seafarers and inland waterway vessel operators, which shall take effect from March 1, 2025.
[79] This clause has been amended and supplemented according to the provisions of Article 3 of Circular No. 35/2020/TT-BGTVT amending and supplementing certain articles of Circulars on the regular reporting system in the inland waterway transport sector, which shall take effect from February 15, 2021.
[80] The phrase “commune, ward, town" is replaced by the term "to communes is carried out according to the principle of 15% of the total loan amount from the International Development Association for the project investment in that commune." according to Clause 7 of Article 1 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain articles of Circulars regulating vessel registration in inland waterways and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence, certificates of seafarers' professional qualifications, and drivers of inland waterway vessels, which takes effect from March 1, 2025.
[81] This clause has been amended and supplemented according to the provisions of Article 3 of Circular No. 35/2020/TT-BGTVT amending and supplementing certain articles of Circulars on the regular reporting system in the inland waterway transport sector, which shall take effect from February 15, 2021.
[82] Articles 11 and 12 of Circular No. 35/2020/TT-BGTVT amending and supplementing certain articles of Circulars on the regular reporting system in the inland waterway transport sector, which shall take effect from February 15, 2021, are stipulated as follows:
“Article 11. Implementation Provisions
This Circular takes effect from February 15, 2021.
Article 12. Implementation Organization
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Inland Waterways Administration, Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./”
Articles 3 and 4 of Circular No. 60/2024/TT-BGTVT amending and supplementing certain articles of Circulars on the registration of inland waterway vessels and regulations on examination, inspection, issuance, reissuance, and conversion of certificates of professional competence for seafarers and inland waterway vessel operators, which shall take effect from March 1, 2025, are stipulated as follows:
“Article 3. Effectiveness
This Circular takes effect from March 1, 2025.
For cases that have submitted applications before the effective date of this Circular, they shall continue to be processed according to the provisions of Circular No. 75/2014/TT-BGTVT amended and supplemented by Circular No. 35/2020/TT-BGTVT and Circular No. 40/2019/TT-BGTVT amended and supplemented by Circular No. 38/2023/TT-BGTVT.
Article 4. Organization of Implementation
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Inland Waterways Administration, Directors of Provincial Departments of Transport under central cities, Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./”
