RESOLUTION
Regular Meeting of the Government for January 2000

On January 28, 2000, the Government convened its regular meeting for January 2000 to discuss and adopt the following issues:
1. The Government heard Minister Tran Xuan Gia of the Ministry of Planning and Investment present the draft "Government Decree guiding the implementation of certain provisions of the Enterprise Law" and the draft "Government Decree on business registration"; Minister and Director of the Government Office Do Manh Giao presented a report summarizing the opinions of Government members regarding these two draft Decrees.
The Government affirms the urgent need to promulgate all guiding decrees for the implementation of the Enterprise Law, ensuring consistent implementation across all business sectors nationwide. Guiding documents for the implementation of the Enterprise Law must reflect the spirit of the Law, which is to facilitate and expedite procedures for enterprises and all strata of the population engaged in investment and business activities; at the same time, they must strengthen order and discipline in specialized state management. The Ministry of Planning and Investment is assigned the lead role, coordinating with the Ministry of Justice, the Government Office, and the Task Force for Implementing the Enterprise Law to incorporate comments received during the meeting, finalize the drafts of the two Decrees, and submit them to the Prime Minister for review and issuance at the beginning of February 2000.
2. The Government reviewed the Government's proposal on the draft Insurance Business Law presented by the Minister of Finance; and the report summarizing the opinions of Government members on this draft Law presented by Minister and Director of the Government Office Do Manh Giao. After discussion, the Government assigned the Ministry of Finance the lead role, coordinating with the Government Office and the Ministry of Justice to incorporate comments received during the meeting, finalize the draft Insurance Business Law, and submit it to the Prime Minister for decision on submitting it to the Standing Committee of the National Assembly.
The Government heard Minister Tran Xuan Gia of the Ministry of Planning and Investment report on the socio-economic situation in January 2000; State Auditor General Ta Huu Than report on inspection work, complaint resolution, and appeal handling in the fourth quarter of 1999; Minister Chu Tuan Nha of the Ministry of Science, Technology, and Environment report on the results of resolving the year 2000 (Y2K) computer problems from January 1 to January 26, 2000.
The Government agreed to approve these reports.
The socio-economic situation in the first month of 2000 has not seen significant changes. Foreign production and investment have increased slowly, exports have risen compared to the same period last year but remain unstable and uncertain. With timely support from the State and the efforts of localities, areas affected by recent floods are quickly recovering their livelihoods and production. Domestic price levels and market conditions remain stable.
In the coming month, ministries, sectors, and localities need to promptly complete the implementation of national plans down to grassroots levels and develop measures to fulfill tasks for the first quarter of 2000; particularly accelerate construction of projects that must be completed in 2000; focus investments on export products with advantages; take the highest level of preventive measures against natural disasters; and organize the Tet holiday according to the Prime Minister's Directive, paying special attention to policy families and those facing difficulties in flood-affected areas.
