Guidelines for Implementing Decision 234/1999/QĐ-TTg
dated December 22, 1999, of the Government Chairman on Increasing Pensions for Retirees

Implementing Decision No. 234/1999/QĐ-TTg dated December 22, 1999, of the Government Chairman on Increasing Pensions for Retirees Prior to September 1, 1985; following coordination with the Ministry of Finance and the Ministry of Labor, War Invalids, and Social Affairs, the guidelines for implementation are as follows:
I. APPLICABLE OBJECTS:
The subjects entitled to increased pensions under Clause 1, Article 1 of Decision No. 234/1999/QĐ-TTg include cadres, workers, civil servants, military personnel, and public security officers who retired prior to September 1, 1985, and are currently receiving monthly pensions funded by the State Budget.
II. BENEFITS RECEIVED:
The subjects specified in Section I above shall be entitled to an additional VND 25,000 per month in addition to their current monthly pension after adjustment according to Decree No. 175/1999/NĐ-CP dated December 15, 1999, of the Government, as follows:

III. IMPLEMENTATION:
1. The Vietnam Social Security shall prepare a list of retirees prior to September 1, 1985 (attached to this Circular) and calculate the total pension fund increase from January 2000 onwards, submitting it to the Ministry of Finance for approval, and simultaneously sending it to the Ministry of Labor, War Invalids, and Social Affairs.
After the Ministry of Finance approves the additional pension funding according to Decision No. 234/1999/QĐ-TTg, the Vietnam Social Security shall organize the payment to the subjects covered by the provisions of this Circular.
2. The People's Committees of provinces and centrally-administered cities shall direct the Departments of Labor, War Invalids, and Social Affairs to inspect and urge the correct implementation of benefits to the appropriate subjects in accordance with policy.
3. This Circular takes effect from January 1, 2000.
In the course of implementation, if there are any difficulties, the Departments of Labor, War Invalids, and Social Affairs shall coordinate with the provincial or municipal Social Security to report to the Ministry of Labor, War Invalids, and Social Affairs for consideration and resolution.
