DIRECTIVE
On implementing the "Year of Voluntary Social Action for Particularly Vulnerable Children" 2001-2002 In recent years, the Law on Protection, Care, and Education of Children has been implemented, particularly since the issuance of Decision No. 134/1999/QĐ-TTg dated May 31, 1999 by the Prime Minister approving the program of action to protect children with special circumstances during the period 1999-2002; the cause of protecting, caring for, and educating children in general, and particularly vulnerable children in particular, has shown positive changes and achieved good results. However, the situation of particularly vulnerable children, especially orphaned children, street children, children affected by Agent Orange, disabled children, abused children, children violating laws, has increased, adversely affecting the healthy development environment of children, traditional morality, and national customs. This situation stems from many causes, but mainly due to the negative impact of the market economy, insufficient coordinated attention, investment, and cooperation among levels, sectors, mass organizations, the role of families and communities have not been effective.
The year 2001 was chosen by the United Nations as the Year of Volunteering. Following the initiative of the Ho Chi Minh Communist Youth Union to designate the period 2001-2002 as the "Year of Voluntary Social Action for Particularly Vulnerable Children," the Prime Minister welcomes this initiative and considers it a necessary humanitarian and humanistic effort. To create favorable conditions for the "Year of Voluntary Social Action for Particularly Vulnerable Children" to be effectively implemented, the Prime Minister issues the following directive:
1. The Ho Chi Minh Communist Youth Central Committee shall take the lead in organizing the implementation of the action program "Year of Voluntary Social Action for Particularly Vulnerable Children"; coordinate with relevant ministries and sectors to implement this campaign at the grassroots level; pay special attention to caring for and assisting children affected by Agent Orange, disabled children, orphans, street children, abused children, drug-addicted children, HIV/AIDS-infected children, and children who violate the law; encourage the spirit of volunteering from individuals, units of various economic components, social organizations, and international organizations to participate in caring for and assisting particularly vulnerable children.
2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial and municipal people's committees directly under the central government, within their respective authorities, continue to vigorously organize the implementation of Directive No. 55/CT-TW dated June 28, 2000 of the Politburo on strengthening the leadership of grassroots Party committees over child protection, care, and education work, Decision No. 134/1999/QĐ-TTg dated May 31, 1999 of the Prime Minister on the program of action to protect children with special circumstances, and Decision No. 23/2001/QĐ-TTg dated February 25, 2001 on approving the national program of action for children in Vietnam during the period 2001-2010; at the same time, proactively cooperate with the Ho Chi Minh Communist Youth Central Committee to develop specific plans and programs to implement the "Year of Voluntary Social Action for Particularly Vulnerable Children" in 2001-2002 based on the activities of the Communist Youth Union regarding the campaign "Year of Voluntary Social Action for Particularly Vulnerable Children."
3. Information agencies shall actively publicize the policies, laws, and guidelines of the Party and State on protecting, caring for, and educating particularly vulnerable children; focus on promoting exemplary models and good deeds in activities related to protecting, caring for, and educating children and particularly vulnerable children, and strongly condemn all forms of child abuse.
4. It is requested that the Chairman of the Central Committee of the Vietnam Fatherland Front advise the Ho Chi Minh Communist Youth Central Committee in directing the implementation of the program, coordinating assistance, and supervising the implementation of the youth union's action program, while directing the People's Committees at all levels to cooperate with the Communist Youth Union to organize the implementation of the campaign "Year of Voluntary Social Action for Particularly Vulnerable Children."
5. The National Committee for Child Protection and Care shall cooperate with the Ho Chi Minh Communist Youth Central Committee to monitor the implementation of this Directive and report periodically (quarterly) to the Prime Minister.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial and municipal people's committees directly under the central government are responsible for enforcing this Directive./.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial people's committees under the central government shall be responsible for implementing this Directive./.
