Decree No. 016 Regarding the establishment of a committee called the protection committee at each military location and administrative unit from province level downwards.

DECREE-LAW

CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Pursuant to Decree-Law No. 63 dated November 22, 1945 and No. 77 dated December 21, 1945 on the organization of People's Administration and Administrative Committees,

Pursuant to the Government’s Directive dated February 25, 1945,

At the proposal of the Ministers of Interior Affairs and National Defense,

Considering the current situation,

After deliberation by the Council of Ministers,

DECREE-LAW:

Article 1

In each military zone, at every administrative unit from province down to lower levels, a Committee called the Protection Committee shall be established with the task of finding all means appropriate to local conditions for implementing orders and directives issued by higher authorities regarding national protection.

Article 2

The Protection Committee consists of:

- One military representative,

- One administrative representative,

- One representative from people's organizations, elected by those organizations.

The three members mentioned above shall elect one member to serve as Chairman.

Article 3

The powers, methods of operation, financial organization of the committee and details for implementing this Decree-Law will be determined later by a Directive from the Chairman of the Government or by Ministers of National Defense and Interior Affairs.

Article 4

The Ministers of National Defense and Interior Affairs shall implement this Decree-Law accordingly./.
