DIRECTIVE OF THE MINISTER OF INDUSTRY

On the implementation of certain defense tasks in 2000

 

Decree No. 19/CP dated March 12, 1994 of the Government on defense work in Ministries, agencies equivalent to Ministries, governmental agencies, and localities; Directive No. 1863/1998/CT-BQP of the Ministry of Defense on certain defense tasks in 1999 and Directive No. 03/1999/CT-BCN dated March 8, 1999 of the Ministry of Industry on defense work in 1999 have been implemented effectively by agencies and enterprises under the Ministry, with summaries and reports submitted to the Ministry. From the results of implementation in 1999, each unit has drawn lessons and experiences in directing and organizing the implementation of defense work on various aspects: studying and understanding defense tasks; construction of self-defense forces; management of reserve forces and industrial mobilization.

The year 2000 is of great importance for preparing for the Ninth National Party Congress, a year when the entire Party and people strive to complete the five-year plan from 1996 to 2000 and prepare all aspects for entering the 21st century; it is also a year to organize many significant anniversaries. The country is facing both opportunities and challenges intertwined with new threats and challenges. The international and regional situation continues to evolve complexly, with disputes over sovereignty in the South China Sea and border areas still unpredictable. Imperialism and hostile forces continue to intensively implement their strategy of peaceful evolution, subversion, and overthrowing the socialist regime in Vietnam through new sophisticated methods and means across all fields.

To contribute to maintaining political stability and creating conditions for continued vigorous development of the national economy and society, it is necessary to further implement Decree No. 19/CP of the Government dated March 12, 1994 and Circular No. 3811/1999/TT-BQP dated December 20, 1999 of the Ministry of Defense.

The Ministry of Industry requests agencies and enterprises to implement defense work in 2000 as follows.

1. Strengthen leadership in building the whole-people national defense, delving deeper and becoming increasingly robust.

Units need to continue organizing the thorough dissemination of Central Resolution No. 3 (Session VII), the Resolution of the Political Bureau on ensuring security, politics, and social order and safety, and the results of implementing Decree No. 19/CP of the Government over the past five years. Focus on deeply educating the entire unit, especially key cadres at all levels and the younger generation, about national defense awareness. Accurately assess and clearly identify the targets, partners, plots, and tactics of hostile forces, enhancing vigilance. Raise the understanding, viewpoints, and responsibilities of all levels and the entire unit towards the cause of whole-people national defense.

Consolidate and improve military organizations in units to be capable of providing advisory support to leaders in implementing defense work according to new requirements.

2. Direct the vigorous construction of the national defense and security posture in units within provincial (city) defense zones to meet new demands.

Units should coordinate with localities to educate cadres, workers, and employees to correctly understand the new phase's defense tasks, enhance revolutionary vigilance, thwart all plots and tactics of "peaceful evolution and violent subversion" by the enemy; maintain political stability at the local and unit level; thoroughly understand and implement plans for economic development closely tied to national defense and security interests.

Under the guidance of the Ministry of Defense and the Military Command of localities, vigorously build defense zones; comprehensively construct the national defense and security posture; participate in exercises according to scenarios to prepare mentally, materially, and organizationally to effectively respond to natural disasters and enemy sabotage and invasion.

3. Civilian Self-Defense Force Work.            

Units must continue organizing the thorough dissemination and implementation of the Law on Civilian Self-Defense Forces, the Law on Reserve Mobilization, and the Law on Military Service; registering resources, ensuring quantity and quality, establishing management systems and training according to the provisions of the Laws.

Based on Circular No. 13/CV-KHĐT dated January 4, 2000 of the Ministry of Industry on guiding the celebration of the 65th anniversary of the Civilian Self-Defense Force tradition, units should implement this anniversary celebration in a practical and economical manner. All State-owned Joint Stock Companies and subordinate units must submit reports on the implementation results to the Ministry before April 10, 2000, for consolidation and reporting to the General Staff's Civilian Self-Defense Force Department.

4. Preparation for Industrial Mobilization to Serve National Defense.

State-owned Joint Stock Companies and subordinate units under the Ministry should proactively survey and investigate civilian industry capabilities, develop plans for industrial mobilization preparation to serve national defense. The Ministry requires State-owned Joint Stock Companies and Companies selected as pilot projects for industrial mobilization by the Ministry of Defense and the Ministry of Industry to properly fulfill assigned tasks.

5. Implementation of Rear Services Policies for the Armed Forces.

Enhance education for all cadres, workers, and staff in units to fully understand the political significance of rear services policies for the armed forces. Continue to promote participation in nationwide campaigns to care for war invalids, families of martyrs, mothers of heroes, and those who have contributed to the nation. Launch competitions to implement well defense work and rear services policies during major national holidays.

This directive shall be disseminated to units in the sector for implementation.

Regularly and in case of emergency, units and State-owned Joint Stock Companies must report to the Ministry within the prescribed deadlines (semi-annual reports before June 10 and annual reports before November 10 each year)./
