On Strengthening Emergency Measures for Forest Fire Prevention and Control During the 2003-2004 Dry Season

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
In recent years, the State has issued many directives to guide forest fire prevention and control work; localities and units have made efforts to organize and implement forest fire prevention and control measures; however, due to complex weather conditions, forest fires still occur seriously on a wide scale in almost all localities, causing severe economic, social, resource, and environmental consequences.
To proactively prevent and control forest fires and minimize losses caused by them, the Ministry of Agriculture and Rural Development requests People's Committees, Forest Fire Prevention and Control Command Boards at provincial and centrally-administered city levels, units within the sector, and forest owners to immediately implement the following measures:
l. People's Committees of provinces and centrally-administered cities shall direct the consolidation of Forest Fire Prevention and Control Command Boards at all levels to maintain operations throughout the dry season; organize the development, inspection, and supervision of implementation of forest fire prevention and control plans by units and forest owners within their jurisdictions; prepare rescue forces and equipment according to the 4-in-place plan; coordinate among participating forces to promptly and effectively detect and extinguish forest fires when they occur.
Assign tasks and establish mechanisms for cooperation between Forest Rangers, Police, and Military forces in accordance with Joint Circular No. 144/2002/TTLT-BNNPTNT-BCA-BQP dated December 13, 2002, issued by the Ministry of Agriculture and Rural Development, Ministry of Public Security, and Ministry of National Defense on guiding cooperation among Forest Rangers, Police, and Military forces in forest protection work.
2When forest fires occur, People's Committees at all levels, forest owners, and related agencies shall mobilize forces and equipment to immediately extinguish the fire and prevent it from spreading. Mobilization of forces and equipment for firefighting shall be carried out according to Decision No. 127/2000/QĐ-BNN-KL dated December 17, 2000, issued by the Minister of Agriculture and Rural Development on regulations regarding fire prediction, warning, and organizational measures for forest fire prevention and control.
3. The Forest Ranger Office shall regularly announce fire prediction warnings; intensify public awareness campaigns on forest fire prevention and control; strictly manage shifting cultivation activities; strengthen forest fire watch and patrol, and sweep operations in the forest during the dry months in areas with high fire risk; closely monitor the activities of individuals and organizations within and near the forest; resolutely remove and severely punish individuals and organizations engaging in illegal activities in the forest; organize training and drills for civilian defense forces and mass organizations involved in forest protection.
People's Committees of provinces and centrally-administered cities shall allocate funds for forest fire prevention and control work in their respective localities; promptly reward those who perform well and strictly punish violations in forest fire prevention and control.
4.
