DIRECTIVE

On the implementation of electricity conservation in production and daily life during the 1999 dry season

According to the forecast of the General Meteorological Hydrological Service, abnormal weather conditions in 1999 will cause water shortages for hydroelectric reservoirs, leading to electricity shortages during this year's dry season.

To minimize the negative impacts caused by power capacity and energy shortages on the national economy and social life, the Ministry of Industry requests all State-owned Industrial Corporations, Companies, factories, and enterprises in the entire industrial sector and localities to implement specific electricity conservation measures as follows:

I. Vietnam Electricity Corporation needs to:

1.Develop reasonable exploitation plans for hydroelectric and thermal power sources:

Exploit the maximum capacity of thermal power plants;

Promptly put into stable operation the two expanded units of Phu My 2-1 (2x144 MW), the two units F-6 Can Tho (2x37 MW), and the tail gas unit 306/1 (56 MW) of the Ba Ria thermal power plant;

Increase electricity supply, with plans to mobilize customer standby power sources to support during periods of electricity shortage.

2.Prepare plans for load shedding when necessary, to be approved by the Ministry of Industry.

3.Conduct regular and extensive publicity through mass media about electricity conservation measures.

4.Direct Electricity Companies and local Electric Power Enterprises to cooperate with relevant sectors at all levels to strictly monitor the implementation of electricity conservation measures.

5.Organize inspections and reminders for customers to use electricity according to shift schedules as prescribed; for deliberate violations, violation reports must be prepared for handling.

6.Continue to implement the installation of three-phase meters for households.

II. Industrial Corporations need to develop plans for implementing electricity conservation in production, specifically:

1.In conditions where funds allow, replace outdated equipment with low efficiency and high power consumption.

2.Equipments with low power factor usage (Cos 0.85) must promptly install capacitors to improve the power factor.F Ê0.85 shall complete the installation of capacitors to improve the power factor cosine promptly.F .

3.Enterprises operating on a three-shift system should review and rearrange to minimize the use of large-capacity equipment during peak hours (from 6 PM to 10 PM daily) and increase their use during off-peak night hours.

4.Enterprises operating on a single or double shift system should schedule large-capacity equipment usage during off-peak hours to ensure that the minimum power demand is 70% of the normal hourly demand. ³ 70% of P during normal hours.

5.Administrative and service agencies should consider improving lighting systems, fans, air conditioning, refrigerators, hot water tanks, etc., to avoid waste.

6.Reduce the power consumption of advertising lights and signs to the minimum extent possible.

7.Prepare adequate diesel fuel and independent power generation sources to be ready for support or self-sufficiency in case of power shortages.

III. Provincial Industrial Departments should coordinate with local Electric Power Enterprises:

1.Advise leaders to develop plans and measures for electricity conservation and load balancing in local areas, reasonably and effectively reducing the impact on production and social life due to power shortages.

2.Organize inspections and reminders for restaurants, hotels, and households using many electrical devices such as air conditioners, refrigerators, hot water tanks, electric stoves, etc., to conserve electricity and limit their use during peak hours. In cases of serious wasteful use, violation reports must be prepared for handling as prescribed.

All Industrial Corporations, Companies, and Provincial Electric Power Enterprises are required to develop implementation plans for electricity conservation measures for their units and localities and submit them to the Ministry of Industry (Technical Safety Inspection and Supervision Bureau) no later than March 40, 1999.

IV. Technical Safety Inspection and Supervision Bureau shall organize inspections and direct units and localities in complying with this Directive./.
