Directive No. 02/2002/CT-TTg On organizing the election of National Assembly deputies for the eleventh term

DIRECTIVE

Regarding the organization of the election for the eleventh session National Assembly deputies

The Standing Committee of the National Assembly has issued Resolution No. 284/2002/NQ-UBTVQH10 on December 26, 2002, determining and announcing the election day for the eleventh session National Assembly deputies as Sunday, May 19, 2002, and establishing the Election Council.

The Politburo has issued Directive No. 07-CT/TW on January 25, 2002, regarding the leadership of the election for the eleventh session National Assembly deputies, considering this as a significant political event of the entire Party, military, and people in 2002; it is a day for voters across the country to democratically select representatives who are worthy of embodying their will and aspirations at the highest state power organ.

The election for the eleventh session National Assembly deputies holds utmost importance because it is the first election of the new century. The success of the election will make a substantial contribution to the ongoing process of building and perfecting the Socialist Republic of Vietnam of the people, by the people, and for the people; simultaneously, through the National Assembly, to mobilize the intellectual capacity and strength of the great national unity bloc to achieve the resolutions of the Ninth Party Congress, meet the requirements of industrialization and modernization of the country, making the people prosperous, the country strong, society equitable, democratic, and civilized.

To ensure that the election for the eleventh session National Assembly deputies is truly democratic, lawful, safe, economical, and reflects the atmosphere of a grand festival for the people to exercise their democratic rights, the Prime Minister issues the following directive:

1. Chairmen of People's Committees of provinces and centrally-administered cities shall proactively coordinate with the Standing Committees of People's Councils and the Vietnam Fatherland Front Central Committee at the same level, while directing lower-level People's Committees to implement well the preparatory steps according to the guidance of the Standing Committee of the National Assembly, the Election Council, the Central Committee of the Vietnam Fatherland Front, party organs, and higher-level state organs.

Based on the criteria, structure, composition, and number of National Assembly deputies, introduce individuals who possess sufficient virtue and talent to run for the National Assembly, the highest state power organ, contributing to enhancing the quality and effectiveness of National Assembly activities and promoting the ongoing process of building and perfecting the Socialist Republic of Vietnam.

In localities where administrative boundaries have recently been adjusted or are still lacking People's Council deputies, it is necessary to combine the supplementary election of People's Council deputies on the same day with the election for the eleventh session National Assembly deputies, in accordance with the provisions of the Law on Elections of People's Council Deputies (amended) in 1994. The Government Organizational and Cadre Affairs Department will provide specific guidance for localities to organize and implement in accordance with the law.

2. Ministers, Heads of ministerial-level agencies, Heads of governmental agencies; Chairmen of People's Committees at all levels shall promptly implement the election plan based on their functions and responsibilities; direct organizations, units, civil servants, and employees within their sectors to actively participate in organizing and serving the election for the eleventh session National Assembly deputies; ensure necessary material conditions for the election; develop plans to prevent unexpected natural disasters and promptly curb any actions exploiting democracy to cause disturbances, affecting the preparation and progress of the election.

Organize timely and extensive propaganda among state officials, armed forces personnel, and all strata of the population about the significance and importance of the election for National Assembly deputies, the important position of the National Assembly in the state apparatus, the basic contents of the Law on Elections of National Assembly Deputies in 1997, amended and supplemented by Law No. 31/2001/QH10 of the tenth session National Assembly's tenth meeting, and guiding documents from the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front to ensure that every citizen understands their rights and obligations, while grasping legal regulations and guidance from state organs on election work. On this basis, enhance the role of self-awareness and active participation of organs, organizations, units, and voters throughout the election.

The Ministry of Culture and Information, the Ministry of Transport, the General Post Office, and central and local mass media organs need to have plans for propaganda and promotion for the election day, ensuring smooth transportation and communication during the implementation of the election.

The Ministry of Defense and the Ministry of Public Security shall develop plans for coordinating the deployment of forces to maintain public order, security, and social safety in each locality and nationwide during the election days.

The Ministry of Finance shall ensure timely funding for the election of National Assembly deputies for the eleventh session and the supplementary election of People's Council deputies for the 1999-2004 term in accordance with the assigned schedule and plan, and strictly monitor the use of funds to ensure economy and purposeful spending.

The Minister, Head of the Government Organizational and Cadre Affairs Board, is responsible before the Government for guiding the implementation of election work, supervising and urging all levels and sectors to comply with legal provisions and other guidelines issued by the Government regarding the election of National Assembly deputies; closely cooperate with the National Assembly Office and the Government Office to monitor the preparation and progress of election work in localities and ministries nationwide, to compile and report to the Standing Committee of the National Assembly, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front in accordance with the schedule set by the Election Council.
