JOINT CIRCULAR

Guidelines for implementing Resolution No. 219/2003/NQ-UBTVQH dated January 9, 2003 of the Standing Committee of the National Assembly on uniforms for civil servants in the Procuracy sector and identification cards for Procurators.

Implementing Resolution No. 219/2003/NQ-UBTVQH11 dated January 9, 2003 of the Standing Committee of the National Assembly on uniforms for civil servants in the Procuracy sector and identification cards for Procurators, the Supreme People's Procuracy and the Ministry of Finance provide guidance on the implementation of the uniform system for civil servants in the People's Procuracy sector as follows:

I. SUBJECTS ELIGIBLE FOR UNIFORM ISSUE AND PROCURATOR IDENTIFICATION CARDS

The subjects eligible to be issued uniforms for use when performing official duties are civil servants at all levels of the People's Procuracy. In addition, Procurators and Investigators are also eligible to be issued Procurator identification cards and Procurator badges.

II. STANDARDS AND SERVICE LIFE OF UNIFORMS

1. Uniforms issued according to their service life are specified in Article 1 and Article 2 of Resolution No. 219/2003/NQ-UBTVQH11 dated January 9, 2003 of the Standing Committee of the National Assembly, specifically as follows:

The form, color, and style of Procurator uniforms for civil servants at all levels of the People's Procuracy are prescribed by the President of the Supreme People's Procuracy.

III. IMPLEMENTATION OF UNIFORM MANUFACTURE AND ISSUE

1. Annually, based on the subjects eligible for uniform issuance, the quantity and types of uniforms reaching their service life, the People's Procuracy of provinces and centrally-administered cities, and units under the direct management of the Supreme People's Procuracy shall prepare budget estimates together with the annual budget estimate and submit them to the Supreme People's Procuracy for consolidation into the total budget of the entire sector according to the corresponding chapter, item, and sub-item of the State budget classification and send it to the Ministry of Finance as stipulated.

2. Uniforms for civil servants in the Procuracy sector are issued in physical form. The Supreme People's Procuracy is responsible for managing, guiding, inspecting the manufacture, issuance, and use of uniforms in accordance with current regulations.

For uniforms such as leather shoes, backstrap sandals, belts, raincoats, socks, and document cases, if centralized procurement conditions are not available, units may provide individuals with funds to purchase these items based on prices set by the Supreme People's Procuracy.

3. At all levels of the People's Procuracy and units under the direct management of the Supreme People's Procuracy must ensure the issuance of uniforms to eligible subjects according to the prescribed service life; maintain individual records for each person according to a unified model prescribed by the Supreme People's Procuracy.

4. Civil servants who are issued uniforms must manage and use them for their intended purpose and according to the regulations of the Supreme People's Procuracy.

Uniforms that are damaged or lost due to objective reasons will be replenished by the issuing authority. Other damages or losses are the responsibility of the individual who purchased them.

In cases of resignation, retirement, disability leave, transfer to other positions... where the issued uniforms have not yet reached their service life, they need not be returned. If the service life has expired and new uniforms have not been issued, they will not be issued.

5. Budget estimates, payment, and settlement of costs for manufacturing uniforms for civil servants at all levels of the People's Procuracy are carried out in accordance with the provisions of the State Budget Law and current guiding documents.

1. This Circular takes effect 15 days from the date of publication in the Official Gazette and replaces Circular No. 01/TT-LT dated June 24, 1997 of the Supreme People's Procuracy and the Ministry of Finance on guidelines for implementing the uniform system for civil servants and officials in the Procuracy sector.

2. During the implementation process, if there are any issues or difficulties, please report to the Supreme People's Procuracy and the Ministry of Finance for research and resolution.

IV. IMPLEMENTATION PROVISIONS

1. This Circular shall take effect fifteen days after its publication in the Official Gazette and shall supersede Circular No. 01/TT-LT dated June 24, 1997, issued by the Supreme People's Procuratorate and the Ministry of Finance on guiding the implementation of uniform regulations for procuratorial officials and civil servants.

2. Any difficulties encountered during the implementation process should be reported to the Supreme People's Procuratorate and the Ministry of Finance for study and resolution.
